MINUTES- NEW DOSEY TOWN BOARD REGULAR MEETING- JUNE 13, 2018

Meeting called to order at 7:40 pm by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo, Treasurer Mandy Fornengo, Clerk Fran Levings, Deputy Clerk Beverly Carlin and Robin Fornengo.

There was no public input.

Motion by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Motion by Jason Fornengo, second by Dave Baker, to approve the Minutes of May 9, 2018. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report and the Cash Control Statement. Motion by Dave Baker, second by Jason Fornengo to approve both. Carried.

CLERK’S REPORT:

  1. MAT Short Course- June 29- Duluth DECC.

  2. State Demographic Report-Population estimate is 72 (Clerk counts 59) and Household estimate is 36.

  3. Clerk reminded the Supervisors that they cannot discuss township among themselves. This would be a violation of the state Open Meeting Law.

ZONING REPORT:

7 Letters have been sent regarding Point of Sale Septic Compliance. 4 of the property owners have been cleared and are in compliance. Still waiting for a response from 2 landowners and one letter was returned as “undeliverable”.

OLD BUSINESS:

  1. Motion by Dave Fornengo, second by Jason Fornengo, to approve the 2018 Road Work Order. Carried. Chair Fornengo had sought bids for doing the township road work in 2018. He received one quote- that from Roberts Excavating. Motion by Dave Fornengo, second by Dave Baker, to contract with Roberts Excavating for the 2018 Road Work. Carried. The contract will specify that Roberts must notify the township when costs will exceed $24,000 so that Supervisors can decide which roads to continue doing work on. The Supervisors then prioritized the order of roads to be worked on with Hay Creek and McDermott heading the list. Clerk reminded the Supervisors that a Certificate of Insurance is also required from all contractors.

  2. Supervisor Baker reported that Don Schirmer has some road materials he is willing to sell to the township. Consensus was that the contractor will provide his own materials.

  3. Motion by Dave Baker, second by Dave Fornengo, to sell a 12’ by 30” culvert to Diana Stellmach. Carried. Under township policy, since the culvert to be replaced is on a private drive that intersects with a town road, the culvert will be installed by the township.

  4. Roadside brushing is still needed on some town roads. A 2nd request has come in from a property owner on School House Drive. Motion by Dave Baker, second by Dave Fornengo, to rent a brushing machine and hire an operator. Carried.

  5. NPAHD Report- Representative Levings reported that she is chairing a subcommittee to “explore the feasibility of a behavior treatment center in the area”. The principal and guidance counselor met with the committee recently and related some very sad stories involving students at East Central Schools .

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to approve a Conflict of Interest Resolution regarding Jason Fornengo as a Board member who is also hired to do work by the town board. Carried.

  2. Supervisor Jason Fornengo expressed concern about the water on the Kingsdale Road. Supervisor Baker responded that he had taken care of the beaver dam on that road.
