MINUTES – NEW DOSEY TOWN BOARD REGUALAR MEETING – NOVEMBER 9TH, 2022

Meeting called to order at 7:30pm by Chair Dave Fornengo.  Also present were the following: Supervisor’s Dave Baker & Anthony Fornengo, Clerk Tamara Miritello, Treasurer Wayne Hessler and Deputy Clerk & NPAHD Representative Fran Levings.

PUBLIC IMPUT:

Motion by Dave Baker, second by Anthony Fornengo, to approve the agenda. (Carried 3-0)

Motion by Dave Fornengo, second by John Fornengo, to approve the minutes from October 12th, 2022 meeting. (Carried 3-0)

Treasurer’s Report and Cash Balance Statement – tabled (Carried 3-0)

                                Books are still being worked on by MAT (Minnesota Association of Townships) trainer – due to ARPA deadlines and staffing, are reasons for delays.

Clerk Tamara Miritello prepared and presented the Claims and Payroll list for approval.

CLERK’S REPORT

  1. MAT trainer is still working on our books – 2021 needs a full audit with MAT trainer.  
  2. Townhall reserved for Thanksgiving 2022
  3. Local Board of Appeal and Equalization meeting April 20th, 2023 – 3pm @Pine County Govt center in Sandstone
  4. Northview Savings account – signatures on keeping the savings account open and mobile deposit now available.

OLD BUISNESS

  1. Road Work
    1. Trapping beaver on Kingsdale Road
    1. Roads are in good shape for winter season. Everyone has expressed on how happy the roads have been. Next year we will look at Loggers Lane, possible extension. Looking also at adding more class 5. Munger Trail will also be looked at with the next Road review. Supervisors will be looking at minimum maintenance roads to see if restrictions can be lifted.

NEW BUSINESS

  1. NPAHD ReportFran Levings
    1. The 2022 Health Care Leadership Awards presented by the Hospital District will go to Dave Fornengo, for his many years of service as the Facilities Director for Essentia Hospital and to Dawn Sandberg for teaching the EMT class that we sponsored at Pine Technical College. They will be honored at a ceremony at the November 22nd meeting of the board.
    1. Zora Rodovich, Director of Rural Health Programs for the MN Department of Health was the guest speaker at the October meeting of the Hospital District.
    1. The Hospital District approved a grant application for $13,000 from Essentia Hospital to purchase Monitoring and Life-Saving equipment for the emergency room.
    1. Fran Levings spoke at both Pine County board meeting and the Pine County Township Officers meeting in October to explain why Hospital Districts were formed by the Legislature in 1986 and what programs local hospitals districts has been committed to in the past few years.
    1. The Governance committee is working on a Crisis Management Plan for the district.
  2. ELECTIONS ReportFran Levings
    1. Dave Baker, Supervisor term of 3 years and Wayne Hessler, Treasurer term of 2 years expires in March, 2023.  Filing for office will open in January.
    1. Full report of New Dosey midterm election results will be reported next month.
