FEATURED RESIDENT-APRIL 2009-DAVID WAYNE FORNENGO

Most of us who live out here in the little hamlet of Cloverton are senior citizens.  It is refreshing therefore to have some younger people around also.  One such person is a friendly, energetic and hardworking young man who lives in a beautiful new home situated back from Rutabaga Road.

David Wayne Fornengo was born on April 24, 1974 to Dave and Brenda Fornengo.  He has 2 siblings- Jennifer and Brian.  He attended the East Central Schools- kindergarten through high school.

Upon graduation from high school, Dave attended Vermillion College in Ely, Minnesota, and graduated with a degree in Law Enforcement.  We all know it is not uncommon for a person to go into an entire different line of work than what one is trained for.  Such was the case with Dave as he worked the construction trades for many years, eventually doing on-the-job training as an electrician.  He has worked for Drilling Electric since 1998.  His reputation as an outstanding electrician is known far and wide.

On his visits to his cousin Julie Forengo’s home in the Pattison Park area of Douglas County, Wisconsin, Dave met a young woman named Mandy Koski and that was it for both of them.  They were married at the Darrow Road Church up there on February 3, 2001.  During the first years of their marriage, the young couple lived in a trailer on their land while building their home.  In the spring of 2002, they moved into the lovely house.

Dave is the dad of 2 young girls-Julia is now 5 years old, while Lydia is 2.  Mandy works as a dental hygienist in Pine City.

Favorite leisure time activities for Dave include outdoor activities such as hunting and fishing.  He is also becoming more confident on the computer and enjoys that.

Dave has been on our Town Board for 3 years and has been chair for last 2 years. He runs the Board in an open-minded, fair and very capable manner.

It is a pleasure to have Dave and his family as members of our community.

MINUTES-BOARD OF RE-ORGANIZATION MEETING-NEW DOSEY TOWNSHIP

March 24, 2009

Clerk Fran Levings gave the Oath of Office to newly elected officers Dave Fornengo, 3 yr. term as Supervisor and Vicki Elliott, 2 yr. term as Treasurer.

Dave Baker nominated Dave Fornengo to be Chair for the next year.  No other nominations and Mr. Fornengo was elected chair.  Dave Fornengo nominated Dave Baker to be vice-chair.  No other nominations and Mr. Baker weas elected vice-chair for a one year term.

The Clerk reminded the Board of the following dates-  March 28- Pine County Township Association Meeting in Hinckley, April 13-Board of Review and Equalization Meeting at 1 p.m. and April 15- the next regular meeting of the Board at 7:30 p.m.

Officer signed the form of all officers to be sent to the Minnesota Association of Townshiips.

Motion by Dave Fornengo, second by Don Mishler, to accept the authorization of the electors at the Annual Meeting to lower the wage for grading and snowplowing from $20/hour to $15/hour.  Carried.

Motion by Dave Baker, second by Dave Fornengo, to lower the wage for laborers from $15/hour to $12/hour.  Carried.

Motion by Dave Baker, second by Don Mishler, to lower the wage for Supervisor for each meeting by 10%.  Carried.  Supervisors will now be paid $40.50/meeting instead of $45/meeting.

Motion by Dave Fornengo, second by Dave Baker to accept the following authorizations made by the electors at the Annual Meeting:  Lower mileage rate from 47.50cents/mile to 35cents/mile, charge a rental fee of $25 for use of the town hall (this does NOT apply to community groups), raise the “filing for office” fee from $2 to $5, and purchase a new lawnmower for less than $200.  Carried.

Consensus was that since this meeting lasted less than 1 hour, supervisors, clerk and treasurer would not get paid for attending it.

The clerk gave the price of cemetery lots since it had been asked for.  1 lot is $400, 1 grave is $100, 2 urns may be buried in one grave, and the Cloverton Cemetery is now a designated “green” cemetery.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-MARCH 9, 2009

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Jason Fornengo, and Todd Elliott.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular meeting of Feb. 9, 2009, as printed.  Carried.

Treasurer Vicki Elliott presented the treasurer’s report (Attached to file  copy) .  Dave Baker pointed out that the investment balance should be $47,007.57, not $74,029.00.

Motion by Dave Fornengo, second by Dave Baker to approve the treasurer’s report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Employee Payroll list for approval.  (Attached to file copy).  Motion by Dave Fornengo, second by Don Mishler, to pay these bills. Carried.

CLERK’S REPORT:

1.      Circulated flyer from East Central Solid Waste Commission regarding a drop-off day.

2.      Presented a status report on the PROFFIT-HANSON CARTWAY petition.  She is in the process of writing up the first part of the Cartway Order-that which deals with the decision and the findings of facts of the supervisors.  Clerk will schedule a mitigation walk-through and plan in the 2nd part of April with Jim Warren, Wetlands Specialist and Supervisor Baker.  The plan will then be sent to the Pine County Soil & Water District for input, modifications, and approval.  The next step will be to schedule an appraiser. Once an appraisal has been conducted, the public hearing will be called to award damages.  When damages have been paid, the cartway order will be recorded in the Pine County Recorder’s office.

3.      Presented the agenda for the Annual Meeting.

4.      Change date of Board of Re-Organization meeting to March 24, 2009, 7:30 p.m.

5.      Gave Bridge Inspection to Supervisors.  Don Mishler and Dave  Baker will fix the minor concerns suggested.

6.      Pine County Township Ass’n Meeting- March 28, Hinckley, 9:30 a.m.

7.      The treasurer and clerk each donated an ink cartridge to the township.

ZONING REPORT:

1.      6 residents in our township have Home Occupations-  Al Wolf, Wes Cemenski, Ken Coveau, Jason Forengo, Dave Baker and Cheryl Fornengo.

OLD BUSINESS:

1.      Clerk reported that the proposed legislation written by Supervisor Baker mandating that an old, “presumed abandoned” town road that has been used by the public be considered a public cartway has been adopted by the Minnesota Asssociation of Townships as one of 2 bills they will lobby for this legislative session.

2.      Supervisor Baker made a strong case for asking the electors at the annual town meeting to raise the levy for 2010.

NEW BUSINESS:

1.      The treasurer and the chair will try to attend Short Course training sessions sponsored by the Minnesota Association of Townships this month.

2.      Chair Fornengo had several mailings that he shared with the board.

ANTHING ELSE TO COME BEFORE THE BOARD:

1.      Supervisor Baker asked why the township is plowing a private road- Little Ox Creek Drive.  Supervisor Mishler replied that it is treated like a driveway because residents owning property on the road have paid to have their drives plowed.
