MINUTES-NEW DOSEY TOWNSHIP ANNUAL MEETING-MARCH 8, 2011

Clerk Fran Levings called the meeting to order at 8:15 p.m. Also present were Wes Cemenski, Beverly Carlin, Ed Carlin, Don Mishler, Vicki Elliott, Dave Baker, Marlene Mishler, and Dave Fornengo.

The Clerk made the following announcements: (1) Coffee and treats are available. (2) The regular monthly meeting of the Board will be held on the 2nd Wednesday from now on. (3) The township has both a website and an e-mail address. (4) Thank you to Don Mishler for 9 years of service as a town supervisor and to Vicki Elliott for 4 years of service as town treasurer.

Head election judge Vicki Elliott read the results of the Board of Canvass. Wes Cemenski was elected to a 3-year term as supervisor with 11 votes and Margaret Coveau was elected to a 2-year term as treasurer with 13 votes.

Motion by Dave Baker, second by Fran Levings, to nominate Ed Carlin as moderator of the meeting. Carried.

Motion by Dave Baker, second by Vicki Elliott, to approve the agenda for the meeting. Carried.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes for the March 9. 2010, annual meeting. Carried.

Motion by Wes Cemenski, second by Vicki Elliott, to approve the minutes of the Oct. 4, 2010, special town meeting. Carried.

Motion by Dave Fornengo, second by Wes Cemenski, to approve the Board of Audit report of Feb. 13, 2011. Carried.

Treasurer Vicki Elliott distributed copies of all receipts and disbursements of the township for 2010. Motion by Fran Levings, second by Wes Cemenski, to approve the Treasurer’s Report. Carried.

Chair Dave Fornengo reported that all roads had been finished in the roadside brushing project and he distributed copies of the 2010 road work order. With the exception of gravel on Green Pine Lane, all of the required work was completed by the contractors. Motion by Dave Baker, second by Wes Cemenski, to accept the Chair’s report. Carried.

Vice-chair Dave Baker reported that the township can get a solar tracker from Pine County for pursuing an alternative energy project. Dave Fornengo said the labor for a solar program could be donated and it would be better to buy locally and get better technical support for the project. Moderator Carlin asked for a show-of-hands vote on whether or not to proceed with the solar panels project. The vote was unanimous to do so. Vice-chair Baker then reported that the current status of the cartway process is that wetlands mitigator Mike Kohn will send the township his report and we will proceed from there. Motion by Vicki Elliott, second by Fran Levings, to accept the v ice-chair’s report. Carried.

Clerk Fran Levings distributed copies of the 2011 township budget. She reported that a total of $715. 22 was spent on elections in 2010 under Mail-in Voting which was excellent in that there were 3 elections in 2010. She also reported on the Perpetual Care program for the cemetery/landscaping fund. Total receipts for 2010 were $1083.44 and expenses were $815.19. The fund is self-sustaining. Motion by Beverly Carlin, second by Vicki Elliott, to accept the Clerk’s report. Carried.

Motion by Fran Levings, second by Vicki Elliott, to keep the 2012 levy the same as 2011. Carried. Discussion of request by Duxbury Volunteer Fire Department to raise the township dues from $3500/year to $4500 year resulted in Chair Fornengo volunteering to try to get more specifics on how the extra money would be used.

Zoning Administrator Fran Levings reported that 8 Land Use permits were issued in 2010. Motion by Ed Carlin, second by Don Mishler, to appoint John Fornengo, to fill the seat created on the Planning Commission by the death of Al Wolf. Carried.

Fran Levings distributed copies of the pay schedule and made the motion that we leave the wages and salaries as they now are. Second by Beverly Carlin. Carried.

Motion by Dave Baker, second by Wes Cemenski, to NOT change the Plowing Private Drives policy. Carried. Chair Fornengo said he would have the supervisors authorize the clerk to notify property owners on Little Ox Creek Road as to the process of making it a town road if they desire.

Motion by Fran Levings, second by Dave Baker, to donate $150 each to Family Pathways Senior Services and the Seven County Senior Federation to contract for services for 2011. Carried.

Motion by Dave Fornengo, second by Wes Cemenski, to contract with the Duxbury Volunteer Fire Department for another year. Carried.

Chair Fornengo said he would contact Jason Fornengo to see if he wants the lawnmowing job and, if not, it will be given to Wes Cemenski.

Motion by Vicki Elliott, second by Dave Baker, to continue to use the First National Bank of the North as the township depository. Carried.

Motion by Dave Baker, second by Vicki Elliott, to continue to use the Pine County Courier as the township newspaper. Carried.

Ed Carlin asked if the buildings needed any repairs and Chair Fornengo said there was money in the budget to do so.

Motion by Fran Levings, second by Wes Cemenski, to set the second Tuesday, 2012 as the date for the township election and annual meeting next year. Carried.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-FEB. 14,2011

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Wes Cemenski, Todd Elliott and Jared Behm.

Motion by Dave Fornengo, second by Dave Baker, to approve the minutes of the regular meeting of January 10, 2011, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report.(Attached to file copy of these minutes).  Receipts were: Plowing Private Drives- $120.00, Property Taxes (collected through 12-31-2010)- $493.68, Interest earned- $6.64, Interest on CDs $309.61 and $169.92.  FUND BALANCES- General Fund-$1287.59, Road & Bridge Fund-$12,295.10, Cemetery/Landscaping Fund-$526.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings Fund-$7119.82 and CDs- $50,393.54.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval.  (Attached to file copy of these minutes).  Motion by Dave Baker, second by Don Mishler, to pay these bills.  Carried.

CLERK’S REPORT:
1    Clerk and Supervisor plan to attend the MAT short course at the Black Bear Resort on April 1st.

2    The bill from ECE in the amount of $230 for repairs to a  utility pole on the Sexton property was sent to MAT to be paid.

3.    The Board of Canvass for the township election must be comprised of any board members who are NOT running for re-election or serving as a judge.  Dave Fornengo, Don Mishler, and Fran Levings will be the members of the Board of Canvass this year.  The duties of this Board are to match the number of voters with the number of ballots cast and to count the ballots to see that the results are in line with the count of the head judge.

4.  Bridge Inspection Report was shown to Supervisors.

5.  Arna Township Comprehensive Plan was shown to Supervisors and will be filed at the town hall.

6.  Traffic Sign Maintenance Handbook will be filed at the town hall.

7.  Re-typed Calendar of Dates-2011- was distributed.

8.  Clerk was granted permission to store 4 tote boxes at the town hall.  She will make a donation to the Landscaping Fund.

9.  Arrowhead Transit Bus Company now runs 4 routes out to Cloverton.

NO ZONING REPORT

OLD BUSINESS:

  1. Supervisor Baker will call the Hwy. Dept to have flags put up on McDermott Creek Road.
  2. Supervisor reported that Greg Beck, County Forester, has been working with loggers to have small trees removed on Matt Lourey Road.
  3. Brief discussion with operators Wes Cemenski and Jared Behm regarding plowing and snow removal this winter.
  4. Supervisor Baker had a conversation with Mike Kohn, Wetlands Specialist, regarding his report on the Cartway delineation.  Mr. Kohn said he plans to send his report to the township soon.

NEW BUSINESS:

  1. Motion by Dave Fornengo, second by Dave Baker, to approve the agenda for the Annual Township Meeting on March 8th.   Carried.
  2. Motion by Dave Fornengo, second by Dave Baker, to pass a resolution supporting the efforts of the Pine County Board to work on bringing broadband access to this part of Pine County.  Carried.
  3. Motion by Dave Fornengo, second by Dave Baker, to approve the proposed budget as presented by Clerk Fran Levings.  Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Chair Fornengo presented a letter for the Land Stewardship Project.
  2. The Board thanked retiring Supervisor Don Mishler for 9 years of excellent service.

NOTICE OF ANNUAL MEETING AND ELECTION OF OFFFICERS

Notice is hereby given to the qualified voters of New Dosey Township, County of Pine,  State of Minnesota, that the annual Election of Officers and Annual Town Meeting will be held on Tuesday, March 8, 2011.  In case of inclement weather, the meeting and election may be postponed to the 3rd Tuesday in March.

The election hours will open from 4 p.m to 8 p.m., at which time the voters will elect :

Treasurer 2-year term

Supervisor 3-year term

The Annual Meeting will commence at 8:15 p.m. to conduct all necessary business as prescribed by law.

The Election and Annual Meeting will be held at the New Dosey Town Hall.
