MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING- APRIL 12, 2017

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisor Jason Fornengo, Treasurer Mandy Fornengo, Clerk Fran Levings and Beverly Carlin. Absent was Dave Baker, Supervisor.

Motion by Jason Fornengo, second by Dave Fornengo, to approve the Agenda. Carried.

Motion by Jason Fornengo second by Dave Fornengo, to approve the Minutes of the March 14, 2017, meeting. Carried.

Motion by Jason Fornengo, second by Dave Fornengo, to approve the Minutes of the Board of Re-Organization meeting on March 27, 2017. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report (attached to file copy of these Minutes). (Balances are:

GENERAL FUND- ($749.57)

ROAD & BRIDGE FUND- $82,132.75

CEMETERY/LANDSCAPING FUND- $3,404.68

FIRE PROTECTION FUND- $20,291.01

FIRE HALL FUND- $125.45

DRIVEWAYS FUND- $5,548.97

SAVINGS ACCOUNT- $1,161.34

CDs- $46,479.42

TOTAL FUNDS- $158,394.05

LeCarried. Motion by Jason Fornengo, second by Dave Fornengo, to transfer $7,000 from the Road & Bridge Fund to the General Fund. Carried. Clerk reminded the Board that the suggestion was made by a voter at the Annual Meeting to consider purchasing a CD. Treasurer was asked to inquire about rates at Northview Bank. Consensus was that this CD, when purchased, would be used for a large equipment purchase when needed.

Clerk Fran Levings presented the Claims List & the Net Payroll List (attached to file copy of these Minutes). Motion by Dave Fornengo, second by Jason Fornengo, to pay these bills. Carried.

CLERK’S REPORT-

Dates to Remember- June 14- Pine County Board & Townships Meeting- 6 pm.

June 29- Summer Short Course- Carlton

ZONING REPORT-

  • Letter from Robin Poppe- Pine Water & Soil District
  • Noxious Weed Handout (attached)
  • Letters sent to 3 landowners reported to be in non-compliance.
  • Septic Administrator Dave Fornengo reported that William Harris was granted a Septic Permit.

OLD BUSINESS-

NPAHD Report-

  • The Executive Committee is working on the design of the plaques to be installed.
  • A speaker at the last meeting reported on a new state-of-the art imaging machine that will be used in the new hospital.
  • The Grand Opening for the new hospital will be May 9 (4-6 pm).

NEW BUSINESS-

  • The date for the Annual Road Review will be April 30.
  • A handout on culvert prices from Land & Cabins Company was examined.
  • Letter from East Central Energy regarding roadside spraying was read.
  • Jason Fornengo and Dave Fornengo will get quotes for replacing the siding on the town hall this summer.
  • A lawn mower Operator will be hired at the May meeting.
  • Motion by Jason Fornengo, second by Dave Fornengo, to approve the updated Mileage Reimbursement Policy. Carried. All policies will be filed at the town hall.
  • Dave Fornengo reported on the Pine County Officers meeting- (1) The NLX rail project is still on-going (2) DNR reported that the wolf population is up (3) County Board is still encouraging residents to recycle. (3) Chronic Wasting Disease in the deer population is still a huge problem. (4) Townships will get a dividend refund again this July from Workers Compensation. (5) Arrowhead Transit (a program started by the County) gave 106,000 rides in 2016. (6) The Sheriff’s Department recovered over $100,000 in stolen property in 2016. ((7) The proposed cuts to the federal budget would mean a hardship for townships-changes to Medicare & Medicaid, less $$ for local fire halls, etc. (8) Dave Baker and Glen Williamson were both re-elected to the board of the Pine County Officer’s Association.
  • Fran Levings reported on the MAT Short Course training session- (1) Some proposed legislation at the state level- (a) Supervisors could not attend the same church. (b)Allow people to carry firearms in public places without a permit (c) Change to Primary Election date to the 1st Tuesday after the 3rd Monday in June and (d) Town Aid would go to Transportation, not where the town board decided it would go. MAT opposes all of these pieces. (2) The importance of keeping all Policies on file.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Dave Fornengo explained the Wilma Township Broadband Grant.
  • Letter regarding a study of the elk population. Consensus was this is an individual issue, not a township issue.
  • Dave Fornengo presented a letter from Knudson Tree Experts with a bid schedule for doing this for the township. (Filed in township correspondence).
  • Motion by Jason Fornengo, second by Dave Fornengo, to have all board members pay to have their driveways plowed from now on. Carried.
  • Motion by Jason Fornengo, second by Dave Fornengo, to hire Roberts Excavating do repair work on the township parking lot. Carried.
  • Jason Fornengo and Ray Sandstrom made the bridge repairs as recommended on the Bridge Report from Pine County. They will not charge for this work.
