MINUTES-REGULAR MEETING-NEW DOSEY TOWNSHIP-OCT. 10, 2012

Meeting called to order at7:30 pm.by Vice-chair Dave Baker.  Also present were Supervisor Ken Coveau and Clerk Fran Levings.  Absent were Chair Dave Fornengo and Treasurer Margaret Coveau.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Ken Coveau, second by Dave Baker, to approve the minutes of theSeptember 12, 2012, meeting.  Carried.

Clerk presented the Treasurer’s Report as prepared by Treasurer Margaret Coveau.(Attached to file copy of these minutes)  Fund balances are: General Fund-$13789.17, Road & Bridge Fund-$24363.96, Cemetery/Landscaping Fund-$120.33, Fire Protection Fund-$5279.50, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account-$44921.75 and CDs-$42950.14.  Motion by Ken Coveau, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval. (Attached to file copy of these minutes) Motion by Dave Baker, second by Ken Coveau, to pay these bills. Carried.

CLERK’S REPORT:

  1. Presented a request by a property owner to consider passing an animal control ordinance.  Consensus was the not do so and to encourage residents to work this out among themselves.
  2. Announced a Pine County Township Ass’n meeting inHinckleyon Oct. 27.
  3. Announced that she had completed and returned a PERA survey.
  4. Consensus was to add Matt Lourey Trail N and Matt Lourey Trail S to the Road Certification list- 1 mi. each. Further consensus was to change the length of  township road authority onCreekview Lanefrom .5 mi. to 2 miles.

OLD BUSINESS:

  1. Ken Coveau said he still intends to get work done on the culvert onRocky Road.  He plans to do it after the next township grading.
  2. Dave Baker reported on a conversation he had with Kip Ryberg about crushing gravel.  Mr. Ryberg gave a price of $4/yd.. Motion by Ken Coveau, second by Dave Baker, to have 5000 yds crushed.  Mr. Ryberg said the township could pay ½ this year and the rest in 2013.
  3. Dave Baker will contact Todd Elliott Excavating about putting existing class 5 on top of the pit run to be put onMcDermott Creek Rd.,Kingsdale Rd.,Hay Creek Rd., andSquib Creek Rd.
  4. Discussion on the beaver control problems.
  5. Dave Baker presented a report that Chair Fornengo had prepared on the road sign replacement update.(Attached to file copy of these minutes.)
  6. Motion by Dave Baker, second by Ken Coveau, to sign the fire protection agreement with the Duxbury Volunteer Fire Department for the period from Oct. 2012-Oct. 2013 for a price of   $4500.00 Carried.

MINUTES- NEW DOSEY TOWN BOARD-REGULAR MEETING-SEPT. 12, 2012

Meeting called to order at7:30 p.m.by Chair Dave Fornengo.  Also present were Supervisors Ken Coveau and Dave Baker, Clerk Fran Levings, John Nelson, Ron Petroske, and Ed Proffit.  Absent was Treasurer Margaret Coveau.

Motion by Dave Baker, second by Ken Coveau, to approve the agenda.  Carried.

Motion  by Ken Coveau, second by Dave Baker, to approve the minutes of theAugust 8, 2012, meeting.  Carried.

Clerk Fran Levings presented the Treasurer’s Report. (Attached to File copy of these minutes)  FUND BALANCES ARE: General Fund-$14677.76, Road & Bridge Fund-$36354.37, Cemetery/Landscaping Fund-$291.76, Fire Protection Fund-$5279.50, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account-$1153.61 and CDs- $57971.60. Clerk Levings also presented a list of all receipts from June 1st.  Motion by Dave Fornengo, second by Ken Coveau, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Chair Fornengo and Clerk Levings signed the Cemetery Deed for the sale of Cemetery Lot 14 (Block 4) to Methven Funeral Home for $200.00. Witnessed by Supervisors Baker and Coveau.

Clerk reported that Supervisor Baker and Al Holter did some staking at the Cemetery.  Clerk reported that she went to the Pine County Courthouse for a new cemetery map.

  1. Motion by Ken Coveau, second by Dave Baker, that New Dosey Township enroll in the Operation Round-up program of East Central Energy. Carried.

ZONING REPORT:

  1. Land Use Permit # 93 granted to John Goodrich for a mound septic installation.

OLD BUSINESS:

  1. Al Holter, Beaver Control agent, trapped the beaver on Johnson’s Creek.
  2. Ron Petroske reported on beaver control work he has done on Oman’s Drive.
  3. Supervisor signed off on the 2012 Road Work order.  All requested road work has been completed.  Supervisors added more road work to the list. (Attached to 2012 Road Work order).  Chair Fornengo requested that Clerk Levings add to the 2013 Road Review that rocks in hills and 4-ditch roads should be examined. Ken Coveau will work on culvert problem on Rocky Road.
  4. Chair Fornengo presented the background of the Road Sign Reflectivity mandate.  Motion by Ken Coveau, second by Dave Baker, authorizing Chair Fornengo to place a road sign order with M&R Signs, Inc. Carried.

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to hire Ken Coveau, as the snowplow operator for the winter of 2012-2013.   Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD-

  1. John Nelson expressed concern that full-time residents are treated differently than weekenders when it comes to snow plowing of roads and driveways. He suggested having a map of the township in the plow truck.  Ken Coveau explained that he and Ice & Snow Removal driver Frank Rehberger were new to the job last year. Dave Fornengo explained that the township cannot lose money on the plowing of private drives.  Mr. Coveau said that he and Mr. Rehberger will scout out the plowing routes ahead of time this year.
