MINUTES-NEW DOSEY TOWN BOARD- REGULAR MEETING-APRIL 8, 2015

Meeting called to order at 7:35pm by Chair Dave Fornengo. Also present were Supervisors Jason Fornengo and Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings, Pine County Emergency Preparedness Coordinator Pauline Amundsen and Pine County Attorney Reese Frederickson.

Motion by Jason Fornengo, second by Dave Baker, to approve the agenda.  Carried.

Pauline Amundson, Pine County Emergency Preparedness Coordinator, explained that the Preparedness Program was set up after the terrorist attacks of September 11, 2001.  Scenarios that this program may be dealing with include anthrax, SARS, pandemic flu, sheltering, and public communication.  Her program is a coordinated effort including the medical community, fire departments and police departments.  All counties in Minnesota have an emergency coordinator and it is usually the sheriff of the county. Some recent emergencies in Pine County include the Markville  Blowdown of 2011, the Willow River Flood of 2012, a “white powder” incident in the Pine County Courthouse and the propane shortage of 2013. Local governments are primarily responsible during an emergency situation.  The Red Cross is not required; they are volunteers. Motion by Dave Baker, second by Jason Fornengo, that New Dosey Township will participate in the Township Pilot Program of Emergency Preparedness under the auspices of Pine County. Carried.

Reese Frederickson, newly elected Pine County Attorney, introduced himself to the Board, and said he plans to attend at least one meeting of all Pine County Townships.  He outlined his main job duties as (1) criminal prosecutions (2) general counsel for all county offices and (3) advisor to the Pine County Board of Supervisors.

The Board thanked both speakers for their time and effort in driving out to our township and speaking to us.

Motion by Jason Fornengo, second by Dave Baker, to approve the minutes of the March 18, 2015, regular town board meeting.  Carried.

Motion by Jason Fornengo, second by Dave Baker, to approve the minutes of the Board of Re-Organization meeting of March 18, 2015.  Carried.

There was no monthly treasurer’s report as the Bank Statement had not arrived yet.

Clerk Fran Levings presented the Claims List & the Net Payroll List for payment. (Attached to file copy of these minutes). Motion by Dave Fornengo, second by Jason Fornengo, to pay these bills. Carried.

CLERK’S REPORT:

  • Thank-you letters received from the Seven-County Senior Federation and Family Pathways Senior Services for donations made.
  • Letter from Centurylink requesting info on plans for road construction.
  • Letter from the Land Stewardship Program saying no bill in legislature this year to eliminate townships.
  • Summer Short Course- June 5- Carlton- Clerk will call Board members in early  May so we can meet the early registration price.
  • Letter sent to Methven Funeral Home informing them that one cemetery lot is now $500.
  • Webmaster Glen Williamson will meet with the Clerk & Treasurer on May 17 to help with the CTAS migration.

ZONING REPORT:

  • Permit application sent to Telecom for any work they may do on a town road. Zoning administrator and Supervisor Baker drafted the permit.
  • Wetlands Training reported on by Zoning Administrator & Supervisor Baker.

OLD BUSINESS:

  • Road Review confirmed for April 11th.
  • Chair Fornengo reported that he sent an email to the newly-elected sheriff Jeff Nelson, newly-elected State Representative Jason Rarick, County Board representative Matt Ludwig and newly-elected Pine County Attorney Reese Frederickson inviting them to attend a meeting of ours.

NEW BUSINESS:

  • Meeting Reports:
  1. Pine County Township  Officers- Highlights: Will be working on Zoning, boat owners will eventually have to take an on-line course
  2. MAT Short Course- Excellent workshop on Workers Compensation report, info on legislation pending affecting townships, more info on new CTAS.
  3. NPAHD- 5 contracts were signed with businesses that will be part of the construction and set-up of the new hospital campus in Sandstone.

ANYTHING ELSE TO COME BEFORE THE BOARD?  Discussion among supervisors about the status of the snow plow truck.  The truck will be used for the Road Review.

Meeting called to order at 7:45pm by Chair Dave Fornengo.  Also present were Supervisors Jason Fornengo and Dave Baker, Treasurer Mandy Fornengo and Clerk Fran Levings.

Motion by Dave Baker, second by Jason Fornengo, to approve the Agenda.  Carried.

Motion by Dave Baker, second by Jason Fornengo, to approve the minutes of the February 11, 2015 meeting of the Board.  Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report (Attached to file copy of these minutes)

CLERK’S ANNOUNCEMENTS:

  • Dates to remember- March 28- Pine County Township  Officers Meeting-  Hinckley-9am April 3- MAT Short Course- Carlton- 9am, April 7- Board of Review- 11am- Town Hall.
  • East Central Energy has increased their rates (attached).
  • Letter for State Representative Jason Rarick offering to attend a town board meeting during the summer.

ZONING REPORT:

  • Wetlands Training- March 23- Sandstone- 1pm.
  • Distributed copies of duties of the SSTS coordinator.  Consensus was the Dave Fornengo would be the administrator with support for the other 2 supervisors

OLD BUSINESS:

  • Chair Fornengo explained the 3 options offered for Internet Connectivity and consensus was to select Option 3- a  land line phone with internet connection. He will pick up the devices & install them in the town hall.

NEW BUSINESS:

  • April 11 was selected as the date for the annual road review.  Supervisors will meet at the town hall at 8am.
  • Motion by Jason Fornengo, second by Dave Baker, to hire Mandy Fornengo, as the Town Hall Housekeeper at a rate of $20/hour.  Carried
  • Chair Fornengo announced that he has invited Pauline Amundson to speak on Emergency Preparedness at the April Town Board meeting.
  • Meeting Reports- NPAHD  by Fran Levings and Dave Fornengo,  Mr. Fornengo said that the board had received a lengthy letter from the District explaining its position on the criticisms of the city of Hinckley.  A list of all representatives to the District Board was included.  Levings distributed copies of the draft of the Health Care Campus.
  • Letter from East Central Energy explaining their upcoming roadside brushing plan.
  • Letter from a Telecom  Company requesting a copy of any permit application needed in order for them to  do  work in our township.  Clerk Levings will respond to the letter.

MINUTES- NEW DOSEY TOWN BOARD MEETING- FEBRUARY 11, 2015

Meeting called to order at 7:30pm by Chair Dave Fornengo.  Also present were Supervisor Dave Baker, Clerk Fran Levings and Deputy Clerk Mandy Fornengo. Absent Supervisor Jason Fornengo and Treasurer Margaret Coveau.

Motion by Dave Fornengo, second by Dave Baker, to approve the agenda with the addition of Bridge Inspection Report under New Business.  Carried.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the January 14, 2015, meeting.  Carried.

Clerk Fran Levings presented the Treasurer’s Report as prepared by Treasurer Margaret Coveau (attached to file copy of these minutes). Fund Balances are:

CLERK’S REPORT:

  • Reminder- Annual Electiion & Meeting- March 10. Voting from 4-8pm and Annual Meeting will begin at @ 8:15pm.
  • Motion to appoint Jason Fornengo, Marlene & Don Mishler to serve on the Board of Canvass by Dave Baker, second by Dave Fornengo.
  • Motion by Dave Fornengo, second by Dave Baker, to have the township join the Land Stewardship Program with dues at $35/year.   This group is working to not allow townships to be discontinued in the state of Minnesota.
  • No one from our Board is available to attend the Disaster Management Course in Cambridge on March 11-12.
  • Clerk announced that she had sent a letter to Cybert PC with a Tax Exempt form and still has not received an invoice for the computer/printer.
  • Brian Fornengo will repair the toilet in the men’s bathroom and Don Mishler fixed the women’s toilet.
  • The Board of Review will be held on April 6-11am. Supervisors Dave Fornengo and Dave Baker do not need to be re-trained until 2017.  At least 2 supervisors must attend the Board of Review meeting in order to have a quorum.

OLD BUSINESS:

  • Chair Fornengo is still working with AT&T on Internet connections.
  • Motion by Dave Baker, second by Dave Fornengo, to adopt the SSTS Ordinance drawn up by Dave Fornengo and Fran Levings.

NEW BUSINESS:

  • Motion by Dave Fornengo, second by Dave Baker, to accept the proposed budget as drawn up by Fran Levings and Mandy Fornengo.

Carried.

  • Motion by Dave Fornengo, second by Dave Baker, to accept the proposed wage increases as drawn up by Fran Levings and Mandy Fornengo and to put this proposal before the voters at the Annual Meeting on March 10th. Carried.
  • MEETING REPORTS-
    • Duxbury Volunteer Fire Department- Dave Baker distributed copies of their annual financial report. (Attached to file copy of these minutes_
    • Tri-Township Disposal District- Dave Baker reported that things are going along- business as usual.
    • North Pine Area Hospital District- The district is on track with its budget so far this year. The district will respond to the letter sent by City of Hinckley to all participating townships. A Long Term Care committee was formed to deal with getting a program in Sandstone as part of the new Health Care Campus- off-site.
  • The Bridge Inspection report was discussed and will be filed.
  • Dave Baker reported that all cemetery deeds must be recorded. Cemetery concerns will be on the agenda for the Annual Meeting.
