MINUTES – NEW DOSEY TOWN BOARD REGULAR MEETING – August 11th, 2026

Meeting called to order at approximately 5:30 PM by Chair David Fornengo. Present were Chair David Fornengo, Supervisor Jason Canesi, and Clerk Kathleen Krejci. Also in attendance from the public were Don Eddy, John Nelson, Bob Dufour, Bev Carlin, and Curt Nomeland.

PUBLIC INPUT

John Nelson asked for a follow-up regarding the uninhabitable structure(s) on nearby properties. David Fornengo reports that he hasn’t heard any response yet since filing the complaint. David will follow-up on this and urged John to do the same. The board was notified about beavers damming up the culvert by the S-curve. This will be addressed.

TREASURER’S REPORT

  • We received $8,211 from the State of Minnesota and also received the final MAT reimbursement for the depreciation of the town hall for $14,164.10.
  • Checking account balance reported at $53,552.75 and savings account balance at $1,186.76. Motion by Jason Canesi, second by Dave Fornengo to approve the treasurer’s report (Carried).

CLAIMS & PAYROLL

  • Clerk Kathleen Krejci prepared the Claims and Payroll list for approval
  • Motion by Jason Canesi, second by Dave Fornengo to pay Claims and Payroll (Carried)

CLERK’S REPORT

  • Mileage IRS Rate has increased from $0.725 to $0.76 per mile starting on July 1st. The mileage/reimbursement time sheets have been updated to reflect this.
  • The 2027 Levy is due on September 30thKathleen reviewed the completed levy certification form with the board for accuracy before mailing it in. Total: $73,000 with $17,520 (24%) in general fund, $43,800 (60%) in road & bridge, $10,220 (14%) in fire, and $1,460 (2%) in cemetery.
  • Shared Snow Plowing of Hay Creek South with Arna TownshipPlowing rate increase to $185 was challenged by Arna township as this rate increase was not discussed with them, so we adjusted our claim to previous $120 per plow for a total of $840 owed for the past 3 winters of plowing. A revised invoice was mailed to Arna Township last week. We will work together on a fair plowing plan for the upcoming season.
  • Our township website needs to be changed to a .gov address, so Glen has been contacted to move our website over to be compliant
  • Employee file update – Kathleen has been working on going through our employee files to make sure everything is up to date. Missing paperwork has been requested. A MN New Hire Account has been opened. A new safe to securely store employee files needs to be purchased to replace the one lost in the flood. The board discussed that $500 was allotted for this. Kathleen will find one on Amazon.
  • An existing Township Emergency Preparedness Plan was found in the township files. It was set up so that the township was divided into sections of 10 residences with 1 of them designated as a “champion” who the main contact in the case of an emergency. Don Eddy mentioned that he has a contact list from the seniors group that he can share. Discussed updating this so that the township has a plan if/when another emergency occurs. Will take community involvement to make this work.
  • Documents including the history of the Red Clover Land Company given to us from Mike Johnson at the Township Summer Party. Documents presented to the board.
  • Upcoming Events:
    • MAT Legislative and Research Committee on September 15th in St. Michael
    • Lakes & Pines Annual Community Picnic on September 19th in Hinckley
    • State General Election on November 3rd. New Dosey Township is a mail-in ballot jurisdiction. Office that will be on the ballot for our jurisdiction is the North Pine Association Hospital District – District at Large Seat.
    • MAT Annual Conference on December 10th-12th at Grand View Lodge

 

OLD BUSINESS

  • The Township Summer Party on August 8th was a great success! We estimate that there were at least 100 in attendance and the food was great. Thank you to everyone for contributing to the potluck! Many requested that we make the summer party an annual thing, and even consider a Christmas party. Both will be considered and likely pursued. The public thanked the board for going around distributing the fliers well ahead of time so that everyone was notified.

  • Grader maintenance – Still holding off on repairs, but need to get this done soon.
  • Plow truck maintenance – Needs to be serviced before winter sometime. Will need to be taken down to Webster and will coordinate this soon.

NEW BUSINESS

  • Road work – Dave received a phone call from Brian Miller up on Kingsdale road regarding their shared driveway on a neighboring parcel. They will be creating a new private driveway on their own parcel, so Dave let them know that the township will provide gravel and a culvert. Motion by Jason Canesi, second by Dave Fornengo to approve this (Carried).
  • Garbage Board – Dave missed the last meeting due to a conflict. The annual meeting will be in September and hope to attend that one.
  • Hospital Board – Don Eddy attended the last meeting and has reports that Hinckley is losing money due to collecting money for services, but Sandstone is hanging in there. Don is looking into getting a $2,000 grant from Essential to do a wellness month for the Township.
