MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-MAY 11, 2011

Meeting called to order at 7:38 p.m  by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Wes Cemenski, Treasurer Margaret Coveau, Clerk Fran Levings and Deputy Clerk Robin Fornengo.

Motion by Dave Baker, second by Wes Cemenski, to approve the minutes of the regular town board meeting of April 13, 2011, as printed.  Carried.  Motion by Wes Cemenski, second by Dave Baker, to approve the minutes of the Board of Review and Equalization of April 11, 2011.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.(Copy attached to file copy of these minutes) Fund balances are:  General Fund-($314.45), Road & Bridge Fund-$8661.93, Cemetery/Landscaping- $551.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings-$7133.97 and CDs- $50,867.43.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims and Net Payroll for approval. (Copy attached to file copy of these minutes). Motion by Wes Cemenski, second by Dave Baker, to pay these bills.

CLERK’S REPORT:

1.  Reminder of dates:

May 13- Cemetery Cleanup    1 p.m.

May 14- Road Review

June 30th –MAT Short Course (Pre-register at $45

Pay at door $55.)

  1. Clerk will have Town Rental Policy ready for supervisors to approve at June meeting.
  2. Clerk is in the process of culling any old records in accordance with the MN Historical Society recommendations.
  3. Clerk is also going through the Legal Compliance Guide from MAT.
  4. Letters received from Lakes & Pines and Central Applicators.

ZONING REPORT:

  1. Zoning administrator received a copy of a Compliance Inspection regarding sewer on property being sold by a landowner on Tamarack River Road.

OLD BUSINESS:

  1. Motion by Dave Fornengo, second by Wes Cemenski, to postpone any work on dedicating Ox Creek Road as a township at this time.
  2. Regarding Matt Lourey Trail- Supervisor Baker reported on conversations he has had with the Pine County Soil & Water District, the DNR and the state Board of Water and Soil Resources. He learned that to prove that this trail is an existing town road, the township must present a map, minutes of the Matt Lourey Trail hearing, and copies of property owner’s deeds that the trail is indeed a town road providing access to their property. Joe Alberio, Trail & Waterways reiterated their commitment to providing manpower and equipment for the project.  Pine County will provide gravel.
  3. Supervisor set 7:30 a.m. as the time for the Road Review on May 14th.
  4. Supervisor Baker said that MAT informed him that the township would be covered for any road work done in Wisconsin.
  5. Supervisor Baker reported that Alternative Energy Specialist Chris Schmitt would provide consultation for our project at a cost of $75/hour.  Chair Fornengo said the most expensive part of the project will be the grid-tie component. Mr. Baker said he envisioned the project as having 2 solar panels , a grid-tie and going from there.  All 3 supervisors agreed to price components and report at the June meeting. Mr. Fornengo will inquire with East Central Energy about the rebate program.
  6. Discussion of yard damage done to homeowners during the last plowing of drives.  Supervisors will put this on the Road Review and see what needs to be done.
  7. Supervisor Baker distributed copies of the Wetlands Delineation Study.  Current status or the cartway project is to wait for the decision to be made by the Technical Evaluation Panel.

NEW BUSINESS:

  1. Motion by Dave Fornengo, second by Dave Baker, to approve the Resolution Regarding Board Member/Employee Conflict of Interest.  Carried.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD- APRIL 13, 2011

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Wes Cemenski and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings and Deputy Clerk Robin Fornengo.

Motion by Dave Baker, second by Wes Cemenski, to approve the minutes of the Board of Re-Organization Meeting of March 16, 2011, as printed.  Carried.   Motion by Dave Baker, second by Wes Cemenski, to approve the minutes of the regular meeting of the town board on March 16, 2011, as printed.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report. Clerk noticed an inaccuracy in the General Fund Balance due to incorrect coding of accounts.  Motion by Dave Baker, second by Wes Cemenski, to approve the report as amended.  (Amended copy of Treasurer’s Report is attached to file copy of these minutes). Fund balances are: General Fund- $1241.73, Road & Bridge Fund-$10,120.59, Cemetery/Landscaping Fund-$551.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings Fund-$7126.95 and CDs- $50,393.54.

CLERK’S REPORT:

  1. Thank-you notes from Family Pathways and Seven-County Seniors were presented.
  2. “Perpetual Care” donation request letters were sent on April 11th to all family members of plots in the Cloverton Cemetery.  Cemetery Clean-up will be May 13 at 1 p.m.
  3. Letter sent to Sheriff Cole’s office requesting a replacement sign for White Tail Lane.
  4. Bill sent to Arna Township for snow removal done on that portion of Hay Creek Road in their township.

NO ZONING REPORT

OLD BUSINESS:

  1. Date will be set for a meeting on Little Ox Creek Road at the May meeting with the possibility of establishing it as a town road.
  2. Supervisor Baker reported on a letter and conversation with Ron Weiland DNR, regarding the status of the Matt Lourey Trail.  Clerk replied to the letter saying that the township will be more clear as to whether it is a town road by June.
  3. May 14th was the date set for the annual Road Review.
  4. Chair Fornengo reported that he had learned from Duxbury Volunteer Fire Chief Mike McCullen that they are setting up a retirement plan with the state and will present us with a copy before annual dues payment time.

NEW BUSINESS:

  1. Supervisor Baker reported that an inventory of town road signs and a plan for implementing reflectivity of signs must be completed by January 2012.  Supervisor will work on the inventory in conjunction with the 2011 Road Review.
  2. Clerk Levings and Supervisor reported on the Pine County Township Association Meeting in Hinckley on March 26.  Mr. Baker was re-elected to a 3-year term on the Board of this group.  Items from the report include the fact that Denise Barron, Office Manager of the Sheriff’s Department is now in charge of the 911 road signs, the Commissioners all reported one efforts to work out a county budget,  Health & Human Services offices are being consolidated, Attorney Mike Couri presented a handout on an upcoming workshop, and the local DNR representative spoke about illegal trapping and trespassing.
  3. Clerk Fran Levings and Treasurer Margaret Coveau had attended the MAT short course in Carlton on April 1st.  Once again, the Open Meeting Law was emphasized. Reasons for significant motions should be included in the minutes for future reference and a comprehensive overview of Township Resolutions was given.  Ms. Coveau reported on a number of significant points regarding Conflict of Interest issues, Compliance issues, amount of money for a project to go out on bids, the mileage rate is now .51/mi.,  etc.
  4. Chair Fornengo reported on a request he has received from Douglas County, WI, Highway Department for our township to do some road work on Hwy T in Douglas County.  Mr. Baker said he would find out if our liability insurance would cover this. Consensus of the Board was the $100/hour and a fuel surcharge for this work
  5. Chair Fornengo reported on mailings from the U.S. Census Bureau and the Land Stewardship Program.

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Wes Cemenski requested a culvert on his driveway on his Timber Ridge property.  Mr. Baker said that Timber Ridge Road will be discussed on the Road Review.

  1. Mr. Cemenski requested that the grader be removed from the township park so that township equipment could be parked there.
  2. Township will take the Cloverton sign that Mr. Cemenski removed from his property.
  3. Discussion of the solar mount. Mr. Baker will have it moved to the town hall site this summer.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-MARCH 16, 2011

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Wes Cemenski, Treasurer Margaret Coveau, Clerk Fran Levings and Deputy Treasurer Vicki Elliott.

Motion by Dave Baker, second by Wes Cemenski, to approve the minutes of the regular meeting of the Board of Feb. 14, 2011, as printed. Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report. (Attached to file copy of these minutes). Fund balances were: General Fund- ($2240.11), Road & Bridge Fund-$11,568.57, Cemetery/Landscaping Fund- $526.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings Acc’t- $7126.95 and CDs-$50.393.54. Motion by Dave Baker, second by Wes Cemenski, to approve the Treasurer’s Report. Carried. Motion by Dave Baker, second by Dave Fornengo, to transfer $5000 from the Road & Bridge Fund to the General Fund. Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll list (attached to file copy of these minutes). Motion by Dave Baker, second by Wes Cemenski, to pay these bills. Carried.

CLERK’S REPORT:

1. Dates to Remember- March 26 Pine County Township Officers Mtg.

April 11- Board of Review- 1 p.m.

2. Clerk will meet with the Webmaster in April to update the Website.

NO ZONING REPORT

OLD BUSINESS

1, Consensus was to authorize the Clerk to send an informational letter to the property owners on Little Ox Creek Road explaining the procedure for the township establishing Little Ox Creek Road as a township road.

2, Wes Cemenski reported that the tree removal project went well and is completed.

NEW BUSINESS:

1. Motion by Dave Fornengo, second by Wes Cemenski, to send a letter to Robin Matthews, Pine County Surveyor, indicating that the township grants permission for Pine County to do some excavation of the right-of-way of Doyle Road. Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Dave Baker reported that he has had conversations with Mike Miller, the new DNR forester, regarding logging on the so-called Kirshberg Road.

2. Chair Fornengo will discuss the proposal of the Duxbury Volunteer Fire Department to raise the contract rates with the township with Fire Chief Mike McCullen. The township would like to see a written policy explained the use of these additional funds by the Fire Department.

3. Supervisors discussed the possibility of putting sand in the “frost boils” in the roads this spring and installing culverts so they do not heave.
