MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING- MAY 8, 2013

Meeting called to order at 7:35 pm. by Chair Dave Fornengo.  Also present were Supervisor Ken Coveau, Treasurer Margaret Coveau and Clerk Fran Levings. Supervisor Dave Baker was absent.

Motion by Ken Coveau, second by Dave Fornengo, to approve the agenda.  Carried.

Motion by Dave Fornengo, second by Ken Coveau, to approve the minutes of the April 10, 2013 meeting.  Carried.

Motion by Ken Coveau, second by Dave Fornengo, to approve the minutes of the April 8, 2013, Board of Review and Equalization Meeting.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.(Attached to file copy of these minutes.  FUND BALANCES ARE:

General Fund- $9863.81, Road & Bridge Fund-$13807.31, Cemetery/Landscaping Fund- $230.42, Fire Protection Fund-$2347.64, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account- $1155.34, Driveways Fund-$2341.23 and CDs- $43480.68.  Motion by Dave Fornengo, second by Ken Coveau, to approve the Treasurer’s Report. Carried.

Clerk Fran Levings distributed a list of all receipts since January 1, 2013.  (Attached to  file copy of these minutes.)

Clerk Levings presented the Claims List and the Net Payroll List for approval.  Motion by Dave Fornengo, second by Ken Coveau, to pay these bills.  Carried.

CLERK’S REPORT:

  1. Special Election for CountyCommissioner for District 5 will be held on September 17.  Primary Election will be July 23.  Since NewDoseyTownship has Mail-In Voting, voters are reminded to watch for ballots in the mail.
  2. Circulated a copy of the 2012 Financial Statement of the Duxbury Volunteer Fire Department.  (Attached to file copy of these minutes). The statement showed an overall balance of $125,938.32.  Consensus was to consider re-negotiating the township contract with the Fire Department.
  3. Thank You note received from Family Pathways Senior Services.

NO ZONING REPORT

OLD BUSINESS:

  1. The discussion of  possible Internet access was tabled until the June meeting

NEW BUSINESS:

  1. May 18, 7:30pm., was set as the date for the annual road review.
  2. Motion by Ken Coveau, second by Dave Fornengo, to pass a resolution re-establishing the township has holding its own Board of Review and Equalization meeting.  Carried.
  3. Chair Fornengo circulated a copy of a price list for culverts from Land & Cabins Company.

MINUTES-NEW DOSEY TOWN BOARD MEETING-APRIL 10, 2013 

Meeting called to order at 6:30pm by Chair Dave Fornengo. Also present were Supervisor Ken Coveau, Treasurer Margaret Coveau and Clerk Fran Levings.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda. Carried.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes of the March 20, 2013, regular meeting.  Carried.

Motion by Ken Coveau, second by Dave Baker, to approve the minutes of the Board of Re-Organization meeting on March 20, 2013.  Carried.

CLERK’S REPORT:

  1. Thank-You letters received from the Old School Arts Center and the Seven-County Senior Federation for donations received as Contracts for Services.

ZONING REPORT:

  1. Planning Commission (Ed Carlin, John Fornengo, and Fran Levings) met to approve an application for a Minor Subdivision for Robert & Geraldine Doyle.  They co-own 40 acres on Doyle Lane and requested that it be subdivided into 2- 20 acre parcels.  Application was approved.
  2. Letter sent to Pine Septic Design Inc. requesting a final report on the mound system inspection on John Goodrich’s property that was done in the summer of 2012.

OLD BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to hire Margaret Coveau to mow the lawns of the town hall grounds and the cemetery at a rate of $25/hour.  Ten dollars will be paid each month for gas for the mower. Carried.

NEW BUSINESS:

  1. Chair Fornengo will research the cost of having the Internet installed in the town hall.
  2. Fran Levings and Dave Baker reported on the Pine County Township Officers meeting they attended.  Highlights of the meeting were:   (1) Sheriff Cole reported that the majority of burglaries in PineCounty are to steal prescription pain-killers.  He also reported that Broadband services are on their way to our area out here-  Eagle Head tower is going up in Duxbury. (2) Lenny Bonander spoke about the NLX train from Duluth to the Twin Cities.  The 157 mile corridor has been mapped and the environmental study has been completed.  (3) Curt Nelson spoke against the Hospital District- some townships are trying to withdraw their membership.  (4) Gene Winn, DNR, said the major problem facing them now is Aquatic Invasive Species (5) Rick Oleseen, representative for Congressman Rich Nolan, spoke on the need to improve Hwy 70 in southern Pine County.
  3. Margaret Coveau and Fran Levings reported on the Short Courses for the Minnesota Association of Townships that they had attended- They said that our township is in compliance with all of the rules & regulations.
  4. Dave Baker reported that 2 pieces of New Dosey Township forfeited land are going on the auction block- Both are in the townsite.

MINUTES- NEW DOSEY TOWNSHIP BOARD OF REVIEW & EQUALIZATION MEETING- APRIL 8, 2013

MINUTES- NEW DOSEY TOWNSHIP BOARD OF REVIEW & EQUALIZATION  MEETING- APRIL 8, 2013

 Meeting called to order at 1pm by Vice-chair Dave Baker.  Also present were Pine County Assessor Kelly Schroeder, Township Assessor Robert Brewster, Supervisor Ken Coveau, Clerk Fran Levings, Jerry Hanson and Mike Hanson.

Ms. Schroeder explained that the purpose of the meeting is to discuss 2014 assessed values for property and structures.  She said that values in the township have decreased @5%.

(1) Jerry Hanson expressed concerns about his home in the Townsite of Kingsdale- R20.5006.000.  He said he had bought his property back after the redemption period for $66,000.00.  He further said that his 2 decks have no railings and the sheeting on the foundation is in poor condition.  Mr. Brewster said that the re-buy prices are not in sync with evaluations.  Ms. Schroeder said that she raised the valuation by 5% county-wide on houses rated “above average” and lowered the valuation by 5% on houses rated “below average”.  Mr. Hanson’s house was rated “above average”.  She also explained the “neighborhood factor”-    valuation in the remote areas of PineCounty is reduced by 25%.  Because values in the township have decreased by 5%, Ms. Schroeder had lowered the value of Mr. Hanson’s house from $141,300 to $138,400.  Assessor’s recommendation is to reduce the value of the shed by ½ which would put it at $2900.00 for the next cycle.

Mr. Hanson also owns a cabin in the forest out of Kingsdale.  He expressed ho concerns about this valuation.

(2)    Ms. Schroeder reported on a phone conversation with property owner Robert Muehlhausen- R20.0163.000.  The property had been evaluated with “good access” when in reality the access is a walking trail.  Ms. Schroeder recommended giving part of the property a “fair” access rating and the other part a “no” access rating. This would reduce to valuation from $108,000 to $88,500.00.

Motion by Ken Coveau, second by Dave Baker, to accept the recommendations of the assessors related to Mr. Hanson’s cabin in the Townsite of Kingsdale.  Carried.

Motion by Ken Coveau, second by Dave Baker, to take no action on Mr. Hanson’s property in the forest of Kingsdale.  Carried.

Motion by Dave Baker, second by Ken Coveau, to accept the recommendation by the assessors to lower the valuation of Mr. Muehlhausen from $108,00 to $88,500.  Carried.
