MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING- SEPT. 14, 2016

Meeting called to order at 7:40 pm by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings, State Representative Jason Rarick, Ed Proffit, Isaac Shultz (Aide to Rep. Rarick), Beverly Carlin and Ron Petrofske. Absent was Supervisor Jason Fornengo.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda. Carried.

Special guest State Representative Jason Rarick began his comments by introducing himself- he is an electrician and lives in Pokegama Township. He is especially proud of assisting the North Pine Area Hospital District in securing state funding for the hospital campus being constructed in Sandstone. He discussed the need for infrastructure and climate change and said he would her left to attend the Arna Township meeting.

Motion by Dave Baker, second by Dave Fornengo, to approve the Minutes of the August 10, 2016, meeting. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report (attached to file copy of these minutes). She reported that the bank statement and the CTAS statement balanced in August.

Bank Balance- $116,988.60

CDs- $46,104.10

Savings Account- $1160.48

TOTAL FUNDS $164,352.18

Motion by Dave Fornengo, second by Dave Baker, to accept the Treasurer’s Report. Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval. (Attached to file copy of these minutes). Motion by Dave Fornengo, second by Dave Baker, to pay these bills. Carried.

CLERK’S REPORT:

  • Clerk & Supervisor Baker worked on setting up a New Dosey Township display at the Pine County Historical Museum in Askov.
  • A Legal Seminar will be held in Rutledge on Sept. 17 at 9am- Free.
  • One stove does not work.
  • Has the leaky stove been fixed?

ZONING REPORT:

  • 2 Land Use Permits have been issued (1) #135 Scott Trenholm- storage building and (2) # 136 Pete Miller & Janelle Moen- cabin.

OLD BUSINESS:

  • NPAHD report by Fran Levings- (1) The VA will not be taking the existing hospital building. A realtor has been contracted. The asking price is $450,000. (2) New services to be offered in the future- Wound Care, Respiratory, Heart & Vascular, Chemotherapy, Sleep Studies, and Dialysis. (3) An art contest is being held to provide art for a 61’ wall in the new hospital. (4) Signs on the freeway & campus are being developed. (5) There will probably not be any links between the Assisted Living Facility and the hospital when the campus opens.
  • Little Ox Creek Road- Property owner Dennis Welsh has deeded over to the township his land on the road. The township has now taken road authority over this road and is having maintenance work done on it. Contractor Ed Proffit suggested new grading procedures for the summer of 2017. Kingsdale property owner Ron Petrofske reported that he has worked on the beaver culvert on the Kingsdale Road and also suggests new grading procedures on that road.
  • Dave Baker reported that there is no need to order culverts at this time.
  • Chair Fornengo has contacted the Town of Blaine in Wisconsin and roadside brushing will begin in October.

NEW BUSINESS:

      • Motion by Dave Fornengo, second by Dave Baker, to sign a Volunteer Service with Ronnie Mosser. Carried. Mr. Mosser has volunteered his services to assist with road maintenance work for the months of September and October.
      • Clerk Levings reported on the MAT District 7 meeting she attended on August 31. (1) Pine City Township sought approval for 2 resolutions they have offered for MAT to try to get legislated. One deals with group homes in their township and the second with fire contracts the township has with Pine City. (2) 80 MN townships still have not submitted the annual State Auditor’s report- 5 townships in Pine County have yet to do so. (3) Legislative wrap-up-MN will have a primary election to determine the presidential candidate, permits can be required for work on township road right-of-ways, no transportation bill was passed, and statewide broadband is still being discussed.
      • Motion by Dave Fornengo, second by Dave Baker to authorize Carole and Ron Hessler to build and construct a Little Library to be placed in front of the town hall. Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Chair Fornengo reported that Pine County Land Commissioner Greg Beck said the policy on gravel pits has changed. Pit Run gravel is free. An agreement will be sent.

MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING- AUGUST 10, 2016

Meeting called to order at 7:30pm by Chair Dave Fornengo.  Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings, MN House of Representative candidate Tom Jones, Ed Proffit, Beverly Carlin and Dave Warchol.  Absent was Supervisor Jason Fornengo.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda.  Carried.

Tom Jones, candidate for MN House of Representatives, introduced himself and fielded questions regarding broadband, mental health concerns, economic development and vocational classes in high schools.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the July 13, 2016, meeting.  Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report.  (Attached to file copy of these minutes).  Bank Statement Checking Account Balance is:       $115,761.81

Savings Account:                                                   $1160.48

CDs            :                                                                       $46,011.75

TOTAL:                                                                  $162,934.04

Treasurer  & Clerk once again expressed concern that the Bank Statement & CTAS figures do not match.  The Clerk sent all records to Lucinda Messman, MAT CTAS expert, to review again.

CLERK’S REPORT:

  • MAT District Meeting- Aug. 31- 7pm- Anoka/Ramsey Community College
  • Township Legal Seminar- Sept. 17- Rutledge Community Center

ZONING REPORT:

  • Land Use Permit # 134 granted to Davis Jeffreys- Garage.

OLD BUSINESS:

  • NPAHD Report- Township representative serves on 3 committees- Executive Board, Existing Building Task Force, and Art History Wall Committee. The district is still exploring the possibility of a VA Nursing Home in the existing hospital. . Construction on the new campus is continuing to go well.  There are lots of rocks. Hopkins Sand & Gravel will take some of them. Some stress among present nursing home employees regarding their future employment.  Dave Fornengo also serves on the Art History Wall Committee.   A call to area artists will be sent out shortly to explore the idea of them creating art for an exhibit with judges selecting the art for the wall.  There is an impasse with leasees regarding who will pay for the links connecting the assisted living facility with the hospital. Chair Ron Osladil was chosen as Minnesota Hosptial Assn Trustee of the Year.  The district shared a booth at the Fair with Essentia.  We will have a presence in both the Quarry Days and Rutabaga Days events.
  • Roads- Chair Fornengo has inquired with Town of Blaine in WI about a roadside brushing contract for this fall.
  • Roads- Culverts Dave Baker will conduct a culvert inventory to determine a culvert order.
  • Roads- Recent flooding. Consensus is that the township did not incur enough damage in the July flooding to warrant a FEMA application. If the township had incurred a lot of damage, a letter from the Pine County Sheriff announced a meeting to discuss the matter in Willow River.

NEW BUSINESS:

  • Kitchen Sink Leaks- The former housekeeper and one of the current housekeepers for the township requested a purchase of a new kitchen sink due to water leaking under it. Chair Fornengo examined the sink and reported leaking around the top and he will have it re-sealed.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Supervisor reported that Squib Creek Drive needs some ditching and he will talk to Ron Mosser about a Lease Agreement to have him do the work.
  • Frank Rehberger had notified the township that he will not be available for grading from Sept. 8-18. Ed Proffit said he would work on that section of McDermott Creek Road going past Lydia Mishler’s former home.

Meeting called to order at 7:45pm by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings and Ed Proffit. Absent was Supervisor Jason Fornengo

CLERK’S REPORT:

  • Clerk has reserved a place at the Pine County Historical Museum for the display about New Dosey township. She and Supervisor Baker will install the display.
  • Motion by Dave Baker, second by Dave Fornengo, to invite both candidates for the MN House of Representatives to attend a Board meeting. Carried. Jason Rarick will be invited for the August meeting and Tom Jones will be invited for the September meeting.

ZONING REPORT:

Interim Zoning Administrator Fran Levings distributed copies of a Household Hazardous Waste Collection Facility pamphlet. Copy available on Pine County website.

OLD BUSINESS:

  • NPAHD Report- Fran Levings reported (1) Some cutbacks due to budget restraints- no public cafeteria, kiosks instead, no covered walkway in front (2) distributed copies of the Mission Statement for NPAHD, presented Essentia Hospital’s list of services provided, their strategic plan, community needs assessment and a pamphlet on the new medical campus. (3) Work now being done on the signage for the new medical campus.
  • Roads- (1) Dave Baker reported on a request from a resident to have the roadside brushing go further out (2) Due to flooding, the road work order will be revised. Consensus of the Board to stop the 5 order for 2016 and put pit run gravel where needed. Chair Fornengo will conduct an emergency review of all town roads after the flooding and will develop a draft of a new road work order. He will also research the availability of FEMA assistance if necessary. (4) Request from a property owner about the Town taking over Little Ox Creek Road. Clerk will give the person information of the “Dedication by Owner” method of giving the road to the town.

NEW BUSINESS:

  • Motion by Dave Fornengo, second by Dave Baker, to contract with Bob Brewster for assessing services for 2016. Carried.
  • Fran Levings reported on the MAT Short Course she attended on June 30. She gave them a 10-question quiz and presented a booklet on Gravel Roads.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Supervisor Baker reported on a request from a resident to purchase a culvert from the town. His request will be included in the next township culvert order.
