Meeting called to order at approximately 5:32 PM by Chair David Fornengo. Present were Chair David Fornengo, Supervisor Jason Canesi, Supervisor Jason Fornengo, Treasurer Wayne Hessler, and Clerk Kathleen Krejci. Also in attendance from the public were Don Eddy, Bev Carlin, John Nelson, Bob Dufour, Peter Obermesik, Jessie Obermesik, Isaac Obermesik, Levi Obermesik, and Ada Obermesik.

PUBLIC INPUT
John Nelson presented a question regarding zoning and the elimination of the planning commissioner/zoning administrator on the New Dosey staff list. The board explained that those responsibilities moved to Pine County years ago, which has saved a significant amount of tax-payer money to the Township. John Nelson also asked why the meeting minutes are posted a month behind on the website. The board explained that the minutes are not legally approved by the board until the following month, so we only post once they are approved to avoid liability on the township. John commended Jason Fornengo and David Fornengo on their snow plowing job this past winter.
Bob Dufour expressed concern over excessive trailers on nearby properties. He received a letter from Pine City stating he would be fined if he didn’t remove his own trailers since they are uninhabitable, which he did. However, other properties have not received similar notifications. David Fornengo and Bob in agreement that they’ll both reach out to Pine County to address the inconsistencies. There was also discussion of residents collecting gravel from the Township roads for their own personal use, which will be investigated.
Peter Obermesik thanked the board for their help setting them up with the local trash service. Peter expressed concern about flooding over their driveway in the spring and if better drainage could be looked into. The board will evaluate and make a plan for improvements.

CLERK’S REPORT
- Shared Snow Plowing of Hay Creek South with Arna Township – Kathleen retrieved previous snow plowing records to compile a claim to cover our shared snow plowing from 2022-2026. The claim has been mailed to their Clerk.
- Annual Population and household estimates for 2025 received from the State Demographer and are reported at a population estimate of 85 and a household estimate of 35. The board in agreement that this is likely correct, but at the same time, no list of names is provided on the report to confirm, so it’s hard to really know.
- Discussion surrounding timing of CTAS transfer to General Fund to cover town hall renovation costs as this fund is currently in a deficit. In agreement that carrying a negative balance in CTAS is okay for now and we should wait until all construction is complete, then we will decide on an appropriate amount to transfer.
- Our town hall Starlink monthly fee has decreased from $65/mo to $55/mo due to Priority Service changes
- Upcoming Events:
- State General Election on November 3rd – New Dosey Township is a mail-in ballot jurisdiction. Office that will be on the ballot for our jurisdiction is the North Pine Association Hospital District – District at Large Seat. Kathleen will publish a notice of filing to the newspaper by June 19th and attend the Clerk election training June 23rd or 24th. Election judges have been notified of in-person trainings on July 20ths, July 29th, and August 5th. Online training is also available.
- CTAS training on Tuesday, July 23rd from 8:30-12:00 or 1-4:30 in St. Michael for $40
- August District Meeting on Thursday, August 6th at Anoka Ramsey Community College
- MAT partnership with Amazon Business Prime has ended, but will continue to run for another year. Will need to decide if we want to continue it on our own after that.
- The public has expressed that they would like to have an annual Township Summer Party start back up now that the town hall renovation is complete. Bev expressed that “no one knows each other anymore” and that feeling is shared by many. The hope is that we can get the community together to get to know their neighbors and potentially set up an Emergency Plan to help each other out in emergencies. The Township used to have a shared list of addresses and contact information, but it’s been many years since it’s been updated and this became a challenge during the winter storm of ‘22 because no one knew if there were residents blocked off back on a remote road or not.
OLD BUSINESS
- Town Hall Renovation Update – We have 4 invoices yet to pay: ServiceMaster, the second half to Klocke Construction, the water filtration system, and the kitchen appliances. Thankfully, MATIT was able to reduce the ServiceMaster invoice to $3,913.98 and it will be covered by MATIT (the reimbursement check is already in the mail). Once construction is complete, Kathleen will send in a copy of the paid invoices to receive a final reimbursement check. Construction is nearly complete. All that’s left is the delivery and installation of the kitchen appliances and the water filtration system. Need to set a date to move all of the items back into the town hall.
- ROAD WORK – The board got together last weekend for road review with the following report. The priority will be finishing up Kingsdale Rd from last year and depending on how finances end up after the town hall is complete, will see what else can be done. Next year’s priority will be McDermott Creek Road.

NEW BUSINESS
- Garbage Board – No meeting, no updates.
- Hospital Board – Don Eddy attended the last meeting and is interested in taking on the position. There was discussion about a community paramedic program that he would like to help develop due to his previous experience as a paramedic. David Fornengo made a motion to appoint Don Eddy as the NPAHD Representative to fill the vacancy, Jason Canesi seconded (Carried 3-0).
