MINUTES- NEW DOSEY TOWNSHIP ANNUAL MEETING- MARCH 13, 2018
Meeting called to order at 8:15 pm by Clerk Fran Levings. She welcomed the group, mentioned that treats were available and announced a reception honoring Ed Carlin and Al Holter on April 8 at 3pm.
Motion by Jason Fornengo, second by Beverly Carlin, to approve the Agenda. Carried.
Head Clerk Beverly Carlin read the results of the Board of Canvass. Dave Fornengo was re-elected to a 3-year term as Supervisor and Fran Levings was re-elected to a 2-year term as Clerk. Questions # 1 and 2- Should the Clerk and Treasurer positions be combined and should this new position then be appointed were both defeated.
Motion by Dave Baker, second by Beverly Carlin, to have Robin Fornengo serve as Moderator for the meeting. Carried.
Motion by Ron Mosser, second by Jan Streiff, to approve the Minutes of the 2017 Annual Meeting. Carried.
Motion by Jan Streiff, second by Mandy Fornengo, to approve the Minutes of the Informational Town Meeting on December 2, 2017. Carried.
Motion by Beverly Carlin, second by Dave Baker, to approve the Board of Audit report. Carried.
Chair Dave Fornengo began the Chair’s Report by explaining the 2017 Road Work Order. Ron Mosser inquired as to if a contractor does not complete work assigned, should someone else be allowed to bid on that work? Chair Fornengo replied that Hopkins Sand & Gravel had been asked about the job, but the Board felt they were too expensive. Dave Baker reported that many townships had road problems in 2017 due to the amount of rainfall. Chair Fornengo continued his report by saying that the Board had purchased culverts this year and also had the town hall re-sided. Motion by Ron Mosser, second by Jan Streiff, to accept the Chair’s report. Carried.
Clerk Fran Levings reported that she attends many workshops, meetings and seminars each year. She said they are very beneficial to her job performance. She highlighted such seminars as the MAT Short Courses, the District 7 MAT annual meeting, Pine County Township Officers meetings, Pine County Board special meetings with township officers. She was especially impressed with what she has learned at 2 seminars- one of Aggregate Mining and another on Boardband. Motion by Jan Streiff, second by Beverly Carlin, to accept the Clerk’s Report. Carried.
Treasurer Mandy Fornengo presented the Annual Treasurer’s Report. She also distributed copies of the 2018 budget as approved by the Board in February. Ron Mosser made a motion to put some of the Driveways Fund money in a CD that could earn interest, but when Dave Fornengo said the rates are very low, Mr . Mosser withdrew his motion. Motion by Beverly Carlin, second by Fran Levings, to approve the Treasurer’s Report. Carried.
Zoning Officer Fran Levings reported that 16 Land Use Permits and 2 Septic Permits were granted in 2017. Motion by Dave Baker, second by Beverly Carlin, to approve the Zoning Report. Carried.
Dave Baker reported on the Tri-Township Disposal District. He said they lowered the tax rate and since they cannot get a trade-in for the truck, they are purchasing a new one. Motion by Fran Levings, second by Mary Mosser, to approve the Disposal District report. Carried.
Fran Levings reported on the North Pine Area Hospital District. She distributed the latest copy of their newsletter. The district is working with Essentia Hospital to build a new EMT gararge. She is chairing a sub-committee on efforts to bring mental health services to the area. Motion by Jan Streiff, second by Mandy Fornengo, to approve the NPAHD report. Carried.
Motion by Fran Levings, second by Ron Mosser, to raise the pay for Deputy Clerk from $40/meeting to $50/meeting, the pay for Supervisors from $75/meeting to $100/meeting and the pay for plowing private drives from $20/hour to $25/hour. Carried.
Motion by Fran Levings, second by Beverly Carlin, to NOT authorize any changes to the levy. Carried.
Motion by Fran Levings, second by Jan Streiff, to enter into a Contract for Services in the amount of $250 with the following non-profit groups- Family Pathways, Pine County History Museum, Old School Arts Center and the 7-County Senior Federation. Carried.
When the floor was opened to “General Items of Concern”, Ron Mosser inquired about roadside brushing and Dave Fornengo expressed concerns with the quality of the brushing this year. Motion by Ron Mosser, second by Mary Mosser, to hire someone other than Blaine Township to clear brush on McDermott Creek Road this year. Carried.
Motion by Fran Levings, second by Beverly Carlin, to continue to use Northview Bank as the township depository. Carried.
Motion by Beverly Carlin, second by Ron Mosser, to have all township legal and public notices published in the Pine County Courier, the Askov American and the Evergreen. Carried.
Motion by Fran Levings, second by Beverly Carlin, to set the 2nd Tuesday in March, 2019 as the date for the next Annual Meeting. Carried.
Motion by Jan Streiff, second by Dave Baker, to adjourn. Carried.
