MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-NOV. 8, 2010

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker and Clerk Fran Levings.  Absent was Treasurer Vicki Elliott.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes of the regular meeting of Oct. 13, 2010, as printed.  Carried.

Clerk Fran Levings presented the Treasurer’s Report. (Attached to file copy of these minutes).  She also distributed a list of those persons who have paid for private driveway plowing this year. Fund balances are:  General Fund-$4833.15, Road & Bridge Fund-$9445.08, Cemetery/Landscaping Fund-$540.50, Fire Protection Fund-$150.68, Fire Hall Fund-$125.45, Cartway Fund-$2428.40 and Savings Account-$7069.82.  CD balance is $49,914.01.  Motion by Dave Fornengo, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claim List and the Net Payroll List for approval.  (Attached to file copy of these minutes).  Motion by Dave Fornengo, second by Dave Baker, to pay these bills.  Carried.

CLERK’S REPORT:

  1. Renewal form from the U.S. Surplus company was presented.  Consensus of the Board was to NOT renew our membership at this time.
  2. Clerk presented copy of letter sent to Arna Township asking for reimbursement for brushing done on Hay Creek Road in their township.
  3. Clerk presented an ad from Hakanson-Anderson Co. offering to assist with sign reflectivity requirements.  Letter will be filed.
  4. Mail-in voting for Nov. 2nd resulted in a 75 % voter turnout.

NO ZONING REPORT

OLD BUSINESS:

  1. Sign-off on the 2010 Road Work order was tabled until the Dec. meeting.
  2. Road Brushing has been completed.
  3. Wes Cemenski will be offered the position of grader operator and Jared Behm has accepted the position of snow plow truck operator.

NEW BUSINESS:

  1. Report on the Pine County Township Officers Meeting- Hinckley- Oct. 23rd.  Clerk Levings reported that Pine County has an annual budget of $33 million with $13 million being raised by taxes and $20 million coming from state and federal governments. All Squad cars now have de-fibulators.  Pine County will cut $1 million in public employees by consolidating departments and asking for pay freezes.  The Sheriff’s department now has mandatory electronic ticketing and 13 squad cars now have digital cameras.  The Minnesota Ass’n of Townships will ask each township to contribute $25 towards expenses on the National Conference to be held in MN in 2011.
  2. Chair Fornengo reported that he is in contact with a company who will remove the elm tree from the lane by William West’s home and he will seek an estimate.
  3. The improvement on the Matt Lourey Trail (formerly Munger Trail) is scheduled for 2011.  Supervisor Baker reported on a conversation with Forester Greg Beck about granting permission to TNT to cut trees along the ditch.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-OCT. 13, 2010

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings and Wes Cemenski.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular meeting of September 13, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report. (Attached to file copy of these minutes.)  Fund balances are:  General Fund-$6081.66, Road & Bridge Fund-$20,592.44, Cemetery/Landscaping Fund- $723.37, Fire Protection Fund-$150.68, Fire Hall Fund-$125.45, Cartway Fund- $2428.451 and Savings Fund-$7060.96.  CD balance is $49439.31.  Motion by Dave Baker, second by Dave Fornengo, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Township now has 2010 edition of the Minnesota Statutes book.  It replaces the 2001 edition.
  2. Copies of Driver’s Licenses have been received from 6 employees.
  3. Clerk attended MAT District Meeting in Cambridge on September 13, 2010-  Main topic was sign reflectivity which will be required in all townships in the U.S. by 2014.  Also, the federal firefighters grant program will be extended, General Revenue Sharing will be reinstated, and federal money will be available for unserved and underserved broadband access.
  4. Distributed a copy of the 2010 Road Certification report to be sent to the Pine County Highway Department.  Our township now had 22.86 miles of roads.

NO ZONING REPORT.

OLD BUSINESS:

  1. Motion by Dave Fornengo, second by Don Mishler, to accept the recommendation of the special town meeting of October 4, 2010, to do improvements on the Matt Lourey Trail (formerly the Munger Trail) going south of Pine Cty. 32 for one mile, then west for one mile.  Carried.

2.   CARTWAY UPDATE- Dave Baker reported that on October 12, 2010, Wetlands Delineator Mike Kohn, accompanied by Dave Baker, Don Mishler, Jack Henderson, and Cevin Chapman, conducted an 8-hour walk through-mitigation of the proposed cartway site in Kingsdale.  Mr. Kohn will prepare a report, then meet with Soil & Water District and Army Corps of Engineers officials, and a final assessment will be made.  When the board is notified of the assessment, then the board will notify the cartway petitioners of the next step in the cartway process.

3.  Wes Cemenski informed the Board as to what roads he had left to do in the roadside brushing project. Clerk will send a letter to Arna Township asking for a $100 reimbursement for that part of Hay Creek Road past Ed Proffit’s land that he brushed.  Clerk will also send a claim to Wilma for ½ of the brushing done on Heller Road.

NEW BUSINESS:

  1. Consensus decision of the Board was that Jared Behm will be hired again to plow the private drives and some roads this winter and that Jason Fornengo will be offered the grader position for ice & snow removal.
  2. Board will have Todd Elliott Excavating put one load of gravel on Green Pine Lane and 5 more loads on Creek View Lane.

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott and Clerk Fran Levings.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes of the regular board meeting of August 9, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report (Attached to file copy of these minutes).  The following receipts were received in August:  Plowing Private Drives- $120.00,  Additional Cartway Bond payment- $500.00,  PILT payment from Pine County Treasurer- $5400.16 and interest earned- $16.39.  FUND BALANCES ARE: General Fund- $6685.86, Road & Bridge Fund- $24,183.76, Cemetery/Landscaping Fund-$771.00, Fire Protection Fund-$150.68, Fire Hall Fund-$125.45, Cartway Fund-$2428.41 and Savings-$7060.96.  Motion by Dave Baker, second by Dave Fornengo, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Reminder of date change for October regular meeting.  Since Oct. 11th is an observed holiday, the meeting will be held on October 13th.
  2. Clerk plans to attend the District 7 meeting of the MN Ass’n of Townships in Cambridge on Sept. 23rd.
  3. Payment notices for Plowing Private Drives will be sent out this week.

NO ZONING REPORT

OLD BUSINESS:

  1. Pine County Forester Greg Beck had called Supervisor to report that the Pine County Board had authorized the county to provide $5,000.00 for improvements to the Munger Trail going south of Rutabaga Road for 1 mile, then west for 1 mile.  Motion by Dave Fornengo, second by Dave Baker, to hold a town meeting on Oct.4th at 7 p.m for the purpose of getting voter approval to proceed with these improvements. Carried.

Clerk will do all public notices and notification of all property owners on the trail.

  1. Cartway Update- Clerk spoke with petitioner Jerry Hanson who reported that he had been in contact with both Tim Henderson and Dean Reis about the possibility of an easement.  He will keep the township informed of developments.
  2. Alterative Energy Update- Consensus was to put the matter before the voters at the March annual meeting and ask them to make a decision.  Supervisor Baker will have all costs, etc. to present at that meeting.
  3. Chair Fornengo reported that the road brushing machine will arrive around the middle of September from Diamond Mowers and Wes Cemenski will be the operator.  Cost is $2500/week.

NEW BUSINESS:

  1. Supervisor Baker reported that he had checked with the MN Ass’n of Townships and was told that only a valid driver’s license is required for any township operators or drivers.  Clerk will notify all township employees and ask for a copy of his/her driver’s license.
  2. Board will pay for a replacement culvert for the driveway of Don Eddy.  Board policy is that the property owner pay for the initial culvert, then the township will pay for a replacement.  Clerk will place an order for culverts with Johnson-Fargo Inc.
  3. Chair Fornengo will contact T & T Logging about removing a dead tree on the township alley by Bill West’s home (formerly Helen Feldt home).
  4. Chair Fornengo presented a handout on a Transportation Enhancement Project.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Board authorized repairs on the grader.  Supervisor Mishler will take care of this.
  2. Todd Elliott will be contacted about cleaning out some beaver dams with a backhoe.
