 MINUTES- ANNUAL MEETING- MARCH 11, 2014

Meeting called to order at 8:15 by Clerk Fran Levings.  Also present were Jan Streiff, Don Mishler, Anthony J. Fornengo, Dave Baker, Marlene Mishler, Agnes Sexton and Dave Fornengo.

The Clerk made the following announcements:

  1. Welcome and thank you for participating in democracy tonight.
  2. The Board of Re-Organization meeting will be held March 19 at 7:15pm, followed by the regular Board meeting.
  3. A Green Burial Seminar will be held at the Cloverton Town Hall on March 28.  It is sponsored by the East Pine County Wanderers.  Free with lunch provided.  It will run from 10am -2pm.
  4. April 7 is the Board of Review meeting at 1pm.
  5. There are donated vegetables in the refrigerator for the taking.
  6. Treats & coffee are available.

Head Judge Beverly Carlin read the results of the Board of Canvass:  Jan Streiff received 4 votes for Supervisor- 3-year term and Jason Fornengo received 15 votes for Supervisor. He was elected.  Fran Levings received 19 votes for Clerk- 2 year term. She will remain as Clerk.

Dave Baker nominated John Fornengo to be moderator, with Agnes Sexton seconding the nomination.  John was elected moderator.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda.  Carried.

Motion by Agnes Sexton, second by Fran Levings, to accept the minutes of the Annual Meeting of March 12, 2013.  Carried.

Motion by Dave Fornengo, second by Dave Baker, to accept the minute of the Special Town Meeting of September 10, 2013.  Carried.

Dave Baker read the report of the Board of Audit.

Clerk Fran Levings presented the Annual Treasurer’s Report. (Attached to file copy of these minutes).  The township has a total of $74,515.05 in the checking account and investments. Lists of both all receipts and all disbursements for 2013 was distributed.  Levings referred the voters to the ledger of every transaction made in 2013.  Motion by Agnes Sexton, second by Don Mishler, to accept the Annual Treasurer’s Report.  Carried.

Town Chair Dave Fornengo presented the Annual Chair’s Report:

  1. Road work went well in 2013.  We had 2 contractors- Todd Elliott and Ed Profitt.  We applied 56 loads of gravel in 2012 and 100 loads of gravel in 2013. The township still has @ $600-$800 left in County funds in the Matt Lourey Trail project. Don Mishler reported that the culvert still had not been put in McDermott Creek Road. Town Board will demand a “Certificate of Insurance” before hiring any contractors.
  2. The Town Board approved a motion to put a telephone and Internet access in the Town Hall building. Dave Fornengo said he is now a Ham Operator and that the Township needs to be prepared in the event of a State of Emergency.

Motion by Fran Levings, second by Dave Baker, to approve the Annual Chair’s Report.  Carried.

Vice-chair Dave Baker reported that the solar panels are slowly saving money for the township. Motion by Agnes Sexton, second by Fran Levings, to accept the Annual Vice-chair’s Report. Carried.

Clerk Fran Levings presented the Annual Clerk’s Report:

  1. She presented the 2014 budget which was approved by the Board at the February meeting.
  2. The Perpetual Care Cemetery/Landscaping Fund netted $400 in donations from individuals and $743 from the Cloverton Garden Club.  Our cemetery has a Pauper’s Corner where bodies of people from the Twin Cities are buried due to the fact that they have  no survivors to take care of that.  Methven Funeral Home has purchased several graves for this.  Resident Al Holter was granted permission to purchase several grave markers and be reimbursed by the Township.

Zoning Administrator Fran Levings presented the Annual Zoning Report:

  1. 11 Land Use Permits were issued in 2013- 2 pole barns, 6 decks, and 3 cabins.
  2. Motion by Dave Baker, second by Agnes Sexton, to re-appoint John Fornengo and Ed Carlin to the Planning Commission for another 3 years.  Carried.
  3. Pine County has passed an updated Subsurface and Sewage Treatment Ordinance.  Townships have 1 year to get into compliance.  Levings will meet with the Planning Commission and the County Zoning Administrator and the Board on this matter.

Motion by Fran Levings, second by Dave Baker, to not change the levy this year.  Carried.

Motion by Fran Levings, second by Agnes Sexton, to authorize a raise in pay for Supervisors from $50/meeting to $75/meeting.  Carried.

Lengthy discussion of the Plowing Private Drives Policy.  Agnes Sexton said it was an unusual year and that she is very pleased with the plowing this year.  Consensus was to plow both year-round residents and weekenders for next year.  Dave Baker informed the group that Wilma Township only plows driveways after all town roads are plowed and that Arna Township requires a deposit, records the time for labor, and asks for more money if necessary.  Dave Fornengo reported plow truck driver Jason Fornengo as saying that most driveways take 20-30 minutes.  Motion by Agnes Sexton, second by John Fornengo, to add to notice cards that are sent- “all gates must be left open if resident wants the driveway plowed”.  Carried  John also suggested that if money is depleted, we could send a letter to those on the Driveway Plowing list asking for a donation.  Dave Fornengo suggested that the Clerk research the years that  we did not have a separate fund for Driveways to determine how much we took in and how much we spent, then make a transfer from Road & Bridge Fund to the Driveways Fund.  The efficiency of a plow truck versus a pickup was also discussed. Motion by John Fornengo, second by Don Mishler, authorizing the Board to sell the plow truck and purchase a pickup. Carried.

Motion by Dave Fornengo, second by Marlene Mishler, to approve a Contract for Services with the following non-profit organizations in the amount of $250 each:  Family Pathways Senior Services, the Seven County Senior Federation, the Pine County Historical Society and the Old School Arts Center.  Carried.

Levings distributed hand outs on the North Pine Area Hospital District and a discussion ensued.  Dave Fornengo suggested holding a Special Town Meeting to inform the voters by having speakers on the topic, then holding a second meeting at a later date to make a decision.

Motion by Fran Levings, second by Dave Fornengo, to continue with Northview Bank as our depository.  Carried.

Motion by Fran Levings, second by John Fornengo, to continue using the Pine County Courier for our Legal Notice publications.  Carrried.

Motion by Fran Levings, second by Don Mishler, to hold our next Annual Meeting on the 2nd Tuesday in 2015.  Carried.

Meeting adjourned at 9:45pm.
