MINUTES- NEW DOSEY TOWNSHIP BOARD OF REVIEW & EQUALIZATION  MEETING- APRIL 8, 2013

 Meeting called to order at 1pm by Vice-chair Dave Baker.  Also present were Pine County Assessor Kelly Schroeder, Township Assessor Robert Brewster, Supervisor Ken Coveau, Clerk Fran Levings, Jerry Hanson and Mike Hanson.

Ms. Schroeder explained that the purpose of the meeting is to discuss 2014 assessed values for property and structures.  She said that values in the township have decreased @5%.

(1) Jerry Hanson expressed concerns about his home in the Townsite of Kingsdale- R20.5006.000.  He said he had bought his property back after the redemption period for $66,000.00.  He further said that his 2 decks have no railings and the sheeting on the foundation is in poor condition.  Mr. Brewster said that the re-buy prices are not in sync with evaluations.  Ms. Schroeder said that she raised the valuation by 5% county-wide on houses rated “above average” and lowered the valuation by 5% on houses rated “below average”.  Mr. Hanson’s house was rated “above average”.  She also explained the “neighborhood factor”-    valuation in the remote areas of PineCounty is reduced by 25%.  Because values in the township have decreased by 5%, Ms. Schroeder had lowered the value of Mr. Hanson’s house from $141,300 to $138,400.  Assessor’s recommendation is to reduce the value of the shed by ½ which would put it at $2900.00 for the next cycle.

Mr. Hanson also owns a cabin in the forest out of Kingsdale.  He expressed ho concerns about this valuation.

(2)    Ms. Schroeder reported on a phone conversation with property owner Robert Muehlhausen- R20.0163.000.  The property had been evaluated with “good access” when in reality the access is a walking trail.  Ms. Schroeder recommended giving part of the property a “fair” access rating and the other part a “no” access rating. This would reduce to valuation from $108,000 to $88,500.00.

Motion by Ken Coveau, second by Dave Baker, to accept the recommendations of the assessors related to Mr. Hanson’s cabin in the Townsite of Kingsdale.  Carried.

Motion by Ken Coveau, second by Dave Baker, to take no action on Mr. Hanson’s property in the forest of Kingsdale.  Carried.

Motion by Dave Baker, second by Ken Coveau, to accept the recommendation by the assessors to lower the valuation of Mr. Muehlhausen from $108,00 to $88,500.  Carried.

Meeting adjourned at 1:45 pm.
