NEW DOSEY TOWNSHIP REGULAR BOARD MINUTES- DECEMBER 9, 2015

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo, Treasurer Mandy Fornengo, Clerk Fran Levings, Ronnie and Mary Mosser and Ron Petrofske.

Motion by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Motion by Dave Baker, second by Jason Fornengo, to approve the Minutes of the November, 2015, meeting. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report. (Attached to file copy of these minutes).

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval. (Attached to file copy of these minutes). Motion by Jason Fornengo, second by Dave Baker, to pay these bills. Carried.

CLERK’S REPORT:

  • The sign-off resolution from MAT placing the current replacement value on the town hall at $150,000 needed to be approved again. Motion by Dave Fornengo, second by Jason Fornengo, to have the supervisors re-sign this resolution. (Resolution is on file at the town hall).
  • The Township Election and Annual Meeting will be held on March 8, 2016. Persons may file for office of Supervisor- 3-year term and Clerk- 2-year term between Dec. 29 and Jan. 12- Filing fee is $5. Contact the Clerk if interested in filing for office. Motion by Jason Fornengo, second by Dave Baker, to appoint the following election judges- Beverly Carlin (Head Judge), Robin Fornengo and Agnes Sexton. Carried. Motion by Dave Fornengo, second by Jason Fornengo to appoint the same 3 persons as the Absentee Ballot Board. Carried.
  • Clerk will present a Draft 2016 budget and a 2016 Township Calendar at the January meeting.
  • Reminder- the Board of Audit will meet 10 minutes prior to the Feb. regular meeting.
  • Alternative Energy Report- 2648 KWH have been saved since the solar panels were installed in 2011. This is a savings of $264.80. 28 KWH were saved since the November meeting.

ZONING REPORT:

  • 2 Land Use permits were granted- (1) #131 to Kevin Rounds (storage containers) and #132 Tom Gaylor (shed)

OLD BUSINESS:

  • NPAHD Report- The FEDA grant for the City of Sandstone was approved. Board is now waiting for a closing date. A new committee was formed- the Building Construcion Committee which will oversee and lead the construction of the entire project.
  • Emergency Preparedness Project- Pine County coordinator on this project has resigned. Kate Meshnik is her replacement. Dave Fornengo will schedule a meeting in January to plan a drill in February.

NEW BUSINESS:

  • Fire Protection Fund- Clerk distributed copies of all receipts and income for this fund in 2015. There is a sizable balance. After a discussion, consensus was to keep the good reserve and not change the levy at this time.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  • Ron Mosser asked how each gas tank was used. Dave Forengo told him the inside garage tank is for off-road diesel, one of the outside tanks in on-road diesel. Another outside tank has bad gas in it and needs to be emptied. Motion by Dave Baker, second by Jason Fornengo, to donate the inside tank to the Duxbury Volunteer Fire Department. Carried.

MINUTES- REGULAR TOWN BOARD MEETING-NEW DOSEY TOWNSHIP-NOVEMBER 11, 2015

Meeting called to order at 7:30 pm by Chair Dave Fornengo.  Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings and Ron Petroske.  Absent was Supervisor Jason Fornengo.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda.  Carried.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the October 14, 2015, meeting.  Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report. (Attached to file copy of these minutes). The Fire Protection Fund has a large amount in it.  Clerk will present a copy next month of all receipts and expenses to determine if we should lower levy limit at the 2016 Annual Meeting.

CLERK’S REPORT:

  • The township needs to schedule a grave digger. This person would be paid by the family of the deceased at a rate of $150 per grave.  Clerk will contact Arna Township to see who they have for this job.
  • Clerk will report on Alternative Energy KWHs used each month. Since the township inaugurated the project in October, 2011, we have used 2620 KWHs for a savings of $262.00

ZONING REPORT:

  • Land Use Permit # 129 was issued to Kelly Danielson (retroactive) for a mobile home moved onto his property.
  • Land Stewardship booklet distributed, then will be filed.

OLD BUSINESS:

  • Motion by Dave Fornengo, second by Dave Baker, to approve a Resolution authorizing the Minnesota Association of Township Insurance Trust to accept a town hall replacement price of $150,000. Carried.
  • Chair Fornengo has received new township maps to assist with the Emergency Preparedness Program. The next step will be setting up a Training Session for January, 2016. Pine County Emergency Planning Coordinator Pauline Amundsen is job-searching and recommended two other Pine County employees to take over her duties as coordinator.
  • NPAHD representative Levings reported that groundbreaking ceremony for the new hospital campus in Sandstone is on-hold until the Federal Economic Development Authority gives final approval. She also reported that two entities have expressed strong interest in purchasing the current hospital building and beds when it is vacated in 2017. F

NEW BUSINESS:

  • Clerk Levings and Supervisor Levings reported on the Pine County Township Officers meeting of Oct. 24- (1) Senator Tony Lourey reported that increased funding was authorized for long-term care, mental health programs and child protection. (2) Representative Jason Rarick reported that his focus next session will be on transportation and infrastructure. (3) Pine County Sheriff Jeff Nelson reported that he is setting up a Neighborhood Watch Program and a Canine Program. (4) Pine County Land Services Director Kelly Schroeder that the county is setting up a program for the drop-off of household hazardous waste. It will be paid by a $6 property owner’s tax. Drop-off will then not cost at the Hinckley Transfer Station. (5) MAT District 7 Director Lyle Johnson reported that it would cost billions of dollars to install statewide broadband services. The cost is $9/ft. for optical installation.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Motion by Dave Baker, second by Dave Fornengo, to approve a contract with Town of Blaine in Wisconsin, for roadside brushing at $75/hour.
  • Dave Baker reported the review of the Creek View Lane project has been completed and approved. The approval by the Army Corps of Engineers is unofficial at this point, but expected to be official soon. Todd Elliott Excavating will haul gravel after hunting season if conditions are good enough.
  • Motion by Dave Fornengo, second by Dave Baker, to not sell the gas tank to the Duxbury Volunteer Fire Department, but continue to charge them for diesel gas used. Carried.

MINUTES- REGULAR MEETING-NEW DOSEY TOWN BOARD- OCTOBER 14, 2015

Meeting called to order at 7:30 by Vice-chair Dave Baker. Also present were Supervisor Jason Fornengo, Treasurer Mandy Fornengo, Clerk Fran Levings, Duxbury Volunteer Fire Chief Mike McCullen, Duxbury Firefighters Don Mishler and Jeff Grandpre and Ron Petroske.

Motion by Jason Fornengo, second by Dave Baker, to approve the agenda. Carried.

Motion by Dave Baker, second by Jason Fornengo, to approve the minutes of the September 9, 2015, meeting. Carried.

WATER TANK PLACEMENT- Fire Chief Mike McCullen explained that the space marked out by the Fire Hall was, in his opinion, the most appropriate place to install a water tank for use by the fire department. He said the tank should be installed by November 30. Clerk Levings reported on an email from Chair Dave Fornengo that he preferred a site across Rutabaga Road. The supervisors and firefighters went outside to examine both proposed sites. Upon returning to the town hall, motion by Dave Baker, second by Jason Fornengo, to install the water tank in the place recommended by the fire department. Carried (2-0 vote). Motion then by Jason Fornengo, second by Dave Baker, authorizing a second place should it become necessary to do so before the December board meeting. Carried. Consensus of the board supervisors and firefighters is that they will negotiate where that second site, if necessary to have one, will be. Motion carried. Jeff Grandpre reported that the DNR is very eager to have a water tank at Cloverton. Chief McCullen asked if the township would be willing to sell a gas tank to the fire department. This topic will be put on the agenda of the November town board meeting.

CLERK’S REPORT:

  • The November board meeting will be on November 10 because November 11 is Veterans Day. Clerk will publish notices and do the postings
  • Lisa McElderry, granddaughter of long time former board member Alfred Proffit donated several items (letters, school records, etc.) that she found in her home to the township. Clerk recommended that we get permission from the voters at the 2016

Annual Meeting to donate them to the Pine County Historical Society where a special section on Cloverton will be established.

  • Pine County Township Officers Meeting- Oct. 24- 9am- Hinckley.
  • MAT is offering a New Officers Training session at Spring Short Courses. Townships will be reimbursed $50 fee for anyone who takes it.
  • Thank-you note received from Tri-State Business Systems in Superior, WI, for township purchase of a filing cabinet.
  • All unused electronic equipment is stored in grader garage. Clerk will ask voters at the Annual Meeting for permission to take it to Best Buy for free recycling.

ZONING:

  • There are still 3 property owners who are not in compliance with the township Land Use Ordinance. Zoning administrator sent each a 2nd letter on this.

OLD BUSINESS:

  • Motion by Jason Fornengo, second by Dave Baker, to sign the 2015 Road Work order as being completed. Carried. Don Mishler reported that the class 5 dirt recently spread on McDermott Creek Road has clay in it. Dave Baker will ask the grader operator to grade it again.
  • Motion by Jason Fornengo, second by Dave Baker, to sign an Equipment Rental Lease agreement with Ron Mosser. Carried.
  • North Pine Area Hospital District Representative Fran Levings reported that the groundbreaking event is on hold until the City of Sandstone meets some final provisions with the Federal Economic Development Authority. Two entities have expressed strong interest in purchasing the current Pine Medical Center when it is vacated in 2017.

NEW BUSINESS:

  • Clerk presented the Current Property Valuation Report as prepared by MATIT. Board supervisors recommended that clerk contact them with the following change: the town hall would have a replacement valuation of $150,000.
  • Clerk distributed the annual report of the Tri-Township Disposal District. It will be filed at the town hall.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  • Dave Baker reported on the status of Creekview Lane work. He will have a walk-through with Soil & Water and BWSER on Oct. 20. If all goes well, he will request some road work from Todd Elliot Excavating before deer hunting season.
  • Ron Petroske was assured by the Board that the ruts on Kingsdale Road that he is concerned about have been addressed.
