MINUTES – NEW DOSEY TOWN BOARD REGULAR MEETING – May 12th, 2026

Meeting called to order at approximately 5:30 PM by Chair David Fornengo. Present were Chair David Fornengo, Supervisor Jason Canesi, Treasurer Wayne Hessler, and Clerk Kathleen Krejci. Supervisor Jason Fornengo called into the meeting. Also in attendance from the public were Don Eddy and Bev Carlin.

AGENDA AND MINUTES

  • Motion by Jason Canesi, second by David Fornengo to approve the May 12th, 2026 agenda. (Carried)

TREASURER’S REPORT

  • Checking account balance reported at $20,571.41 in checking and $1,186.61
  • Motion by Jason Fornengo, second by Jason Canesi to approve the Treasurer’s Report. (Carried)

CLAIMS & PAYROLL

  • Clerk Kathleen Krejci prepared the Claims and Payroll list for approval

CLERK’S REPORT

  • Shared Road Snow PlowingPer CTAS records, no billing has been sent to Arna township since 2021 for New Dosey Township plowing their section of Hay Creek Road. Kathleen is still working on looking through old records to compile a claim to be sent. Expect this will be done within the week.
  • 2026 SLFRF Report completed before deadline.
  • 2026 MN Association of Townships Officer List submitted before deadline.
  • State General Election on November 3rd – Notice of Filing has been posted on the outdoor announcement board. New Dosey Township is a mail-in ballot jurisdiction. Office that will be on the ballot for our jurisdiction is the North Pine Association Hospital District – District at Large Seat. Kathleen will attend the Clerk election training June 23rd or 24th.
  • Adjustment of account funds to cover town hall repairs after flood – Concern regarding insufficient funds in the general fund to cover construction expenses outside of insurance reimbursement. Board discussed option to transfer from Road and Bridge to General fund (excluding the $12,897 from gas tax), but no transfer has been done yet. Upcoming property tax settlement in June may relieve some cash flow concerns.
  • Payroll Claim Sheets have been updated with wage changes per the 2026 Reorganization Meeting. Copies emailed out. If you still need an updated copy, please email katienewdosey@outlook.com.
  • Spring Short Courses – Kathleen attended last month and provided report of what she learned. One thing we need to implement is a Records Retention Schedule and Resolution. The Records Retention and Filing System for Townships from the Minnesota Historical Society was presented to the board along with RR2000 from the MAT website, which was read aloud and signed by David Fornengo, Chair. Carried 3-0. Kathleen plans to implement this as soon as the Township files are back in the town hall.

OLD BUSINESS

  • Grader maintenance – Holding off on further maintenance until town hall expenses are complete. Expect $2,000 to fix a few things. Discussion held regarding need for an air compressor to refill the tires. Will consider this later if funds are available. Still working on the shoe part replacement.
  • Town Hall Renovation Update – Construction is nearly complete. The kitchen cabinets have been installed and expect the countertops to be installed next week. The plumber will be out soon to hook everything up. The Service Master invoice is still pending per MATIT instruction on how to handle reimbursement. There was a significant increase in our electric bill (~$850) due to running the fans and heat during the remediation process and construction. Kathleen asked MATIT if reimbursement was possible, but this request was denied. The following were discussed for next steps for the town hall:
    • Appliances – David Fornengo requested quotes for kitchen appliances and Carey’s Comm was the only one who responded. Frigidaire electric 5-burner stove, 30” wide 18 cubic foot refrigerator with top freezer, and 1.4 cubic foot microwave quoted at $1,854 (delivered). Jason Canesi inquired of the price of a 36” fridge that would fit the 37” cabinet space properly. David will ask Dane at Carey’s about this. Will need to ensure that the town hall is fully operational before summer town hall reservations by the public come around. Will also need toilets once the water filtration system is installed. Motion made by David Fornengo to set the appliance budget at $2,500, second by Jason Canesi (Carried 3-0).
    • Water filtration system – The town hall water is not safe to drink per the water test. Liability issues discussed. Quotes from 3 different companies presented and Jackson Plumbing for $4,900 was selected after much discussion (Carried 3-0).
    • Bookshelf for township records – Bookshelves were lost in the flood. Jason Canesi has leftover Hickory materials and can build one.

  • ROAD WORK – Kingsdale Road culvert has been repaired by Roberts Excavating. Jason Canesi has inspected the work and it looks good. David Fornengo contacted Arna Township regarding the trees and brush obstructing Hay Creek Road and they are interested in a coordinated effort. Will look into implementing this later this summer.

NEW BUSINESS

  • Annual Road Review – The board plans to conduct this within the next few weeks (weather permitting).
  • Public Inquiries – David Fornengo received an inquiry from property owner Joe Anderson on Kingsdale Rd. Plans to get it surveyed to put a driveway in. David let him know that the Township will provide a culvert and dirt for the driveway. David received a second inquiry from another property owner on State Line Road who wants to build a small cabin and referred him to Pine County Zoning.
  • Garbage Board – No meeting, no updates.
  • Hospital Board – No updates. Still looking for a new hospital board representative. Don Eddy expressed interest and plans to attend the next meeting.
