MINUTES- NEW DOSEY TOWN BOARD-REGULAR MEETING-SEPT. 12, 2012

Meeting called to order at7:30 p.m.by Chair Dave Fornengo.  Also present were Supervisors Ken Coveau and Dave Baker, Clerk Fran Levings, John Nelson, Ron Petroske, and Ed Proffit.  Absent was Treasurer Margaret Coveau.

Motion by Dave Baker, second by Ken Coveau, to approve the agenda.  Carried.

Motion  by Ken Coveau, second by Dave Baker, to approve the minutes of theAugust 8, 2012, meeting.  Carried.

Clerk Fran Levings presented the Treasurer’s Report. (Attached to File copy of these minutes)  FUND BALANCES ARE: General Fund-$14677.76, Road & Bridge Fund-$36354.37, Cemetery/Landscaping Fund-$291.76, Fire Protection Fund-$5279.50, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account-$1153.61 and CDs- $57971.60. Clerk Levings also presented a list of all receipts from June 1st.  Motion by Dave Fornengo, second by Ken Coveau, to approve the Treasurer’s Report.  Carried.

Clerk Levings presented the Claims List and the Net Payroll List for approval. (Attached to file copy of these minutes).  Motion by Dave Baker, second by Dave Fornengo, to pay these bills. Carried.

CLERK’S REPORT:

  1. Chair Fornengo and Clerk Levings signed the Cemetery Deed for the sale of Cemetery Lot 14 (Block 4) to Methven Funeral Home for $200.00. Witnessed by Supervisors Baker and Coveau.

Clerk reported that Supervisor Baker and Al Holter did some staking at the Cemetery.  Clerk reported that she went to the Pine County Courthouse for a new cemetery map.

  1. Motion by Ken Coveau, second by Dave Baker, that New Dosey Township enroll in the Operation Round-up program of East Central Energy. Carried.

ZONING REPORT:

  1. Land Use Permit # 93 granted to John Goodrich for a mound septic installation.

OLD BUSINESS:

  1. Al Holter, Beaver Control agent, trapped the beaver on Johnson’s Creek.
  2. Ron Petroske reported on beaver control work he has done on Oman’s Drive.
  3. Supervisor signed off on the 2012 Road Work order.  All requested road work has been completed.  Supervisors added more road work to the list. (Attached to 2012 Road Work order).  Chair Fornengo requested that Clerk Levings add to the 2013 Road Review that rocks in hills and 4-ditch roads should be examined. Ken Coveau will work on culvert problem on Rocky Road.
  4. Chair Fornengo presented the background of the Road Sign Reflectivity mandate.  Motion by Ken Coveau, second by Dave Baker, authorizing Chair Fornengo to place a road sign order with M&R Signs, Inc. Carried.

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to hire Ken Coveau, as the snowplow operator for the winter of 2012-2013.   Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD-

  1. John Nelson expressed concern that full-time residents are treated differently than weekenders when it comes to snow plowing of roads and driveways. He suggested having a map of the township in the plow truck.  Ken Coveau explained that he and Ice & Snow Removal driver Frank Rehberger were new to the job last year. Dave Fornengo explained that the township cannot lose money on the plowing of private drives.  Mr. Coveau said that he and Mr. Rehberger will scout out the plowing routes ahead of time this year.

MINUTES-REGULAR MEETING-NEW DOSEY TOWNSHIP-AUGUST 8, 2012

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisors Ken Coveau and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings and Ed Proffit.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes of the July 11, 2012, meeting. Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.  (Attached to file copy of these minutes).  Fund balances are: General Fund- $13728.57,  Road & Bridge Fund-$34985.99, Cemetery/Landscaping Fund-$452.14, Fire Protection Fund-$4954.65, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account-$1153.61 and CDs- $42690.23.  Motion by Ken Coveau, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Election update- Primary election on August 14th.  Clerk Levings and Head Judge Margaret Coveau will go to the courthouse to count the votes for our township
  2. Couri-Ruppe is hosting a seminar for township officers throughout the state in September.

ZONING REPORT:

  1. Land Use Permit # 92 issued to Jeannie and Phillip Virden to construct a shed on their property on the corner of School House Drive and Pine County Hwy 24.

OLD BUSINESS:

  1. The culvert order has arrived and bills have been sent to

Arna Township and Dennis Sherman

  1. Road Concerns- Class # 5 gravel is needed.  Road Order contracts are due September 1st.
  2. Consensus was to put more pit run gravel on Creekview Lane.
  3. Beaver control needed on Kingsdale Road.  Dave Baker will contact Al Holter, Township Beaver Control agent.
  4. Clerk will bill Pine County Land Department for work done on the Matt Lourey Trail N. in the amount of $4315.00.

NEW BUSINESS:

  1. Consensus was to sign the letter from Attorney Bjerke asking for certification that according to a public hearing in July, 2009, that Creek view Lane will be maintained for 2 miles going south from Hwy. 32.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-JULY 11, 2012

Meeting called to order at7:32by Chair Dave Fornengo.  Also present were Supervisors Dave Baker and Ken Coveau, Clerk Fran Levings, and Jan Proffit.  Absent was Treasurer Margaret Coveau.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes ofJune 11, 2012, with the addition that Clerk Fran Levings was absent.  Carried.

Clerk Levings presented the Treasurer’s Report. (Attached to file copy of these minutes)  She announced that both a check for sale of tax-forfeited land ($29162.22) and for the first ½ of the 2012 property taxes ($23907.42) were received.  FUND BALANCES: General-$15332.46, Road & Bridge-$37362.01, Cemetery/Landscaping- $650.01, Fire Protection-$4954.65, Fire Hall-$125.45, Cartway-$89.15, Savings- $1153.01 and CDs- $42690.23.

Motion by Dave Fornengo, second by Ken Coveau, to approve the Treasurer’s Report. Carried.  Clerk Levings presented a budget update.

CLERK’S REPORT:  1. Letter from Methven Funeral Home saying that they had buried a person in their lot in our cemetery.

ZONING REPORT:   1. Letter sent to landowner about contacting Pine Septic for a septic inspection.

OLD BUSINESS:

  1. Chair Fornengo reported on a conversation with a realtor wanting proof that the township has road authority overCreek View Lane.  Chair Fornengo sent him a copy of the minutes of the special meeting ofJuly 27, 2009, indicating town approval to work on this road. Supervisor Baker sent a copy of our certified road list, a copy of the 1947 road map, and a copy of a bill from our road contractor indicating work done onCreek View Lane.
  2. ArnaTownshipsubmitted a culvert order for us to put with our order. Dave Baker will place an order.
  3. Road discussion- Kingsdale Road needs work. 

NEW BUSINESS:   

  1. 1.      Motion by Ken Coveau, second by Dave Baker, to sign an assessing contract with Robert Brewster for the coming year.
  2. 2.      Dave Fornengo will place an order to replace some of our road signs.
