MINUTES-NEW DOSEY TOWNSHIP REGULAR TOWN BOARD MEETING- DECEMBER 9, 2014

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo, Clerk Fran Levings and Deputy Clerk Mandy Fornengo. Absent was Treasurer Margaret Coveau.
Motion by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Clerk explained that this report is for the month of November, 2014 and since then, we have received the 2nd half of the property taxes which will bring the Road & Bridge Fund back into the black. CLERK’S REPORT:

Clerk will record North Pine Area Hospital District Resolution with Pine County. One of the housekeepers has requested that the Board

One of the housekeepers has requested that the Board consider purchasing new toilets. Chair Fornengo responded that he will see about purchasing flush valves, install them and get the “wiggle” fixed.

ZONING REPORT:

Interim Zoning Administrator notified Pine County Soil & Water that 4 persons are interested in attending wetlands workshop if one is scheduled.

The Board set February 7 at 10am as the date for the Public Hearing for the Township Sub-surface Sewage Treatment ordinance. Clerk will get legal notices in the newspaper and on the website and post notices also. She must send a copy of the ordinance to the Minnesota Pollution Control Agency along with a checklist by January 7. Once the Ordinance is adopted by the Board, a summary of the ordinance must be published, then the ordinance must be recorded with Pine County.

OLD BUSINESS:

Two laptop computers (one each for clerk and treasurer) and a printer have been purchased from Cybert PC. CTAS 8 will then be installed on both computers. Chair Fornengo will assist the clerk and treasurer in “migrating” Discussion then centered on whether we should purchase a landline phone or a cell phone for the Internet connection that we have planned. NEW BUSINESS:

Dave Baker, Township representative to the Tri-Township Disposal District, reported on their November meeting. Their income is declining and they are not sure why that is.

ANYTHING ELSE TO COME BEFORE THE BOARD-

Snow truck operator Jason Fornengo expressed concerns about persons who have paid for plowing of private drives, but still have a locked gate. The policy was amended at the Annual Meeting to state the gated drives would no longer be plowed. Clerk was asked to notify the four persons who still have a gated driveway and remind them that it will not be plowed after the next storm unless the gate is open.The outdoor gas tank needs to be flushed before gas can be put in it.

Motion by Dave Baker, second by Dave Fornengo, to authorize Jason Fornengo, to purchase grader chains from Gus Roberts. Carried.

Dave Baker, Cloverton volunteer firefighter, reported that the Fire Department purchased a truck, had it repaired in Minneapolis, and it is now in excellent condition.

NEW DOSEY TOWNSHIP REGULAR BOARD MINUTES WEDNESDAY, NOVEMBER 12th, 2014 

Meeting called to order at 7:32pm by Vice Chair Dave Baker. Also present were Supervisors Dave Baker and Jason Fornengo, Clerk Fran Levings, and Deputy Clerk Mandy Fornengo.  Ronald Petrofske was also in attendance.  Absent was Chair David Fornengo and Treasurer Margaret Coveau.

Motion made by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

TREASURER’S REPORT:

Statement of Receipts Disbursements and Balances for September 2nd– November 8th, 2014.

  • October checking and savings interest statements have not been received as of yet
  • Snowplowing receipts – $1200.00

New Dosey Township will be receiving two more checks before the end of the year for approximately $6,000.00 each from Pine County.

CLERK’S REPORT:

  • Announcement – DNR Public Hearing – discussion on the use of herbicide spraying – Will be held on Dec. 1st at 7p.m. at the Wilma Town Hall.

ZONING REPORT:

  • SSTS Ordinance – need to set a public hearing date – Ordinance will be modeled after Pine County’s ordinance. Will discuss at the Dec 10th meeting and set up a public hearing date at that time for sometime in January so that the ordinance will be completed by February 2015.

OLD BUSINESS:

  • Road Updates – Red Maple Lane looks good and is now completed.
  • Road Work Order Sign Off – Todd Elliot confirmed that all road work for the

year has been completed – Motion by Jason Fornengo, second by Dave Baker, to sign off on work order.

  • Computer purchase – will discuss at December 10th meeting

NEW BUSINESS:

  • North Pine Area Hospital District – Clerk Levings attended the meeting on October 28th at Essentia Health in Sandstone – she attended as a person from the public and not as a representative of the township, however; Clerk Levings is thinking about filing for office as a representative for the township – Suggestion is that she would report back twice a year – once at the Annual Meeting and once at the Town Board meeting 6 months later on what she has observed and what is happening with the Hospital District – she would not be paid to go to the meetings but would like some compensation for reporting back at those two meetings – this can be discussed at the Annual Meeting. As for the Zoning Report – there is no need to report to each monthly meeting and will present a report once a year at the Annual Meeting. She does get compensated for Zoning Administrator at $240.00/year. The process of becoming a legal member of the Hospital District is as follows: a legal notice was placed in the newspaper on October 30th. On Dec 9th, if no one has filed a petition, New Dosey Township will officially be a member of the Hospital District – at that point, the original copy will be brought down to Cathy Clemmer to be recorded and a copy will be sent to the Secretary of State. The next meeting for the Hospital District will be on November 18th, 2014.
  • Pine County Township Offices Meeting – very informative and well attended – One point to be made is that Beaver Trappers do need to have a permit to trap – the township will look into appointing someone to trap beavers for next spring.
  • Supervisor Baker met with Michael Hendrix and Joe Newton regarding inadequate response time for emergency care and ambulance response for our area – Discussed various options to help decrease response time and increase medical availability for emergency situations that may arise – future meetings are being planned.
  • Resolutions – Any time a Board Member does any work for the township that IS NOT Supervisor work, we need a Conflict of Interest Resolution slip signed and attached to any claims that are submitted. (Attached to file copy of these minutes). Motion by Jason Fornengo, second by Dave Baker, to approve Conflict of Interest Resolution. Carried. 

ANYTHING ELSE BEFORE THE BOARD

  • Rocky Blvd – pit run complaints from land owners due to size of rocks on the road – the ditches are shallow and discussed the possibility of having some ditch work and Class V placed next year – will discuss at a later date
  • Snow Plow Operator – It was decided by consensus that the Snow Plow Operator would not be charged for plowing his/her own private driveway.

Meeting called to order at 7:23pm by Chair Dave Fornengo. Also present were Supervisors Jason Fornengo and Dave Baker, Clerk Fran Levings, and Deputy Clerk Mandy Fornengo.  Absent was Treasurer Margaret Coveau.

She said she deducted the cost of the new snowplow truck from the Road & Bridge Fund because the Driveways Fund would not have had enough funds to cover this expense.  She also reported that the township has two more payments coming in this year- a 2nd State Aid check and the 2nd portion of the Property Taxes. FUND BALANCES ARE: General Fund- $10023.25, Road & Bridge Fund- $25794.82, Cemetery/Landscaping Fund- $605.46, Fire Protection Fund-$8064.51, Fire Hall Fund-$125.45, Savings Account-$1158.45, Driveways- $4138.55 and CDs- $44696.71.

CLERK’S REPORT:

  1. Announcement- Pine County Township Officers Meeting- Oct. 25- 9am- Hinckley.
  2. Distributed a copy of the Annual Report of the Tri-Township Disposal District.
  3. Reminder- New Dosey Township Town Meeting- Oct. 18- 10am- for the purpose of discussing and perhaps deciding whether or not to join the North Pine Area Hospital District.
  4. CTAS 8 training was excellent- Both the Clerk and the Treasurer attened.

ZONING REPORT:

  1. Interim Zoning Administrator read a Recommendation to the Board from the Planning Commission asking the Board to adopt a Subsurface Sewage Treatment Ordinance similar to that of Pine County. Motion by Dave Fornengo, second by Jason Fornengo, to do so.  Supervisors felt that it was important to follow the wishes of the Planning Commission.  The Commissioners stated that they had read the Pine County Ordinance and were pleased with Kelly Schroeder’s (Pine County Zoning Administrator) responses to all questions and concerns at the September 10 meeting. Supervisors were advised to read the Ordinance and present any concerns at the November meeting.  The procedure then is to rescind the township’s current ordinance,  print copies of the new  Ordinance, hold a public hearing, publish the Ordinance, then record it with Pine County.

OLD BUSINESS:

  1. Road Updates- (1) Dave Baker reported that road work on Red Maple Lane should be completed this week.  No culvert was installed and Red Maple Lane is not on the list this year for roadside brushing. (2) Chair Fornengo reported that he examined the culvert on Creek View Lane and it looks OK.  He will continue to check on it.  (3) Supervisors agreed to contact a Beaver Control Trapper next spring.  (4) Dave Baker reported on logging that Deloris Schirmer was having done.
  2. Truck Replacement- Dave and Jason Fornengo will pick up a used V-Pickup from Boyer Ford Company in Minneapolis. The price is $20,000.25. ( Invoice attached to file copy of these minutes).  Voters at the March Annual Township meeting authorized this purchase.  A smaller truck will better serve the needs of our small township.  We have smaller, narrow roads. The larger truck that we had been using proved to be inefficient in time, money and overhead.  This smaller truck will be versatile and , due to ease of operation, will increase our pool of operators.
  3. Computer Purchase- With a new City Township Accounting System coming from the State Auditor’s Office in December, it is necessary for the township to purchase new laptops for both the Clerk and Treasurer. These laptops are required to have Window 7 capability.  We can purchase them and a printer from Cybert PC in Askov for @$1500.00.  Motion by Dave Baker, second by Jason Fornengo, to make this purchase.

NEW BUSINESS:

  1. Report on Township Legal Seminar sponsored by Ruppe & Couri Law Firm at Rutledge on September 27. Fran Levings reported (1) that the township should have a motion to schedule back-up snow truck operators.  Motion by Dave Baker, second by Jason Fornengo, to ask John Fornengo and Dave Fornengo, to be back-up snow truck operators.  (2) It is important to have some papers and documents under lock and key, i.e. cemetery records, personnel records.  Motion by Dave Baker, second by Jason Fornengo, to authorize an expenditure of @ $600 on this.  Carried. (3) Clerk should write the wage in all Resolutions for Conflict of Interest.  Conflict of Interest Resolutions should be passed for any Supervisor who ever does non-supervisor labor for the township. (4) All townships should have a Road Supervisor.  Motion by Jason Fornengo, second by Dave Fornengo, to appoint Dave Baker as the Township Road Supervisor, with Dave Fornengo as Deputy Road Supervisor.  Carried.
