MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING- OCT. 12, 2016

Meeting called to order at 7:39 by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings, and Don Eddy. Absent was Supervisor Jason Fornengo.

Motion by Dave Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of Sept. 14, 2016. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report (attached to file copy of these minutes).

FUND BALANCES:

Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report. Carried.

Clerk Fran Levings presented the Claims List & the Net Payroll List for approval (attached to file copy of these minutes). Motion by Dave Fornengo, second by Dave Baker, to pay these bills. Carried.

CLERK’S REPORT:

  • Pine County Township Officers Meeting- Oct. 22-9am- Hinckley VFW
  • Distributed copy of Tri Township Disposal District Financial Report
  • Contractor notified that we need a Certificate of Insurance.
  • New Dosey Township exhibit is ready for viewing at the Pine County Historical Society Museum.
  • Thank you card sent to Carole & Ron Hessler for the Little Library.
  • Clerk took all discarded electronics to the Hinckley Transfer Station. Pine County paid $5 & the clerk paid $5.
  • Leaky sink and stove not working.

ZONING REPORT:

  • Septic System Upgrade Low-Interest Loans available.
  • Solar Summit Meeting- Nov. 9- 10am-Noon- Hinckley Community Room

OLD BUSINESS:

  • NPAHD Report-
  1. The District Board decided to have a bistro for food.
  2. Considering hiring a lobbyist to seek funds from the legislature to assist with a possible demolition of the existing hospital.
  3. The district can sell the bed licenses for $16,000 & up.
  4. Levings took a tour of the hospital being constructed and was very impressed.
  5. Plans are underway for a Wall of Recognition. Levings distributed a list of all District members since 1989.
  • ROADS-
  1. Chair Fornengo reported from a Kingsdale property owner concerned about beavers.
  2. Chair Fornengo & Supervisor reported on a call from a Matt Lourey Trail N. property owner concerned about the condition of the road.
  3. Supervisor reported that he had told Todd Elliott Contractor’s employee that the township expected all work on Creek View Lane to be completed this fall.

NEW BUSINESS:

LEGAL SEMINAR REPORT- Seminar was set up mostly for very large townships & cities. Talked about how to deal with bids over $100.000. Some points pertaining to smaller townships:

(1) Trees should be cleared where a town road intersects with a county road.

(2) Lesson on “Road Alignment”- (Not the same as “Establishing a Road). It is for the new Right of Way for an established road. It occurs when a township is modifying the right of way of a road. The process is similar to Establishing a Road- 8 resident/owners within a 3 mile radius sign a petition, etc.

(3) If we ever sell the grader, we must do competitive bidding. However, the competitive bidding law does not apply if buying from another township. Purchases between $25,000 & $100,000 may have sealed bids ,but they are not required.

(4) Labor hiring contracts under $25,000 may have quotes or the open market- (just hire someone).

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Resident Don Eddy requested one load of unwashed gravel to be dumped on White Tail Lane- He only needs 2 buckets & the town could have the rest. Motion by Dave Fornengo, second by Dave Baker, to order this load for White Tail Lane. Carried. Chair Fornengo will place the order with Hopkins Sand & Gravel.
  • Mr. Eddy also expressed concern with debris on neighboring property. Chair Fornengo said the township does not have a blight in its Land Use Ordinance and Pine County is in the process of writing an ordinance that will deal with blight.
