MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-MARCH 19,2014

Meeting called to order at 7:30pm by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo, Clerk Fran Levings, Joe McCarthy and Jim McCarthy.  Margaret Coveau, Treasurer, was absent.

Motion by Dave Baker, second by Jason Fornengo, to approve the Agenda.  Carried.

Motion by Jason Fornengo, second by Dave Baker, to approve the minutes of the Feb. 12, 2014, regular Board meeting.  Carried.

Clerk Fran Levings presented the Treasurer’s Report.(Attached to file copy of these minutes).  Fund balances are: General Fund- $7672.13, Road & Bridge Fund- $18815.53, Cemetery/Landscaping Fund- $555.74, Fire Protection- $2927.45, Fire Hall Fund- $125.45, Cartway Fund- $89.15, Savings Account- $1157.08, Driveways Fund- ($1182.52), CDs- $44355.04.  Receipts for March were: $200 for Snow Removal on that portion of Hay Creek Road which lies in Arna Township, Interest on Checking Account-$5.83, Gas Tax Distribution from Pine County- $7317.18 and Donation from Deloris Schirmer to the Driveways Fund.  Motion by Dave Fornengo, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval.  (Attached to file copy of these minutes). Motion by Dave Fornengo, second by Jason Fornengo, to pay these bills. Carried.

CLERK’S REPORT:

1. Dates to remember-             March 29- Pine County Township Officers Meeting

Hinckley- VFW- 9am.

April 4- MAT short course in Carlton.

April 7- Board of Review       1pm.

2. Clint Coveau, Markville, is willing to be the lawn mowing employee for 2014.Consensus was to hire him at a rate of $25/hour.

3. Clerk distributed the 2013 Financial statement of the Duxbury Volunteer Fire Department.

NO ZONING REPORT

OLD BUSINESS:

  1. Access to the property of Jim McCarthy was discussed.  Clerk Fran Levings reported to the Board on what has recently transpired.  A resident has requested and was sent a copy of the Road order for the ¼ mile road going north from Rutabaga Road.  This road is close to the Wisconsin border.  The Board then received a letter for another resident stating that Mr. McCarthy had been asked to try to find another route to his property.  Since the Board is responsible for providing access to any landlocked parcel and since it appears that easement negotiations have either broken down or stalled, a motion was made by Dave Fornengo, second by Jason Fornengo, to set April 28, 2014, as the date for another Town Meeting.  The purpose of this meeting will be to once again ask the voters of New Dosey Township to authorize the Town Board to do work on this road.  This would, in effect, re-assert township authority over the road.  The Clerk will provide all necessary notification to both the voters and the landowners involved.
  2. The Plowing Private Drives Policy was also discussed.  The Clerk provided the results of the research she had done.  Reviewing the records of donations made to the Driveway program and disbursements for plowing the drives, she reported that total receipts from 2007-2012 were $17,800 and disbursements during that period were $4018 for payroll.  The Supervisors than calculated that “wear & tear” on the plow truck was @$10.045.  Motion by Dave Fornengo, second by Jason Fornengo, to transfer $7755 from the Road & Bridge Fund to the Driveways Fund.  Carried. The Clerk was asked to revise the Plowing Private Drives Policy by adding that “all gated properties must be left unlocked or the landowner will not qualify for having his/her driveway plowed.”  She will bring a draft of the revised policy to the April Board Meeting.  Clerk will also ask for local address of landowners requesting to be put on the list. Dave Fornengo said the Board should create a list of local contractors who can be called if a landowner does not want to be on the Township list.
  3. A plow truck replacement plan was also discussed.  A motion was made and approved at the Annual Meeting to sell the truck and purchase a pick-up truck.  Dave Fornengo will research all aspects- value of the truck, cost of a V-Plow, etc.

NEW BUSINESS:

  1. The township received a list of tax-forfeited land sales.  43 acres by the old dump site was listed.  Dave Fornengo suggested that the Township consider purchasing this property for a part- a walk-in nature area that would have a campsite.   The second parcel listed was in the town site.  Dave Fornengo will contact County Land Director Greg Beck to inquire about the 60-day deadline for a response.  The township may want to explore uses of this parcel also. Both issues would need to be put before the Planning Commission.
  2. Chair Fornengo reported on a letter from the North Pine Area Hospital District explaining the advantages of joining them.

MINUTES-REGULARTOWN BOARD MEETING- FEBRUARY 12, 2014

            The Board of Audit met at 7:15 pm. to audit the financial records of the Clerk and Treasurer for 2013.  Audit Board members Dave Fornengo and Dave Baker agreed that the financial records for 2013 were in order and accurate.

Meeting of the regular meeting of the Board was called to order at 7:38pm by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Clerk Fran Levings, Treasurer Margaret Coveau and Jan Streiff.  Absent was Supervisor Ken Coveau.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the January 8, 2014, Board meeting.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.(Attached to file copy of these minutes). FUND BALANCES  are:  General Fund- $11,205.40, Road & Bridge Fund- $19,351.83, Cemetery/Landscaping Fund- $555.74, Fire Protection Fund- $2,927.45, Fire Hall Fund- $125.45, Cartway Fund- $89.15, Savings Account- $1,157.08, Driveways Fund-$600.00 and CDs- $44,182.44. Motion by Dave Fornengo, second by Dave Baker to accept the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. The Board of Review for our township will be held on April 7, 1pm at the Town Hall.
  2. A bill was sent to ArnaTownship for Ice & Snow Removal done on that portion of Hay Creek Road which lies in ArnaTownship.

OLD BUSINESS:

  1. Chair Fornengo reported that he has contacted TNT Logging Company about roadside brushing on Doyle Road and has not gotten a response yet.
  2. Discussion of plowing private drives- Kingsdale property owner requested plowing be done in a certain way. The Board Chair and the Snow Plow Driver examined the road in question and decided the snow bank would be pushed towards the cabin and that would be problematic. The entire policy regarding plowing private drives was discussed by both supervisors and it was decided that a vigorous discussion and perhaps a modification of the policy would be placed before the voters at the Annual Meeting on March 11.  

NEW BUSINESS:

  1. Motion by Dave Fornengo, second by Dave Baker, to approve the Agenda for the Annual Meeting to be held on March 11.
  2. Discussion of proposed budget for 2014 as presented by Clerk Levings.  All proposed expenditures for 2014 in both the General and Road & Bridge Funds are far less than the proposed income in each fund.  Motion by Dave Fornengo, second by Dave Baker, to approve the proposed 2014 budget for all funds, except the Driveways Fund.  This fund will be discussed at the Annual Meeting on March 11.  Carried.

MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING- JANUARY 8. 2014

            Meeting called to order at 7:30pm by Chair Dave Fornengo.  Also present were Supervisor Dave Baker, Clerk Fran Levings, Jan Streiff and Jason Fornengo.  Absent were Supervisor Ken Coveau and Treasurer Margaret Coveau.

Motion by Dave Baker, second by Dave Fornengo, to approve the agenda.  Carried.

Special guest, Ron Osladil, Chair, North Pine Area Hospital District, made a presentation.  Referring to a handout “Financial & Informational Report”, he explained the purpose and powers of the Hospital District, how and why it was established, and presented a Balance Sheet of Finances-Revenues & Expenses and the Operating Budget for 2014. The handout also included the Tax Levy history and a comprehensive list of services provided.  If NewDoseyTownship votes to join the Hospital District at the Annual Meeting in March, the tax payment for property holders would be @ $30/$100,000 of property value.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the December 11, 2013 regular meeting.  Carried.

Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Filing for office for the March 11, 2014, township election closes at 5pm on January 14, 2014.
  2. Motion by Dave Fornengo, second by Dave Baker, to appoint Marlene Mishler, Beverly Carlin and Wendy Wagner as Election Judges.  Carried.
  3. Motion by Dave Fornengo, second by Dave Baker to appoint Marlene Mishler, Beverly Carlin and Wendy Wagner as the Absentee Ballot Board. Carried.
  4. The Clerk will schedule 2 town electors to serve as the Board of Canvass.
  5. As requested, the Clerk reported that 400 gallons of propane were pre-bought for the Fire Hall and 800 gallons for the Town Hall for 2013-14. 

ZONING REPORT:

  1. Zoning Administrator Fran Levings reported that Land Use Permit # 110 was issued to Brent Erickson for a cabin.
  2. ZA also reported on a meeting she had attended in ArnaTownship regarding the draft of the Pine County Subsurface Sewage Treatment System.  This ordinance must be accepted by PineCounty this spring.  Arna Township Zoning Administrator Robert Brewster explained some of the more salient points of the draft ordinance, such as the “bedroom” rule, the DNR and shoreland property, and what options townships have.  Consensus was for the ZA to continue to monitor developments before we decide what our new role will be.    

OLD BUSINESS:

  1. Concerns about plowing gated driveways.  It is a lot of extra work for the plow driver. 

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to adopt the township 2014 Calendar of Dates. Carried.  Calendar will be posted on the website, the bulletin board and the Notice Board.
  2. Motion by Dave Fornengo, second by Dave Baker, to adopt a resolution in support of a Comprehensive Omnibus Transportation Bill as recommended by the Minnesota Association of Townships.  Carried
