MINUTES- REGULAR TOWN BOARD MEETING-NEW DOSEY TOWNSHIP-NOVEMBER 11, 2015

Meeting called to order at 7:30 pm by Chair Dave Fornengo.  Also present were Supervisor Dave Baker, Treasurer Mandy Fornengo, Clerk Fran Levings and Ron Petroske.  Absent was Supervisor Jason Fornengo.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda.  Carried.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the October 14, 2015, meeting.  Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report. (Attached to file copy of these minutes). The Fire Protection Fund has a large amount in it.  Clerk will present a copy next month of all receipts and expenses to determine if we should lower levy limit at the 2016 Annual Meeting.

Motion by Dave Baker, second by Dave Fornengo, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval.  (Attached to file copy of these minutes). Motion by Dave Baker, second by Dave Fornengo, to pay these bills.  Carried.

CLERK’S REPORT:

  • The township needs to schedule a grave digger. This person would be paid by the family of the deceased at a rate of $150 per grave.  Clerk will contact Arna Township to see who they have for this job.
  • Clerk will report on Alternative Energy KWHs used each month. Since the township inaugurated the project in October, 2011, we have used 2620 KWHs for a savings of $262.00

ZONING REPORT:

  • Land Use Permit # 129 was issued to Kelly Danielson (retroactive) for a mobile home moved onto his property.
  • Land Stewardship booklet distributed, then will be filed.

OLD BUSINESS:

  • Motion by Dave Fornengo, second by Dave Baker, to approve a Resolution authorizing the Minnesota Association of Township Insurance Trust to accept a town hall replacement price of $150,000. Carried.
  • Chair Fornengo has received new township maps to assist with the Emergency Preparedness Program. The next step will be setting up a Training Session for January, 2016. Pine County Emergency Planning Coordinator Pauline Amundsen is job-searching and recommended two other Pine County employees to take over her duties as coordinator.
  • NPAHD representative Levings reported that groundbreaking ceremony for the new hospital campus in Sandstone is on-hold until the Federal Economic Development Authority gives final approval. She also reported that two entities have expressed strong interest in purchasing the current hospital building and beds when it is vacated in 2017. F

NEW BUSINESS:

  • Clerk Levings and Supervisor Levings reported on the Pine County Township Officers meeting of Oct. 24- (1) Senator Tony Lourey reported that increased funding was authorized for long-term care, mental health programs and child protection. (2) Representative Jason Rarick reported that his focus next session will be on transportation and infrastructure. (3) Pine County Sheriff Jeff Nelson reported that he is setting up a Neighborhood Watch Program and a Canine Program. (4) Pine County Land Services Director Kelly Schroeder that the county is setting up a program for the drop-off of household hazardous waste. It will be paid by a $6 property owner’s tax. Drop-off will then not cost at the Hinckley Transfer Station. (5) MAT District 7 Director Lyle Johnson reported that it would cost billions of dollars to install statewide broadband services. The cost is $9/ft. for optical installation.

ANYTHING ELSE TO COME BEFORE THE BOARD?

  • Motion by Dave Baker, second by Dave Fornengo, to approve a contract with Town of Blaine in Wisconsin, for roadside brushing at $75/hour.
  • Dave Baker reported the review of the Creek View Lane project has been completed and approved. The approval by the Army Corps of Engineers is unofficial at this point, but expected to be official soon. Todd Elliott Excavating will haul gravel after hunting season if conditions are good enough.
  • Motion by Dave Fornengo, second by Dave Baker, to not sell the gas tank to the Duxbury Volunteer Fire Department, but continue to charge them for diesel gas used. Carried.
