MINUTES – NEW DOSEY TOWN BOARD REGULAR MEETING – OCTOBER 14th, 2025

Meeting called to order at 5:35 PM by Chair Dave Fornengo.  Present were the following: Supervisor Jason Canesi, Supervisor Anthony Fornengo, Treasurer Wayne Hessler, Clerk Kathleen Krejci, along with Don Eddy from the public.

AGENDA AND MINUTES

  • Motion by Anthony Fornengo, second by Jason Canesi to approve the October 14th, 2025 agenda. (Carried 3-0)
  • Motion by Jason Canesi, second by Anthony Fornengo to approve the minutes from September 9th, 2025 Town Board meeting. (Carried 3-0).

TREASURER’S REPORT

  • Balance at Northview Bank is $36,639.82 in checking account.
  • CTAS transfer has been completed and laptops are up to date!
  • Driveway snow removal 2025-2026 for residents ($120 per driveway) – Checks coming in for this. Residents to mail a check (payable to New Dosey Township) to Wayne Hessler at 78888 Highland Drive Sandstone, MN 55072. Payments due by November 15th, 2025. Note, gated driveways will not be plowed! Information on the New Dosey Township Private Plowing Policy can be found online at www.newdoseytownship.com/ordinances/private-plowing/.
  • Motion by Jason Canesi, second by Anthony Fornengo to approve the Treasurer’s Report. (Carried 3-0).

CLERK’S REPORT

  • Meeting of the Pine County Officer’s Association is on Saturday, October 25th at the Hinckley Community Center at 9am. Board unable to attend.
  • Mileage of New Dosey Township Roads for 2025 needs to be verified to Pine County – Total is 27.48 miles
  • Opt-in for Propane Pre-Buy through Federated Coop for Town Hall – Completed
  • NEW UEI number at SAM.gov to receive future grants – Kathleen working to complete this. Able to obtain a Certificate of Incorporation.
  • Quarterly taxes, paid leave, and unemployment due this month – Completed
  • Need a 2026 Calendar for the Town Hall – NAPA usually mails us one, otherwise, Don Eddy to bring one from the VA.

OLD BUSINESS:

  • Road Work
    • Culvert replacements are still in progress
    • Clogged culverts are mitigated for now, not completely cleaned out, but water is flowing through. Need a heavy rain to clean them out fully.
    • Dead End sign on Little Ox still needs to be installed
  • Town Hall Maintenance
    • Outdoor bulletin board for announcements has been purchased, needs to be installed
    • Roof repair – Dave contacted Sandstrom Roofing and they will stop by to assess the roof
    • Water test – Kathleen still needs to look into this
  • DNR Bridge Construction x 2 on Matthew Lourey State Trail – No updates.
  • Future upgrades to consider for Town Hall in the spring if funds are available:
    • Add cement and heat to grader shed vs build a new one
    • Convert outdoor pavilion into a building for the plow truck
    • Water is unsafe to drink – Katie to look into water test for well

NEW BUSINESS:

  • Garbage Board – Obtained Cash Control Statement for the year. They are saving for a new truck.
  • Hospital Board – No updates

MINUTES – NEW DOSEY TOWN BOARD REGULAR MEETING – SEPTEMBER 9th, 2025

Meeting called to order at 5:37 PM by Chair Dave Fornengo.  Present were the following: Supervisor Jason Canesi, Supervisor Anthony Fornengo, Treasurer Wayne Hessler, and Clerk Kathleen Krejci. No public present.

TREASURER’S REPORT

  • Balance at Northview Bank is $97,870.38 in checking account.
  • Wayne has been able to get his CTAS account setup. Will meet with Kathleen this month to update his CTAS program.
  • Motion by Anthony Fornengo, second by Jason, to approve the Treasurer’s Report (Carried 3-0).

CLAIMS & PAYROLL

  • Clerk Kathleen prepared the Claims and Payroll list for approval
  • Motion by Jason Canesi, second by Anthony Fornengo to pay Claims and Payroll (Carried 3-0)
  • Fire Protection through Duxbury Volunteer Fire Department: Yearly renewal has increased in price from $4,500 to $7,500. Jason called the Fire Chief to inquire about the price change, however, calls were not answered. Board decided to pay the fee for this year and will continue conversations around this.

CLERK’S REPORT

  • NEW UEI number at SAM.gov to receive future grants – Kathleen to work on obtaining this.
  • 2026 Levy Certification submitted
  • Marty’s Pest Control service needs renewed for 2026 – Board agreed to continue service.
  • Updates from MAT September Newsletter
    • Funding available for the Local Road Improvement Program – Only available for county highways, not township roads.

OLD BUSINESS:

  • Road Work – Gravel is completed. Still need to replace culverts this fall.
  • Town Hall Maintenance
    • Siding needs to be scrubbed down and washed – summer staff unable to get to this this summer
    • Outdoor bulletin board for announcements has been purchased, needs to be installed
    • Roof repair – Dave unable to get ahold of the roofer yet.
  • Driveway snow removal 2025-2026 for residents ($120 per driveway) – Updated residents list during meeting. Kathleen to send out postcards this week. Residents to mail a check (payable to New Dosey Township) to Wayne Hessler at 78888 Highland Drive Sandstone, MN 55072. Payments due by November 15th, 2025. Note, gated driveways will not be plowed!   • DNR Bridge Construction x 2 on Matthew Lourey State Trail at Keene Creek North and South – Trail is still closed. Should be completed by fall.

  • Clogged culverts – Several culverts are clogged from beaver activity, on the list to be completed.
  • Garbage Board – Upcoming meeting is at 7pm September 30th. This is the annual meeting. Jason Canesi to attend.

CLERK’S REPORT

  • 2024 New Dosey Census released: Total population estimate is 85 and household estimate is 35
  • 2026 Levy Certification ready to be submitted. Motion by Dave Fornengo, second by Jason Canesi, to approve the following (Carried 3-0):
    • Total Levy amount: $73,000 (no change from 2025)
    • General Fund (24%): $17,520
    • Road & Bridge (60%): $43,800
    • Fire (11%): $8,030
    • Cemetery (5%): $3,650
  • CTAS is now balanced – plan to transfer Clerk’s CTAS records over to Treasurer’s CTAS once account has been established and program is up to date. Motion by Jason Canesi, second by Anthony Fornengo to approve this (Carried 3-0)
  • Legal Service Rate at Couri & Ruppe is increasing
    • Hourly rate increasing to $285 per hour for all general legal work
    • Hourly rate increasing to $315 per hour for all developmental work
  • Lakes and Pines Annual Community Picnic – Saturday, Sept 13th 11am-2pm
  • Township Legal Seminar – Saturday, October 11th

OLD BUSINESS: 

  • Road Work
    • Addition of gravel on Kingsdale Road has been completed over 3 miles of road. Able to get the work done for only $38,000.
    • 7 Culverts need replaced: Doyle Ln, Loggers Ln, Kingsdale Rd x 2, Rocky Blvd, Schoolhouse Rd, and Little Ox Rd. Plan to purchase 14 culverts for $10,720. Extra culverts will be saved for 2026.
      • 24” wide 32’ long culvert (x4) – 2 to be used on Kingsdale and save 2 for next year
      • 24” wide 24’ long culvert (x4) – for use on Schoolhouse Rd, Little Ox Creek, etc.
      • 15” wide 24’ long culvert (x3) – for use on Loggers Lane, etc.
      • 12” wide x 24’ long (x3) for driveways
      • Motion by Jason Canesi, second by Anthony Fornengo to approve the purchase of the above culverts (Carried 3-0)
  • Starlink for Town Hall – Set up and operational. Dave Fornengo spent 2 hours on the phone with AT&T and they will not authorize canceling our service. Router box has been unplugged.
  • DNR Bridge Construction x 2 on Matthew Lourey State Trail at Keene Creek North and South – No updates lately. Should be complete by fall.

NEW BUSINESS:

  • Road Work – Dave Fornengo and Jason Fornengo fixed the Creekview Road culverts that were affected by beaver activity.
  • Grader – Maintenance has been completed. Air conditioner repaired as well. New edges put on the wing.
  • Town Hall Maintenance
    • Siding needs scrubbed down and washed. Summer employees who are providing mowing services will complete this task.
    • Outside bulletin board is out of compliance. Needs to be fixed or replaced. Dave Fornengo to look into this.
    • Roof boot is ripped on the bathroom stack. Dave Fornengo to contact a local roofer.
  • Driveway snow removal 2025-2026 for residents ($120 per driveway) – Plan to mail out postcards again. Dave has the list from last year and will work with Wayne Hessler to finalize it. Katie Krejci to order postcards once list is compiled.
