MINUTES- NEW DOSEY TOWN BOARD-REGULAR MEETING-MAY 9,2012 

Meeting called to order at7:30 p.m.by Chair Dave Fornengo.  Also present were Supervisors Ken Coveau and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings, Don Eddy, Todd Elliott, and Jan and Ed Proffit.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes of the Board of Review and Equalization meeting ofApril 9, 2012.  Carried.  Motion by Ken Coveau, second by Dave Baker, to approve the minutes of the regular meeting of the Board onApril 11, 2012.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s report.(Attached to file copy of these minutes)  Fund Balances are: General Fund- $1479.45, Road & Bridge Fund-$6596.50, Cemetery/Landscaping Fund-$780.88, Fire Protection Fund- $261.64, Fire Hall Fund-$125.45, Cartway Fund- $89.15, Savings Account-$1153.01 and CDs-$42,690.23.  Motion by Dave Baker, second by Ken Coveau, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Pay List for approval.  (Attached to file copy of these minutes).  Motion by Dave Fornengo, second by Ken Coveau, to pay these bills.  Carried.

CLERK’S REPORT:  1. Letter from ECE that they will be doing roadside herbicide treatment this summer.

  1. Motion by Ken Coveau, second by Dave Fornengo, to send a Thank-You letter to Al Holter for the cemetery program he has developed for our website.
  2. Presented letter from Pine County Land Department about tax-forfeited land that will be going on auction this year.

ZONING REPORT:   1. A new Pine County Floodplain ordinance will be filed.

OLD BUSINESS:      1. Chair Fornengo distributed computer-generated township road order list for 2012.  Todd Elliott and Ed Proffit were asked to submit bids for this work at the June meeting of the Board. Only one culvert is currently scheduled to be installed this year.  A discussion of a source of Class 5 gravel was held.  Motion by Dave Fornengo, second by Ken Coveau, authorizing Dave Baker to price culverts, determine how many we need to order and to spend up to $4000.00 on that order.  Carried.   Dave Baker will contact Greg Beck for an update on the Matt Lourey Trail-South.

NEW BUSINESS:    1. Consensus was to not send a resolution supporting local control to the Pine Medical Center Board at this time.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-APRIL 11, 2012

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-APRIL 11, 2012 

Meeting called to order by Vice-chair Dave Baker at7:40 p.m.  Also present were Supervisor Ken Coveau, Treasurer Margaret Coveau and Clerk Fran Levings.  Absent was Chair Dave Fornengo.

Motion by Ken Coveau, second by Dave Baker to approve the minutes of the March 21st Board of Re-Organization Meeting and the March 21st regular meeting of the Board.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report (Copy attached  to file copy of these minutes).  Fund Balances are: General Fund-$2595.61- Road & Bridge Fund-$6973.49-Cemetery/Landscaping Fund- 780.88-Fire Protection Fund-$261.64-Fire Hall Fund-$125.45-Cartway Fund-$89.15, Savings Account-$1153.01 and CDs-$42430.80.

Motion by Ken Coveau, second by Dave Baker to accept the Treasurer’s Report.  Carried.  Ms. Coveau also reported on the Short Course sponsored by the Minnesota Association or Townships.  Sales taxes no longer have to be paid by townships and our township is in good shape as far as accountability in concerned.  We are doing everything correctly in our recordkeeping.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval (Attached to file copy of these minutes). Motion by Ken Coveau, second by Dave Baker to pay these bills.

CLERK’S REPORT:  1. Thank you notes were received from Family Pathways Senior Services and the Seven County Senior Federation for the Contracts for Services.

  1. She asked all Board members to read the article by Secretary of State Mark Ritchie in the MAT newsletter regarding the Voter ID amendment.  It will be expensive and more work for townships if approved.
  2. Supervisor Dave Baker will need to take the training for the Board of Review in 2013 and Supervisor Dave Fornengo will need to take it in 2014, 

ZONING REPORT:

  1. 1.      Land Use permit # 88 issued to Pete Cline for a storage shed.
  2. 2.      Letter sent to a property owner asking him to remove a mobile home from his property in keeping with the Land Ordinance provision against more than one principal dwelling on 20 acres. 

OLD BUSINESS:     1.  Since the Chair is absent, the other 2 supervisors will set a date for the annual road review with him by telephone.

2.Supervisors Coveau and Baker will check out the culvert on the Kingsdale Road .

NEW BUSINESS:    1. Dave Baker the Pine County Township Officer’s Meeting.  Topics discussed included the Northern X Railroad and the Sandstone Hospital.

MINUTES-NEW DOSEY TOWNSHIP-BOARD OF REVIEW AND EQUALIZATION-APRIL 9, 2012

MINUTES-NEW DOSEY TOWNSHIP-BOARD OF REVIEW AND EQUALIZATION-APRIL 9, 2012 

Meeting called to order at1 p.m.by vice-chair Dave Baker.  Also present were Supervisor Ken Coveau, Clerk Fran Levings, Township Assessor Robert Brewster and Pine County Assessor’s office representative Jennie Mansavage.

Ms. Mansavage made opening comments. She stressed that this meeting was only to deal with 2012 assessment and no other year.

  1. Letter received from Matt Cote and Brad Kress regarding a mobile home onTimber Trail Road. They think the valuation of $2400 is too high.  Mr. Brewster pointed out that while the property does not have a sewer or well, it does have a driveway and electricity.
  1. George Kujawa- Parcel # R.20.0118.001.  Property onDoyle Lane. He expressed concern about the valuation being raised due to a cabin he had constructed on the property in 2011.  Mr. Brewster explained that the valuation was not solely based on the addition, but on the entire property.  He said all valuations inPineCountyhad gone up.  He recommended changing the quality designation of the additional cabin from “average” to “below average”.  The cabin does not have a well, sewer or electricity, but it does have a driveway.  Ms. Mansavage recommended adjusting the designation of “cabin” to “medium cabin”.  Both of these recommendations would lower the valuation.

Motion by Dave Baker, second by Ken Coveau, to accept the recommendations of Mr. Brewster and Ms. Mansavage in regards to George Kujawa.

Motion by Ken Coveau, second by Dave Baker, to accept the recommendations of Mr. Brewster and Ms. Mansavage regarding the mobile home of Mr. Cote and Mr. Kress to not change the valuation.
