MINUTES-REGULAR MEETING-JULY 13, 2009

Meeting called to order by Chair Dave Fornengo at 7:30 p.m.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Assessor Bob Brewster, Dave Fornengo, Sr. and Todd Elliott.

Assessor Bob Brewster discussed renewal of his contract for 2010.  He said that every six years, he is required to assess the exempt parcels in the township.  New Dosey has 136 such parcels.  Only one of these has a structures on it, i.e. the town and fire halls.  Because of this increase in workload, he is therefore proposing a contract of $4438.50 as opposed to his regular contract of $2970.00.  Handout distributed by Mr. Brewster is on file with these minutes.  Motion by Dave Fornengo, second by Dave Baker, to accept a contract with Assessor Bob Brewster for 2010 in the amount of $4438.50.  Carried unanimously.

Motion by Dave Fornengo, second by Don Mishler, to approve the minutes of the regular meeting of June 10, 2009, as printed.  Carried.

Treasurer Vicki Elliott presented the treasurer’s report (attached to file copy of these minutes).  Fund balances are:  General Fund-($1643.80), Road & Bridge Fund-$15,242,63, Cemetery Fund-$318.23, Fire Protection Fund-$108.34, Fire Hall Fund-$309.07, Cartway, Proffit & Hanson-$1428.41.00 and Savings of $7,000.00.  CDs worth $47,529.54 .  Motion by Dave Fornengo, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Motion by Dave Fornengo, second by Don Mishler, to pay the claims and payroll as presented by Clerk Fran Levings.  (Attached to file copy of these minutes). Carried.

CLERK’S ANNOUNCEMENTS:

  1. August 2nd reception to honor those former residents who names have been inscribed on the township “Honor Roll” plaque.  Motion by Dave Fornengo, second by Don Mishler, to authorize the clerk to spend $100 on refreshments.  Carried.
  2. Dave Fornengo will try to find some business to provide letters for a name on the truck doors.
  3. 2010 Levy Certification was mailed in to the County Auditor.  Levy was set at the Annual Meeting for General Fund- $10,000 and Road & Bridge Fund- $30,000.

ZONING REPORT:

  1. Land Use Permits were issued to Wes Cemenski to put a mobile home on one of his lots in the town site and to Jason Mishler to construct a gazebo on his property.
  2. Mr. Mark Berg, property owner on Pine County 32 past Pine County 24 has done a MAJOR subdivision.  He is  exempt from applying for a Certificate of Minor Subdivisio from our ordinance.
  3. Todd Elliott has resigned from the Planning Commission, citing an enlarged job opportunity in the Twin Cities beginning in October.

OLD BUSINESS:

  1. Motion by Dave Fornengo, second by Don Mishler, to officially approve the Road Work Order for 2009.  Carried.
  2. Motion by Dave Fornengo, second by Dave Baker, to call a Special Meeting of the voters of the township on July 27, 2009, for the purpose of seeking authorization to open more of Creek View Lane for the township.  Carried.
  3. The Board reviewed the wind velocity results determined by the township wind meter for June ’09. Chair Fornengo said that grant monies are available to townships for energy conservation./
  4. Todd Elliot has resigned as Snow Plow driver.  Board members will ask around to find someone to fill the position.  Anyone interested may contact Board Chair Dave Fornengo.

NEW BUSINESS:

  1. Consensus of the Board was to take a membership in the Cooperative Purchasing Venture.  Chair Fornengo will register the township.
  2. Chair announced the East Central Energy will be doing roadside spraying this year.
  3. Motion by Dave Fornengo, second by Dave Baker to approve a resolution to move to Mail-In Voting for the Primary and General Elections, starting in 2010.  Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Chair Fornngo reported on a Minnesota Ass’n of Townships Short Course program that he had attended.  (a) Watch for a bill proposing to do cartways in a different manner.  MAT is opposed to these changes. (b) Watch for sewer code changes. (c) Rural speed rates are still 3-/mph, but if new signs are installed, they should say 35/mph. (d) Loans that are now on a 3-year rate may be spread over 10 years (e) Mini-trucks are becoming quite common in some townships.  (f) There is a move to change all township elections from March to November. (g) Board members need to individually sign off on having PERA deductions.
  2. Chair Fornengo said he had called TNT Logging Inc. about logging on Hay Creek Road by the cemetery.  Supervisor Mishler said he had spoken with a logger in that area that was with Carlson Logging Co.
  3. Dave Fornengo Sr. presented a donation to the “Perpetual Care” Cemetery Fund and lodged a complaint about the upkeep of the cemetery.  Supervisor Baker responded by saying that our lawn mowing person had a family crisis for 2 weeks or so and couldn’t get to his work on the cemetery.   Mr. Fornengo also said that his family still wishes to construct a bell tower in honor of Peter Fornengo. Dave Fornengo Jr. said he would design it.  The town board authorized payment for material last fall.
  4. Chair Fornengo will see about getting the chip on windshield of the truck fixed.
