MINUTES-NEW DOSEY TOWN BOARD MEETING-MAY 12, 2008

Meeting called to order at 7:32 p.m. by chair Dave Fornengo. Also present were supervisors Don Mishler and Dave Baker, treasurer Vicki Elliott, clerk Fran Levings, Todd Elliott and Allen Wolf.

Motion by Dave Fornengo, second by Dave Baker to approve both the minutes of the regular April 14, 2008, meeting of the board and the minutes of the Board of Review and Equalization Meeting of April 14, 2008, as printed. Carried.

Treaurer Vicki Elliott presented the treasurer’s report (attached to file copy). Fund balances were: General Fund $29,633.85

Road & Bridge Fund $2,545.52

Cemetery Fund $221.52

Fire Hall Fund $309.07

Fire Protection Fund 0.00

CDs $90,838.57

Motion by Dave Fornengo, second by Don Mishler, to approve the report. Carried.

Clerk Fran Levings presented the Claims List for Approval and the Net Employee Pay list for approval. (Attached to file copy). Motion by Dave Baker, second by Don Mishler, to pay these bills. Carried.

CLERK’S ANNOUNCEMENTS:

1. Read the thank-you note from Seven County Senior Federation.

2. Circulated the newsletter from Lakes & Pines organization.

3. Circulated a handout from the MN Help Network.

4. Said that the township’s proposed legislation has been sent to the Minnesota Ass’n of Townships.

ZONING REPORT:

1. The Planning Commission approved the applications for minor-subdivisons from John Mishler and Dave Baker.

OLD BUSINESS:

1. Copies of the PROPOSED ROAD LIST for 2008 were distributed. Dave Baker, Don Mishler and Todd Elliott had done the road review on May 10th. The supervisors and Todd Elliott discussed ideas about where to purchase more pit run gravel. Ed Proffit has offered to sell pit run for $6.50/yard delivered. Todd Elliott questioned the possibility of this low price Said he has to charge $8.00/yard with a fuel surcharge. When Dave Fornengo asked whether the township has enough pit-run, Todd Elliott answered “yes”. Dave Baker asked what the quality of the pit-run was and Todd Elliott answered “good, coarse pit run”. Motion by Dave Baker, second by Don Mishler, to approve the proposed road work list for 2008 and to hire Todd Elliott Excavating to do the work. Carried.

Chair Dave Fornengo requested that Todd Elliott contact Ed Proffit if he needs help.

Dave Baker said the DNR will do all of the work on the Munger Trail if the township provides the gravel. Ed Proffit will be contacted about providing the gravel for this job .

The township needs to purchase at least 2-12′ culverts. Dave Fornengo suggested that we buy in bulk. Dave Baker volunteered to contact Arna town chair Dave Drake, to see if they need any culverts. Dave Baker was authorized to order culverts if he finds a good price.

2. Dave Fornengo said his family would build a BASE FOR THE BELL in honor of his grandfather and longtime board member Peter Fornengo. He will come to the June meeting with a plan and approximate price for board approval. Labor will be donated, but the family would like the township to pay for materials.

3. Dave Baker reported on his ALTERNATIVE ENERGY STUDY. He said that a windmill would have to be at least 240′ high to get good results. Dave Fornengo suggested buying and installing a wind meter to get the information that we need, then determine how viable a windmill might be. Allen Wolf and Dave Fornengo said they would bring information on wind indicators to the June meeting.

Dave Fornengo as an electrician had come to the town hall early for tonight’s meeting and done an energy audit. The supervisors discussed the feasibility of unplugging the refrigerator during the off-days, but decided that it would cost too much to run the power to get it up to where it would freeze when we turned it back on. Dave Fornengo suggested the possibility of replacing the water heater. The supervisors decided to turn the hot water heater off for 1 month to see if the KWHs decrease.

4. Clerk Levings presented a letter from Surplus Supplies stating that they do not have any SNOW PLOW TRUCKS for sale and they provided a MN-DOT name and number that we could contact. She has written to MN-DOT but had not yet received a reply. Dave Fornengo said he would look on the Internet and see what he could find out on an upcoming trip to Lake Vermillion.

NEW BUSINESS:

1. May 18th was set for the cleanup of the Cloverton Cemetery. Ed Proffit has dumped some black dirt there to be spread around. Don Mishler said he spent some time removing a lot of rocks.

Board Meeting, April 14, 2008

MINUTES-NEW DOSEY TOWN BOARD MEETING-APRIL 14, 2008

Meeting called to order at 7:31 p.m. by chair Dave Fornengo. Also present were supervisors Don Mishler and Dave Baker, treasurer Vicki Elliott, and clerk Fran Levings. Also present were Todd Elliott and Robin Poppe.

Special guest Robin Poppe, Wetlands specialist for the Pine County Soil and Water District, spoke on new rules coming out regarding wetlands. She distributed a fact sheet on the De Minimis Exemptions available. The wetland replacement ratio will go up either from 1:1 to 1:1 ½ or 1: ¼. The purpose of the new rules is to make the Soil & Water rules more in line with those of the Army Corps of Engineers. Rules on Wetland evacuation may tighten up. It is up to the landowner, not the contractor, to get authorization before changing wetlands. Contractors, however, are encouraged to not do any work that has not been authorized by Soil & Water. The application fee is now $75.00. Army Corps of Engineers has made some implausible ties between sites and waterways. Todd Elliott asked some questions about some jobs he has coming up. Don Mishler inquired about rules regarding replacing township culverts. Ms. Poppe said there is a one-page application, but if nothing is being altered, an application may not be necessary. The same applies with township ditches. Todd Elliott asked about “wetland credits”. Someone eliminating a wetland may purchase banking credits from someone who has created wetlands. An application for banking wetlands credits is available. Credits run from 30-35 cents/sq. foot.

Motion by Dave Baker, second by Don Mishler, to approve both the minutes for the regular monthly meeting of March 10, 2008, and the meeting of the Board of Re-Organization of May 20, 2008. Carried.

Clerk Fran Levings presented the Claims List for Approval and the Net Employee Pay List. Motion Dave Baker, second by Dave Forengo, to pay these claims and bills. Carried. Clerk was asked to contact other gas companies in July for competitive rates and programs.

CLERK’S ANNOUNCEMENTS:

1. Fire Departent evacuation plan was posted on the notice board by Don Mishler.

ZONING REPORT:

1. The Planning Commission met on April 2 and elected Todd Elliott chair. They also set a fee for a minor-subdivision application at $125.00.

2. Motion by Dave Fornengo, second by Don Mishler, to pass a resolution requiring the County Auditor’s office to notify the township of any certificates of minor-subdivision in our township that have not originated with the township. Carried

OLD BUSINESS:

1. Dave Baker reported on a study he is doing regarding the possibility of alternative energy for the township. He said the wind factor in this part of Minnesota is on an average of 7-9/mph and therefore not conducive to a windmill project. He suggested that perhaps solar power would be more cost-effective. He will come to the May meeting with more information. He also expressed his concern that the town hall and fire hall should not be using 400 kwh/month. Dave Fornengo said that “on demand” water heaters have some problems. He will get more information about them and he will also call East Central Energy about an energy audit of the premises. Don Mishler asked about maintenance on solar panels. Dave Baker said that rebates are available for the state. He will research them.

NEW BUSINESS:

1. Discussion of the possible need to purchase a different snowplow truck. Todd Elliott said the 2-speed in the rear end of the truck is going out. Don Mishler suggested checking the switch. He said there are other problems with the truck also. He didn’t think a trade-in would get us anything. He suggested we check with Surplus Supplies in Arden Hills to check out any vehicles they may have. Todd Elliott recommends an automatic transmission. Don Mishler said he would get the clerk a contact number for Surplus Supplies.

2. Motion by Dave Fornengo, second by Dave Baker, to hire Peggy Coveau to be the 2nd housekeeper, replacing Evelyn Johnson. Carried.

3. Dave Fornengo and his father would like to build a base for the bell in honor of Peter Fornengo. He asked supervisors to bring any ideas to the May meeting.

4. Short Course reports- Dave Baker reported on the differences between an employee and a contractor, and the coming required to have reflectorized road signs. Fran Levings reported legislation coming up and some new budget and payroll techniques that she learned about. Vicki Elliott reported on a fire department section she found worthwhile.

5. Don Mishler reported that hardly any elected officials attended the Pine County Ass’n of Townships meeting in March. There is now a Pine County deputy stationed in Sandstone.

6. Dave Baker reported that 4 property owners came to the Board of Review meeting that afternoon seeking answers and/or redress.

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Dave Baker reported that Judge James Rueter has given his ruling on the lawsuit of Hanson VS Henderson and New Dosey Township and he ruled against the plaintiff, meaning that the disputed road is not a road and the township has no authority or obligation regarding this old road.

2. May 10, 2008, was set as the date for the annual road review.

Board Meeting, March 10, 2008

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD- MAR. 10, 2008

Meeting called to order at 7:30 p.m. by vice-chair Dave Baker. Also present were supervisor Don Mishler, treasurer Vicki Elliott, and clerk Fran Levings. No one was in the audience.

Motion by Don Mishler, second by Dave Baker, to approve the minutes of the Feb. ’08 meeting. Carried.

4. Letter from Robin Poppe, Soil & Water District Director. Motion by Don Mishler, second by Dave Baker, to invite her to our April 14th meeting. Carried.

5. Letter from Central Applicators regarding roadside brush removal. No action taken.

6. Clerk presented printout of names and addresses of all township property owners.

ZONING REPORT:

1. Contract for Pine Septic Design. Motion by Dave Baker, second by Don Mishler, to contract with this company for sewer inspections and to request that copies of all paperwork regarding the township be sent to the clerk.

2. Clerk met with Dale Powers, Pine County Zoning Administrator, regarding the new state septic rules. The township will be kept in the loop on all developments regarding the county writing of its policy.

3. The township will now be doing its own minor-subdivisions. Interim zoning administrator has copies of “Application for a Minor-Subdivision” and will be getting copies of the “Certificate of Minor-Subdivision”. A new member must be elected to the Planning Commisson to fill the vacancy created by the death of Peter Fornengo. The Planning Commission must then meet to set the fee for a minor-subdivision and approve the application and certificate. Two property owners, John Mishler and Dave Baker, have already requested applications for a minor-subdivision.

4. Copy of Arna Township resolution was presented. Interim Zoning Administrator was asked to draft our own resolution requiring the county to not record any documents for New Dosey Township unless they are submitted by the township clerk or zoning administrator. We want to have a handle on all documents pertaining to our township.

OLD BUSINESS:

1. Motion by Don Mishler, second by Dave Baker, to submit the draft Snow & Ice Removal policy to the voters at the annual meeting for their review. Carried.

2. Clerk Levings reported that the lawsuit of Jerry Hanson VS Tim Henderson and the Township has gone to trial and Judge Rueter must make a decision within 90 days.

NEW BUSINESS:

1. Vicki Elliott reported that Clint Elliott, age 16, would like the lawn mowing job for 2008.

2. Motion by Dave Baker, second by Don Mishler, to approve the agenda for the Annual Meeting.

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Dave Baker spoke about the need to raise the levy for 2009. He said that he ran the numbers and in order to get gas tax monies, we need to do this.

2. Dave Baker said he is interested in doing an energy audit for the township and will ask the voters at the annual meeting to authorize him to study the feasibility of putting up a windmill at the town hall.
