MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING

NEW DOSEY BOARD OF AUDIT

FEB. 11, 2008 (Unapproved as yet)

The Board of Audit for New Dosey Township met at 7 p.m. Supervisors Don Mishler and Dave Baker audited the financial records of both the treasurer and the clerk for 2007.

They signed at statement attesting that the books of both were in order. (Financial records are on file in the town hall.)

The regular meeting of the town board was called to order at 7:30p.m. by vice-chair Dave Present were supervisor Don Mishler, treasurer Vicki Elliott, and clerk Fran Levings. Absent was chair Dave Fornengo. Also present was Todd Elliott.

Motion by Don Mishler, second by Dave Baker, to approve the minutes of Jan. 14, 2008, as printed. Carried.

Treasurer Vicki Elliott presented the treasurer’s report. (Attached to file copy) Fund balances are: General Fund $37,977.16

Road & Bridge Fund ($483.62)

Cemetery Fund $221.52

Fire Hall Fund $309.07

Fire Protection Fund 0.00

CDs $89,629.34

Motion by Dave Baker, second by Don Mishler, to approve the treasurer’s report. Carried.

Clerk Fran Levings presented the claims list for approval and the net employee pay sheet. (attached to file copy). Motion by Dave Baker, second by Don Mishler, to pay these bills. Carried.

CLERK’S REPORT:

1. Dates to remember- Mar. 10- Next regular meeting

2. Presented 2008 Proposed Taxable Market Value list. – Dave Baker said he ran the numbers and thinks we may have to tax higher to get the gas tax money. We no longer get stumpage money from the state. He will bring it up at the Annual Meeting.

3. Clerk met with website master Glen Williamson to give him current township information. The 2 of them will meet at the end of each month to keep the website current.

4. Clerk completed and sent in the “Best Practices in Energy Costs’ survey.

5. Motion by Dave Baker, second by Don Mishler, to send a copy of our proposed legislation regarding town roads presumed to be abandoned to the Minnesota Ass’n of Townships. Carried.

6. Clerk sent all LUCA materials back to the census bureau with a letter explaining why it was too difficult to do.

7. Motion by Dave Baker, second by Don Mishler, to authorize he clerk to purchase a printout of names and mailing addresses of all property owners in New Dosey township. Carried.

8. Clerk presented the Bridge Inspection report from Pine County. It stated that our township had no bridges scheduled for inspection in

9. The Pine County Highway Dept has a motorgrader for sale on bids. Minimum bid of $58,575.00 expected. No action taken.

10. Clerk distributed a sheet from Clarence’s Recycling, Isanti, about their business.

ZONING REPORT:

1. The township now has a copy of the new MCPA rules regarding on-site sewer inspections.

OLD BUSINESS:

1. Draft policy of “Plowing Private Driveways” for annual meeting. Motion by Don Mishler, second by Dave Baker, to appoint Dave Baker to write a draft policy to be presented at the next regular meeting. Carried.

2. Lawsuit regarding road dispute- Dave Baker and/or Don Mishler will speak with landowner Burton Scheuller about the current status of the dispute.

NEW BUSINESS:

1. Dave Baker will discuss the Energy Audit at the Annual Meeting.

2. Clerk pointed out that according to the 2007 Financial Report, we are spending more money than we are taking in.

ANYTHING ELSE TO COME BEFORE THE BOARD

1. Todd Elliott expressed concern about the low population of the township and that perhaps we should be brainstorming with Arna and Wilma Townships about strategies for bringing permanent residents in. Suggested that we may need a Tri-Township Development Commission.

2. Don Mishler reported that the Joint Powers Board of the Tri-Township Disposal District plans to lower the rate for refuse pickup from $36/parcel to $30/parcel.

February 2008 – Jim Allen

FEBRUARY 2008

Jim Allen lives, with his wife Helen, in a charming little home tucked behind some pine trees right on Rutabaga Road, the main thoroughfare going through our little township.

Jim was born 72 years ago in St. Paul where he attended St. John’s Catholic elementary school, then high school at Harding High. His main memory of high school, he says, was “sneaking off to go hunting and fishing” whenever he could get away with it.

He worked on machinery at IBM for a couple of years- right at the beginning of the computer era. From there, he went to work for Blue Cross as a claims manager for 10 years, then as a salesperson. Preferring claims work to selling, he moved to another insurance agency and resumed his work in claims management.

Jim and the former Helen Rossbach were married in 1956. After buying their land and small home in Cloverton, Jim spent a considerable amount of time adding on to it. They moved up here permanently in 1977 and Jim accepted a job at the St. Croix Camp in 1982. He fully retired in 1997.

Since his entire purpose in moving to our serene rural area was to gratify his lifelong love of the outdoors, Jim spends a lot of time walking the roads and forests. For several years, he and Pete Fornengo, whom Jim describes as the best friend he ever had, enjoyed annual trips to Montana where they hunted prairie dogs, antelope and elk. The fishing that Jim so enjoys is done on Big Lake in Wisconsin, where his brother had a cabin for many years.

Jim and Helen have 2 grown sons. Jeff is a registered nurse living in Stillwater and working in St. Paul, while Mark lives in Blaine and works for United Rental. The Allens have 4 grandchildren.

Jim is a former member of the New Dosey Town Board and currently serves on the Planning Commission.

His wit, intelligence, and all-around goodness make Jim Allen a treasured member of our community.

MINUTES-NEW DOSEY TOWN BOARD MEETING-JANUARY 14, 2008
(APPROVED)

Meeting called to order at 7:30 p.m. by chair Dave Fornengo. Also present were supervisor Don Mishler, treasurer Vicki Elliott, clerk Fran Levings, Glen Williamson, Todd Elliott, Jan Profitt and Ed Profitt. Absent was supervisor Dave Baker.

Glen Williamson presented the township website which he has set up.

Motion by Don Mishler, second by Dave Fornengo, to approve the minutes of the December 10, 2007, meeting. Carried.

Treasurer Vicki Elliott presented the treasurer’s report. (Attached to supervisors’ printed copy and clerk’s copy on file in the town hall.) Balances in funds are:

General Fund $39,509.09

Road & Bridge Fund $2,346.18

Cemetery Fund $221.52

Fire Protection Fund 0.00

Fire Hall Fund $309.07

CDs Balance $89,095.15

Motion by Dave Fornengo, second by Don Mishler, to approve the treasurer’s report. Carried.

CLERK’S ANNOUNCEMENTS:

1. Election filings- Fran Levings has filed for the 2-year term of clerk.

Don Mishler and Ed Carlin have filed for the 3-year term of supervisor.

2. There will be a Board of Audit meeting prior to the next regularly scheduled town board meeting on Feb. 11th. The Board of Audit is composed of the 3 supervisors. At 7 p.m. on Feb. 11th, they will audit the records of the clerk and treasurer for 2007.

3. Township insurance coverage was increased as of Dec. 14, 2007, to town hall coverage at $80,000.00 and Firehall/garage coverage at $50,000.00

4. New Safe at Home election rules provide for privacy of address for victims of domestic abuse, sexual assault and stalking who fear for their safety .

5. All year-end reports have been completed- W2s to accountant, Worker’s Compensation audit to Minnesota Ass’n of Townships, and year-end work with township treasurer.

ZONING REP0RT:

1. Worked on a possible violation of our minor-subdivision ordinance in the Kingsdale area. Learned that there is no violation.

2. Clerk made some phone calls and sent letters to property owners who may need a land use permit for structures that she just became aware of.

OLD BUSINESS:

1. Plowing Private Drives- Dave Fornengo distributed copies of policies from 3 other townships. Vicki Elliott reported on a phone message left by Jim Wilson complaining that his driveway was not plowed and he had to walk a long way in snow. Motion by Dave Fornengo, second by Don Mishler, to refund his $70.00. Carried. The clerk was asked to send a letter to all persons on the “Plowing Private Drives” list explaining that an accumulation of 4 inches must fall before the plow goes out, town roads are prioritized, and the drivers do not start plowing until the snow has stopped falling. Dave Fornengo volunteered to work with Dave Baker on drafting a new policy to be put before the annual meeting in March.

2. Don Mishler and Fran Levings reported that the Hanson-Henderson-Township lawsuit is still in mediation.

NEW BUSINESS:

1. Discussion of proposed road work for 2008- Ed Profit said he has pit-run gravel that he would sell for $6.50/yard. Clerk Levings reminded the board that the MN Ass’n of Townships says that work of more than $10,000 must go out on bids. Dave Fornengo said that after the annual road review, the board will decide on whether or not to divide the work up and how it would be divided if they do divide the work between Todd Elliott Excavation and Ed Profit.

2. Dave Fornengo announced that ECE brushing clearing will begin in our township this year.

3. Motion by Dave Fornengo, second by Don Mishler, to approve the following list of judges for the March township election: Evelyn Johnson (head judge), Emma Fornengo, and Helen Allen.
