Board Meeting, July 14, 2008

MINUTES-NEW DOSEY TOWN BOARD MEETING-JULY 14, 2008

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo. Also present were supervisors Don Mishler and Dave Baker, treasurer Vicki Elliott, and clerk Fran Levings. Present in the audience were Wes Cemenski, Clint Elliott, Donald Proffit, Jerry Hanson, Cevin Chapman, John Nelson, and Todd Elliott.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of June 9,2008, as printed. Carried.

Treasurer Vicki Elliott presented the treasurer’s report. Fund balances are:

General Fund $26,432.14

Road & Bridge Fund $2894.27

Cemetery Fund $104.05

Fire Protection Fund 0.00

Fire Hall Fund $309.07

CDs $90,838.57

Motion by Dave Fornengo, second by Dave Baker, to approve the treasurer’s report. Carried.

Clerk Fran Levings presented the claims and payroll forms to be approved individually instead of as a group because the printer to the computer broke down this morning.

Motion by Dave Baker, second by Don Mishler, to pay all claims and payroll forms. Carried.

CLERK’S REPORT:

1. Reported on the need for a new printer. Motion by Dave Fornengo, second by Don Mishler, to authorize the clerk to purchase a printer from Cybert-PC. Carried.

2. Clerk took voting machine to County Auditor’s Office to be programmed for the fall elections.

3. Clerk submitted a list of election judges to be approved. The list included 2 each of Republicans, Democrats, and Independents. Motion by Dave Fornengo, second by Don Mishler, to approve Dave Baker (head judge), Helen Allen, Marlene Mishler, Dennis Sherman, Vicki Elliott, and Peggy Coveau to be judges. Carried.

4. Proposed legislation was presented to the June 9-10 meeting of MAT Legislative & Research Committee. Have not heard anything yet.

5. Clerk is registered for the Summer MAT Short Course in St. Cloud on July 18th.

6. Circulated a sheet on Ziegler Cat Auction services.

ZONING REPORT:

1. Land Use permit # 59 was issued to Ed Carlin (addition to home).

2. Certificate of Minor Subdivision issued to John Mishler to subdivide his mother’s land into 8 parcels.

OLD BUSINESS:

1. Dave Baker said the WIND METER has been installed. 2 parts are needed. Motion by Dave Fornengo, second by Don Mishler, to purchase a new operating system in necessary. Vicki Elliott said they could try using her Windows XP, then purchase one if it does not work.

2. Dave Baker reported that he has not heard back yet from Joe Alberio, Trail & Waterways personnel about work on the MUNGER TRAIL.

3. A snow plow truck from Larson Implement in Cambridge is on display in the town yard. Asking price is $29,000.00. Trade in of $3,000 was offered on our truck. Todd Elliott said the new truck would probably cut our fuel bill in half. Motion by Dave Fornengo, second by Don Mishler, to purchase the newer truck on the following contingencies- install a locking fuel cap, replace the headlight, do a grease job, fix leak on transmission and install plow frame & controls from old truck to this one. Motion carried unanimously. Payment method discussed. Treasurer will talk to the bank about cashing in a CD.

4. Motion by Dave Baker, second by Don Mishler, to hire Wes Cemenski to be the grader driver for ice & snow removal. Carried.

5. Todd Elliott indicated that he still plans to try out his brushcutter on Squib Creek Drive . Dave Baker relayed an offer from Snuffy Nelson to mow the sides of Doyle Road. Board has reservations about liability. Clerk sent letters to Tom Holt and Robert Doyle asking them to buy culverts for their driveways.

NEW BUSINESS:

1. Request from property owner Tim Gohla for a special town board meeting to facilitate a discussion of the so-called Kirchberg Road. Dave Baker explained to Don Proffit the procedure for starting a cartway petition. The first step is presenting the petition to the Board. Motion by Dave Baker, second by Don Mishler, to schedule a special town board meeting for August 4, 2008, at 1 p.m. in the town hall for the sole purpose of facilitating a discussion of the current status of the so-called Kirchberg Road. Carried.

2. Dave Fornengo reported on a need for community service opportunities in our township.

3. Motion by Dave Baker, second by Don Mishler, to pay gas receipts for lawnmower Clint Elliott. Carried.

4. Discussion of request by Arna Town Board Chair Dave Drake, for our township to do the work on the part of Hay Creek Road that is in Arna Township. Motion by Dave Baker, second by Dave Fornengo, to offer to do this road work at a rate of $100/hour. Carried.

MINUTES-NEW DOSEY TOWN BOARD MEETING-JUNE 9, 2008

Meeting called to order at 7:30 p.m. by chair Dave Fornengo. Also present were supervisors Don Mishler and Dave Baker treasurer Vicki Elliott, clerk Fran Levings, Allen Wolf and Wes Cominski.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes of the May 12th meeting as printed. Carried.

Treasurer Vicki Elliott presented the treasusrer’s report (attached to file copy). Fund balances were:

Motion by Dave Fornengo, second by Dave Baker, to accept the treasurer’s report.

Clerk Fran Levings presented the Claims List for Approval and the Net Employee Pay list. (Attached to file copy). Motion by Dave Fornengo, second by Don Mishler, to pay these bills. Carried.

CLERK’S REPORT:

1. Distributed MAT (Minnesota Ass’n of Townships) membership cards.

2. Read Thank-you note from Family Pathways.

3. Gave insurance card for truck to Don Mishelr to put in truck.

4. Said she had sent a letter requesting a refund for disposal pickup to the Joint Powers Board of the Tri-Township Disposal Board.

5. Said the IRS mileage reimbursement rate is now 50.5 cents/mile. Consensus of the Board was to leave our mileage reimbursement rate at 47.5 cents/mile.

6. Asked if we should consider reimbursing our lawn mower person Clint Elliott for gas he puts in his mower. Vicki Elliott will have more info on this at the July meeting.

ZONING REPORT:

1. Land use permit # 58 was issued to Colin Verdun who plans to construct a 10’X16′ shed on his property

2. A Planning Commission meeting will be held on June 10, 2008.

OLD BUSINESS:

1.Dave Fornengo presented a sketch of the base that the Fornengo family plans to build for the town hall bell. Motion by Dave Baker, second by Don Mishler, to pay for the materials for this base. Carried.

2. In the township search for a snowplow truck, Dave Fornengo said he had checked with Carlton County Sales and they do not have our size, but will contact us if they get something. He presented some handouts on several vehicle companies that he had found on the Internet. Dave Baker said we could cash in a CD to pay for a truck. Dave Fornengo said the Board needs to think about finding a company that will service the truck. He said he thinks the Board is committed to eventually purchasing a truck in the $15,000 to $20,000 range. The Board will continue to look for something.

3. Alternative Energy Report- Dave Baker said that a person at the Fort Folle Avon presentation suggested a combination of wind and solar for our purposes. Dave Fornengo presented an Internet handout. Allen Wolf reported on info gotten from Davis Instruments in California about wind meters.

Clerk said she will contact MAT to see if we can solicit donations to help pay for a wind meter. Motion by Dave Fornengo, second by Dave Baker, to order a Weather Wizard III from Davis Instruments at a price of approximately $378.00. The Board thanked Al Wolf for all of the work he has done on this.

4. Dave Baker presented the CULVERT list from Pine County. Dave Drake, Arna Township chair, said they do not need any culverts, and there was no response from Wilma Township. Motion by Dave Baker, second by Don Mishler, to order culverts from Johnson Fargo. Carried.

5. Dave Baker reported that he and Don Mishler has looked at possible gravel pits. Ed Carlin said he would be willing to donate gravel to the township in exchange for us putting gravel on his driveway. The 2 supervisors also looked at the County gravel pit. The County would charge $1/yard. We could go in with the County on crushing gravel. Motion by Dave Baker, second by Don Mishler, to purchase gravel from the County. Carried.

NEW BUSINESS:

1.Wes Cominski asked again about the possibility of getting a Stop sign put up on Hwy. 32 by his home. He has 2 young children and the person across the road also has a young child. Don Mishler told him that the County had told us NO. Board recommended that Mr. Cominski contact our County Board Supervisor Doug Carlson.

MINUTES-NEW DOSEY TOWN BOARD MEETING-MAY 12, 2008

Meeting called to order at 7:32 p.m. by chair Dave Fornengo. Also present were supervisors Don Mishler and Dave Baker, treasurer Vicki Elliott, clerk Fran Levings, Todd Elliott and Allen Wolf.

Motion by Dave Fornengo, second by Dave Baker to approve both the minutes of the regular April 14, 2008, meeting of the board and the minutes of the Board of Review and Equalization Meeting of April 14, 2008, as printed. Carried.

Treaurer Vicki Elliott presented the treasurer’s report (attached to file copy). Fund balances were: General Fund $29,633.85

CLERK’S ANNOUNCEMENTS:

1. Read the thank-you note from Seven County Senior Federation.

2. Circulated the newsletter from Lakes & Pines organization.

3. Circulated a handout from the MN Help Network.

4. Said that the township’s proposed legislation has been sent to the Minnesota Ass’n of Townships.

ZONING REPORT:

1. The Planning Commission approved the applications for minor-subdivisons from John Mishler and Dave Baker.

OLD BUSINESS:

1. Copies of the PROPOSED ROAD LIST for 2008 were distributed. Dave Baker, Don Mishler and Todd Elliott had done the road review on May 10th. The supervisors and Todd Elliott discussed ideas about where to purchase more pit run gravel. Ed Proffit has offered to sell pit run for $6.50/yard delivered. Todd Elliott questioned the possibility of this low price Said he has to charge $8.00/yard with a fuel surcharge. When Dave Fornengo asked whether the township has enough pit-run, Todd Elliott answered “yes”. Dave Baker asked what the quality of the pit-run was and Todd Elliott answered “good, coarse pit run”. Motion by Dave Baker, second by Don Mishler, to approve the proposed road work list for 2008 and to hire Todd Elliott Excavating to do the work. Carried.

Chair Dave Fornengo requested that Todd Elliott contact Ed Proffit if he needs help.

Dave Baker said the DNR will do all of the work on the Munger Trail if the township provides the gravel. Ed Proffit will be contacted about providing the gravel for this job .

The township needs to purchase at least 2-12′ culverts. Dave Fornengo suggested that we buy in bulk. Dave Baker volunteered to contact Arna town chair Dave Drake, to see if they need any culverts. Dave Baker was authorized to order culverts if he finds a good price.

2. Dave Fornengo said his family would build a BASE FOR THE BELL in honor of his grandfather and longtime board member Peter Fornengo. He will come to the June meeting with a plan and approximate price for board approval. Labor will be donated, but the family would like the township to pay for materials.

3. Dave Baker reported on his ALTERNATIVE ENERGY STUDY. He said that a windmill would have to be at least 240′ high to get good results. Dave Fornengo suggested buying and installing a wind meter to get the information that we need, then determine how viable a windmill might be. Allen Wolf and Dave Fornengo said they would bring information on wind indicators to the June meeting.

Dave Fornengo as an electrician had come to the town hall early for tonight’s meeting and done an energy audit. The supervisors discussed the feasibility of unplugging the refrigerator during the off-days, but decided that it would cost too much to run the power to get it up to where it would freeze when we turned it back on. Dave Fornengo suggested the possibility of replacing the water heater. The supervisors decided to turn the hot water heater off for 1 month to see if the KWHs decrease.

4. Clerk Levings presented a letter from Surplus Supplies stating that they do not have any SNOW PLOW TRUCKS for sale and they provided a MN-DOT name and number that we could contact. She has written to MN-DOT but had not yet received a reply. Dave Fornengo said he would look on the Internet and see what he could find out on an upcoming trip to Lake Vermillion.

NEW BUSINESS:

1. May 18th was set for the cleanup of the Cloverton Cemetery. Ed Proffit has dumped some black dirt there to be spread around. Don Mishler said he spent some time removing a lot of rocks.
