MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-AUGUST 9, 2010

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott and Clerk Fran Levings.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular meeting of July 12, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the treasurer’s report. (Attached to file copy of these minutes).  July receipts (will be included in Fund Balances in August) were:  Property Taxes- 1st ½: $22,294.02, Forfeited Tax Distribution-$5089.02, Grave Purchase- $100.00, Cartway Bond- $500.00, July Interest- $9.22, Interest so far on Savings Account-$60.96.  Fund Balances are:  General Fund- $5768.76, Road & Bridge Fund-$25,157.51, Cemetery/Landscaping Fund-$849.19, Fire Protection Fund- $150.68, Fire Hall Fund- $125.45, Cartway Fund- $1828.41, Savings Account-$7060.96, CDs- $49439.31.  Motion by Dave Fornengo, second by Dave Baker to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and Net Payroll List for approval.  (Attached to file copy of these minutes).  Motion by Dave Fornengo, second by Don Mishler, to pay these bills.  Carried.

CLERK’S REPORT:

  1. The following judges have been trained:  Fran Levings, Dave Baker, Vicki Elliott, Dennis Sherman, Peggy Coveau, Marge Wolf, and Marlene Mishler.
  2. Motion by Dave Fornengo, second by Don Mishler, to approve a contract with Robert Brewster to do township assessing this year. Carried.

NO ZONING REPORT

OLD BUSINESS:

  1. Work on Creekview Lane has been suspended by Todd Elliott Excavating due to rain.
  2. Regarding the dispute on the public (not township) road east of the town hall off Hwy 32- Both Dave Fornengo and Dave Baker have had conversations with property owners who are concerned about the gate put on this road.  Both supervisors explained the easement and cartway process to these callers.
  3. Cartway Update:  Mike Kohn, Wetlands Specialist, submitted a wetlands study contract at a cost of $3200.00.  Dave Baker, via a conversation with petitioner Jerry Hanson, got an agreement to change the length of the proposed cartway. Mr. Kohn, via phone conversation, amended the cost to $2400.00.  Mr. Hanson paid the $500.00 at this meeting, but then decided to talk with Tim Henderson about the possibility of working out an easement agreement.  The township will hold his check until he tells us whether to drop the cartway process and refund all remaining bond funds or to continue with the cartway process.  The original petition will have to be amended to reflect the shorter route. The new termination point will be the NW ¼ of the NE ¼, Section 11.
  4. Alternative Energy: Dave Baker reported on a conversation with Paul Holstrom, Clean Energy, who estimated the township could take care of 20% of its electrical need for $5000.00.  Supervisors decided it may be less expensive for the township to install the program itself.  Mr. Baker will call Kurt Schmidt in Frederic about an estimate.
  5. Chair Fornengo will schedule the road brushing equipment and arrange for a local operator.
  6. Dave Baker reported on a conversation with Pine County Forester Greg Beck.  Mr. Beck said that TNT Logging Co. will use the Munger Trail to log on County lands.  Mr.  Beck also encouraged the township to begin the process of opening up this portion of the Munger Trail as a township road.  He said that there may be resources from the County to help with this.  Board requested the Clerk to get a written commitment from Pine County.  Motion by Dave Baker, second by Dave Fornengo, to set August 30th as a TENTATIVE  date for a public hearing on the issue.  Carried.
  7. Don Mishler said that Todd Elliott Excavating needs a culvert for Creek View Lane.  The DNR should have one at the Duxbury station.

NEW BUSINESS;

  1. Dave Baker explained the Market Value Credit Reductions.  Taxpayers will lose these credits.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Dave Fornengo reported on that another Alternative Energy grant is available, but does not apply to our township because our project is too small.
  2. Letter from Arna Township stating that they would like our township to do snow removal on that portion of Hay Creek Road that is in their township.  They want us to do the work for one month, send a bill and they will decide whether or not they will continue with this plan.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-JULY 12, 2010

Meeting called to order at 7:40 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott and Clerk Fran Levings.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes of the regular meeting of June 14, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report (attached to file copy of these minutes). Fund Balances are: General Fund-$754.68, Road & Bridge Fund-$5010.84, Cemetery/Landscaping Fund-$1001.22, Fire Protection Fund-$150.68, Fire Hall Fund-$125.45, Cartway-Hanson/Proffit- 1428.41, Savings-$7,000.00 and CDs- $48974.45. Motion by Dave Fornengo, second by Dave Baker, to accept the report.  Carried.

Clerk Fran Levings presented the Claims List and Net Payroll List for approval (attached to file copy of these minutes). Motion by Dave Fornengo, second by Dave Baker, to pay these bills. Carried.

CLERK’S REPORT:

  1. Fran Levings and Dave Baker purchased a single grave for a price of one-hundred dollars with the plan to put both urns in this one grave.  Dave Fornengo and Don Mishler signed (as witnesses) the deed for this grave.
  2. Report on Judge’s Training attended by the Clerk and Head Judge Vicki Elliott- (1) a Notice must be posted  on the Saturday prior to the Township election in March that the Clerk will be available for early voting for those voters who will not be in the precinct on election day. (2) Ballots must be available 30 days prior to the Township election for absentee voters (3) Campaign manuals must be given to all local candidates when they file for office (4) the Canvassing Board for the Township election is made up of supervisors, clerk and treasurer-whoever is NOT on the ballot (5) the Clerk or trained Head Judge must be in attendance at all Township elections  (6) There are new Affadavits of Candidacy forms and new Voter Registration forms.
  3. The Clerk sent in the annual PERA exclusion report.

NO ZONING REPORT

OLD BUSINESS:

  1. Roads discussion-  (a)  Dave Baker presented an update on the Proffit/Hanson Cartway Petition-  Jerry Hanson and Cevin Chapman paid the further bond of $500.00.  Jim Warren, Wetlands study officer, has turned the study and mitigation over to Mike Kohn, who will prepare his own delineation contract for the township.   (b)  Creekview Lane- Dave Baker has been working with Robin Poppe, Soil & Water District specialist, in preparing a wetlands permit application.  He is using a short form under which 10,000 sq. ft. would be allowed.  This permit is needed if culverts are to be put in.  This project would improve the first 4 mudholes with a 10’ roadbed, 2’ shoulders, and 2’ ditch.
  2. The proposed sale by Pine County of Parcel R20.0164.00 (80 acres) will take place without Township permission.  The Township, however, has the first chance to purchase the property.  Consensus of the Board was to not purchase this property.  Mr. Baker was told by Greg Beck, Pine County Forester, that the Township would receive 25% of the sale price.
  3. Motion by Dave Fornengo, second by Dave Baker, to contact a solar panel installer to get some prices.  Dave Baker will make the contact.  Board would like some prices before hauling the solar tracker over to the town hall.
  4. Dave Baker reported on a conversation with Greg Beck regarding logging trucks using School House Road to access county land to be logged this winter.  Dave Fornengo said he thought using the Munger Trail would result in more DNR supervision.  Dave Baker will get back to Mr. Beck

NEW BUSINESS:

1        Clerk reported on the Summer Short Course she attended on July 1st in Carlton- A few highlights included- (a) One session on the Board of Audit was helpful.  Our Board is doing it the way it is recommended to do. (b) The Township Calendar of Dates must be approved by the Board. (Annual meeting minutes must be signed by the Clerk and the Moderator (c) It is considered to be a Conflict of Interest for a supervisor to vote on work to be done on a road on which he/she lives. (d) It is an Open Meeting law violation for 2 or more supervisors to make a decision on a board matter at any time that is not a duly held meeting.  This pertains to E-Mail messages also.

2     Chair Fornengo presented a letter of prices from Rydberg & Sons regarding gravel crushing.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-JUNE 14, 2010

Meeting called to order at 7:30 p.m by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings and Ed Proffit.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular meeting of May 10, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report (attached to file copy of these minutes). Fund balances are:  General Fund- $1598.26, Road & Bridge Fund- $7298.37, Cemetery/Landscaping Fund- $1145.06, Fire Protection Fund- $150.68, Fire Hall Fund- $125.45, Cartway Fund- $1428.41, Savings- $7000.00 and CDs- $48.974.45.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Motion by Dave Baker, second by Don Mishler, to appoint the following elections to be trained- Vicki Elliott, Marlene Mishler, Marge Wolf, Peggy Coveau, Dave Baker and Dennis Sherman.  Carried.
  2. The clerk is pre-registered for the MAT Short Course session in Carlton on July 1st.
  3. Clerk reported that the process for recording all town roads in on-going and will take a few months.
  4. Clerk distributed copies of the Revised 2010 budget.
  5. Letter received from Rural Sign Management.

ZONING REPORT:

  1. Deadline for the new Pine County Septic & Sewage Ordinance has been extended for 2 years by the state legislature.
  2. Land Use Permit # 78 issued to Phillip Jeffries for construction of a dwelling.

OLD BUSINESS:

Roads discussion-

  1. Ed Proffit has completed his share of the Road Work Order for 2010.
  2. Ed Proffit reported that Arna Township accepted our offer to do winter snowplowing on that portion of Hay Creek Road in their township at a rate of $100/hr.  Arna Township will see how this works out before finalizing the deal.
  3. Dave Baker reported on a “walk-through” of Creek View Lane with Robin Poppe, Soil & Water Specialist.  She said she would get back to Mr. Baker about applying for a mitigation permit.
  4. Dave Baker reported that T & T Logging has put gravel on Hay Creek Road going north past the Minimum-Maintenance sigh.
  5. Dave Baker reported that he and Don Mishler cleared a culvert on School House Road.
  6. Chair Fornengo suggested that the township monitor the work being done by Carlson Timber Co. in the township.

NEW BUSINESS:

  1. Consensus was to maintain our membership in CPV (Cooperative Purchasing Venture.
  2. Pine County is considering doing all assessing of property.  Since our township hires a private assessor, the Clerk was directed to write a letter to the County Board Chair on this issue.
  3. Letter from Greg Beck, Pine County Forester, regarding sale by auction of tax-forfeited property in our township.  Motion by Dave Fornengo, second by Don Mishler, to refuse permission.
  4. Don Mishler asked Ed Proffit to put a load of gravel on a section of McDermott Creek Road.
