MINUTES- REGULAR MEETING- NEW DOSEY TOWN BOARD- DECEMBER 11,2013

Meeting called to order at 7:30 pm. by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Clerk Fran Levings, and Jason Fornengo. Absent were Supervisor Ken Coveau and Treasurer Margaret Coveau.

Motion by Dave Fornengo, second by Dave Baker, to approve the agenda.  Carried.

Motion by Dave Fornengo, second by Dave Baker, to approve the minutes of the November 13, 2013, meeting of the Board.  Carried.

Clerk Fran Levings presented the Treasurer’s Report as prepared by Treasurer Margaret Coveau (Attached to file copy of these minutes).  FUND BALANCES are: General Fund- $13,919.41, Road & Bridge Fund- $23,089.61, Cemetery/Landscaping Fund- $553.13, Fire Protection Fund- $2,869.40, Fire Hall Fund- $125.45, Cartway Fund- $89.15, Savings Account- $1,156.60, Driveways Fund- $4,060.30 and CDs- $44,182.44.

Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List & the Net Payroll List for approval.  (Attached to file copy of these minutes).  Motion by Dave Fornengo, second by Dave Baker, to pay these bills.  Carried.

ZONING REPORT:

The following property owners have applied for and received Land Use Permits:

OLD BUSINESS:

  1. Clerk sent letter to Ron Osladil, Chair, North Pine Area Hospital District, inviting him to attend either the January or February, 2014, meeting. 

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to hire Jason Fornengo both as an employee and as a contractor to do the snowplowing for the township this winter. Carried.
  2. Discussion of snowplowing issues- The truck is at Ziegler in Duluth for repairs. Question raised about the feasibility of keeping the truck or selling it and purchasing a pickup with a plow.  Consensus was to continue with the truck for this plowing season. Chair Fornengo will research the price of purchasing a pick-up truck.
  3. Discussion of the possibility of heating and re-furbishing to grader garage in order to use it for other things in addition to storing the grader.
  4. Supervisor Baker reported that he had gotten a request to have Bee Hive Lane ( a minimum maintenance road) plowed.  He said he would call Mr. Rehberger.
  5. A Kingsdale resident has some used culverts he is willing to sell to the township.  Consensus was to use only new culverts.
  6. Supervisor Baker reported that he had met with an employee of  Tri-State

Lumber, Trego, and Mike Miller, Pine County Forester, to examine Creek View Lane with the idea the Tri-State Lumber would be logging on County land at the end of it this winter.

7.  Clerk Levings announced that the dates for filing for office are from Dec. 31 to January 14, 2014.

ANYTHING ELSE TO COME BEFORE THE BOARD:

.1.  Chair Fornengo reported on an email from the Chair of the Blaine Township Board, Wisconsin, regarding roadside brushing.  He offered to send us a contract.  Along this line, it was suggested to perhaps have TNT Logging Company clear the right-of-way of Doyle Lane.

MINUTES-REGULAR TOWN BOARD MEETING- NOVEMBER 13, 2013

Meeting called to order at 7:30pm by Chair Dave Fornengo.  Also present were Supervisors Ken Coveau and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings and Calen Miritello-Baugh and Tammy Knox.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes of the October 9, 2013 meeting.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s report.  (Attached to file copy of these minutes).  FUND BALANCES ARE:  General Fund-$9,450.10, Road & Bridge Fund- $14,569.66, Cemetery/Landscaping Fund- ($192.48), Fire Protection Fund- $5,579.18, Fire Hall Fund- $125.45, Cartway Fund- 89.15, Savings Account- $1,156.50, Driveways Fund- $3,980.30 and CDs- $44,182.44.  Motion by Dave Fornengo, second by Ken Coveau, to approve the Treasurer’s report.  Carried.

CLERK’S REPORT:

  1. The up-to-date printout of all property owners in the township is extremely valuable because the names are listed alphabetically and not by parcel number.
  2. Clerk displayed a sample of the grave markers purchased by Al Holter which will be used on those graves that are currently unmarked in our cemetery.
  3. Clerk presented the Annual Report of the Tri-Township Disposal District and said it will be filed.
  4. March 11, 2013 is the township election of officers.  Supervisor for a 3-year term and clerk for a 2-year term are the offices to be elected.
  5. The Cloverton Garden Club made $743 at its Hunter’s Stew.  This money will be donated to the Cemetery/Landscaping Fund of the township. 

ZONING REPORT:

  1. The township assessor informed the Zoning Administrator that 10 constructions of some sort were done on properties in our township and none of these property owners had obtained a Land Use Permit.  The clerk has sent letters to or had phone conversations with all of them. 

OLD BUSINESS:

  1. Chair Fornengo will work on an internet installation at the town hall when he gets the time.
  2. Supervisors examined the 2013 Road Work order and signed it stating the required road work had been done. 

NEW BUSINESS:

  1. Chair Fornengo presented a letter to the township regarding the appearance of a conflict of interest with our Septic Inspector and a person who installs septic systems.  Consensus was to ask other townships what their experience has been and take no action until we have further information.
  2. Chair Fornengo presented a letter from the Sheriff’s office announcing a training for anyone interested in being the emergency contact person for our township.
  3. Letter from Ron Oslidil, chair of the Hospital District asking for the township to consider joining this organization.  Clerk was authorized to invite Mr. Oslidil to a future meeting to speak for the District and to address questions.The Board will consider putting the question before the voters at the next Annual Meeting.  If so, it will be published and posted that this will be on the agenda for the Annual Meeting.
  4. Reports- Pine County Township Officers Meeting- Supervisor Baker reported on the PILT tax distribution and presented a handout of what has been paid to each township in the county.  Clerk Levings reported that the state legislature authorized the largest increase for education spending in 10 years and this was the 1st time that monies for counties was increased in 10 years- this money is intended for property tax relief.  A wheelage tax is coming in the form of an extra $10 on vehicle license renewal.  

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Pine County Land Commissioner Greg Beck has informed the township that there is still $600 left in the $5000 account to on the Matt Lourey Trail.
  2. Supervisor Baker reported that the road dispute regarding the ¼ mile road south of Pine County 32 close to the State Line Road has not been settled.  He met informally with property owners at the Hunter’s Stew and advised them that if they cannot work out an easement, the matter will be placed on the agenda for the Annual Meeting in March.
  3. Letter from a property owner on the Minimum Maintenance section of Loggers Lane praising the township for work done on the road this year was read.

Meeting called to order at 7:30pm by vice-chair Dave Baker.  Also present were Supervisor Ken Coveau, Treasurer Margaret Coveau, and Clerk Fran Levings. Chair Dave Fornengo was absent.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Dave Baker, second by Ken Coveau, to approve the minutes of the regular meeting of Sept. 11, 2013.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report. CLERK’S REPORT:

  1. The 2013 Road Certification Report has been completed and returned to the Pine County Land Department.
  2. Announcement of Pine County Township Officers meeting on Oct. 26 at 9am in Hinckley.
  3. A new order has been placed to keep the township on CTAS.
  4. Letter sent to cartway petitioners that mitigation credits must be purchased by July 2014 or the mitigation process will have to be done again.

ZONING REPORT:

  1. Land Use permit # 102 issued to Ron Mosser for a pole barn.
  2. Land Use permit # 103 issued to Dan Lokken for a deck.

OLD BUSINESS:

  1. Chair Fornengo is still working on getting an Internet connection for our town hall.
  2. Bridge repair will be done soon.

NEW BUSINESS:

  1. Dave Baker explained that the County road crew had inadvertently used @1200 yards.of township gravel and plans to repay us for it.
  1. Mike Leckl, Tri-State Lumber had a conversation with Dave Baker about doing some logging on Creek View Lane.  Motion by Ken Coveau, second by Dave Baker, that a bond of $1500 be posted to cover any road damage.  Carried.
  1. Beaver problem on Rocky Boulevard. will not be dealt with at this time.
  1. Motion by Ken Coveau, second by Dave Baker, to have Al Holter purchase grave markers for the unmarked graves used by Methven Funeral Home.  Carried.
  1. Road work is completed with the exception of a culvert on Timber Ridge and covering all pit run with Class # 5 gravel on McDermott and Hay Creek roads.
