MINUTES-NEW DOSEY TOWNSHIP BOARD OF REVIEW MEETING-APRIL 8, 2019

Meeting called to order at 11:10am by Chair Dave Fornengo.  Also present were Pine County Assessor Lorri Houtsma, Township Assessor Bob Brewster, Supervisor Anthony J. Fornengo, Clerk Fran Levings and Tom Gahler.  Supervisor Jason Fornengo was absent.

Property owner Tom Gahler presented his concerns.  His property identification numbers are R20.0247.000, R20.0241.000, R20.0245.000 and R20.0243.000.  His local address is 69926 Rutabaga Rd., Sandstone, MN  55072. 

Mr. Gahler’s primary concern was regarding parcel # R20.0247.000.  He had recently had it appraised by appraiser Jeff Moffet and the value of the cabin was put at $30,000.  This is considerably lower than the township assessed value.  Mr. Brewster responded that the cabin rating had changed from “Below Average” to ‘Fair”.  Ms. Houtsma wants to see the appraisal done by Jeff Moffet.   A decision will be made on the value of the cabin after the two assessors have reviewed the appraisal. 

Mr. Gahler then questioned the assessors value put on a pole shed.  Mr. Brewster explained the 4 amenities that are used to place a rating on a building- (1) electricity (2) water (3) septic and (4) driveway.  He said that Mr. Gahler’s pole shed had 3 amenities- electricity, water and driveway. He also said that a taller building gets a higher rating, thus a higher valuation.

There was also a discussion between Mr. Gahler and the 2 assessors regarding wetlands- high land versus lowland.

The two assessors then answered some questions that Chair Fornengo had regarding the assessing and review process.

Motion by Anthony J. Fornengo, second by Dave Fornengo, to accept the plan of the two assessors.  Carried (2-0).

MINUTES- NEW DOSEY TOWNSHIP BOARD OF RE-ORGANIZATION MEETING
MARCH 28, 2019- CLOVERTON TOWN HALL

Meeting called to order at 7:30 pm by Chair Dave Fornengo.   Present were Supervisor Jason Fornengo, Clerk Fran Levings, Supervisor-elect Anthony J. Fornengo and Deputy Clerk appointee Tamara Miritello.  Treasurer Mandy Fornengo was absent.

Motion by Jason Fornengo, second by Dave Fornengo, to approve the Agenda. Carried (2-0) .

Clerk Fran Levings officially appointed Tamara Miritello as Deputy Clerk for a term of one year.

Clerk Levings had Anthony J. Fornengo and Tamara Miritello take the Oath of Office.  Mr. Fornengo for a 3-year term as Supervisor and Ms. Miritello for a 1-year term as Deputy Clerk.

Motion by Jason Fornengo, second by Anthony J. Fornengo, to make Dave Fornengo Chair of the Board for one year.  Carried. (3-0).

Motion by Dave Fornengo, second by Jason Fornengo, to make Anthony J. Fornengo Vice-chair of the Board for one year.  Carried (3-0).

Clerk Levings explained very thoroughly the “Open Meeting” statute.  Supervisors were advised that they cannot discuss township business with each other except at town board meetings.  An exception can be made for emergency situations.  Supervisors can discuss township business with the clerk and/or the treasurer because those two officers do not vote at meetings.

Clerk Levings then explained her plans for the next year.  She does not plan to file for office for the 2020 township election.  She will be training Tamara Miritello.  Next December, Ms Miritello and Treasurer Mandy Fornengo will decide who will file for Clerk for the 2020 town election.  Levings said she will continue as Zoning Administrator until a decision is made regarding the Pine County Ordinance.  She will, of course, continue as township representative to the Hospital District Board- an elective position.

                                                April 10-               Regular Town Board meeting

Public Notice – Request For Road Work Proposals

NEW DOSEY TOWNSHIP
REQUEST FOR ROAD WORK PROPOSALS

Township located in eastern Pine County

Issued: April 15th, 2019

Dead Line for submissions: May 6th, 2019

Anticipated Contract Award Date: May 8th, 2019

Notification of contractor selection: May 10th, 2019

Submission must contain a schedule of fees including:

  • List of equipment per hour including operator. (make and model of equipment)
  • Per Mile cost, per yard- including loading and spreading of material on establish roadway.

Introduction:

New Dosey township has approximately 26 miles of gravel road in the township. The township will provide a detailed list of road work and contract to be completed once contractor selection has been awarded.

Insurance and Indemnification Requirements:

  1. The contractor represents and warrants:
    • The Services shall be performed in accordance with, and shall not violate, applicable laws, rules or regulations, and standard prevailing in the industry and the Contractor shall obtain all permits or permissions required to comply with such laws, rules or regulations, where applicable;
    • The Contractor will perform the services in accordance with the specifications established by the Township.
  2. The Contractor shall comply with all of the Township’s standards and procedures when working on township roads and property.
  3. The Township shall not be liable for injury or death occurring to the Contractor or any of its employees or other assistants in the course of performing this agreement.
  4. The Contractor hereby indemnifies and holds harmless the Township, its board of supervisors, employees, agents or underwriters form any damages, claims, liabilities, and costs, including reasonable attorney’s fee, or losses of any kind or nature whatsoever (“loss”) which may in any way arise from the Services performed by the Contractor hereunder, the work of employees of the Contractor while performing the Services of the Contractor hereunder, or any breach or alleged breach by Contractor of this agreement, including the warranties set forth herein. The Township shall retain control over the defense of, and any resolution or settlement relating to, such loss. The Contractor will cooperate with the Township and provide reasonable assistance in defending any such claim.
  5. The Contractor will carry applicable liability insurance relative to any service provided for the Township with limits of liability not less than $1,000,000 per Occurrence with an Aggregate limit of liability and not less than $2,000,000 during the entire term of the Agreement.
