MINUTES- PUBLIC HEARING- SSTS ORDINANCE- FEBRUARY 7, 2015 

Meeting called to order at 10am by Clerk Fran Levings.  Also present were Town  Chair Dave Fornengo,Supervisors Dave Baker and Jason Fornengo, Planning Commissioners Ed Carlin and Anthony John Fornengo, Diana Stellmach, Don Mishler, Beverly Carlin, Marlene Mishler, Mike S.

Clerk explained how the public was notified-  Legal notice in Pine Courier, postings on bulletin board and notice board, website,  and calls were made. She introduced the members of the Town Board and the Planning Commission. She said that a copy of the entire proposed Ordinance can be read on the township website and copies can be obtained from the township by calling her at 320-242-3933.

Motion by Dave Baker, second by Dave Fornengo, to appoint Beverly Carlin to be the meeting moderator.  Carried.

Zoning Administrator Fran Levings and Chair Dave Fornengo explained the background of the purpose of the SubSurface Sewage Ordinance.  The township must have an ordinance in place by February 28th of this year.  The Planning Commissioner recommended to the Board that we adapt the Pine County SSTS Ordinance as a model for our ordinance.  Pine County Zoning Administrator Kelly Schroeder attended the October meeting of the Town Board to field any questions and concerns.

Questions and comments from the public-  Dave Fornengo said the Board thought it was important for the township to have a “footprint” in the procedure and we should maintain local control over our tax dollars.  Ed Carlin asked what the rules now would be for outhouses. Dave Fornengo replied that all existing outhouses are “grandfathered in” as they are and any new construction of outhouses would need a permit from the SSTS Coordinator. Beverly Carlin asked if any current sewage systems would be inspected by the county or township.  Dave Baker responded “No” except at the point of a  sale, an inspection would be triggered. Discussion of the need to have 3-year pumping of all systems.  Dave Fornengo said he saw no need for this because we do not have a section on lots that are heavily inhabited. A general discussion of mound systems ensued. AJ Fornengo recommended that residents do not flush sanitary wipes down the toilet. Dave Baker inquired as to what would cause a public health threat.  The holding tank requirements on page 9 of the proposed Ordinance were discussed. Diana Stellmach asked if she would need to let the Township know each time she had her system pumped and was told “No”. Other parts of the proposed Ordinance that were discussed were Required Contents of a Management Plan  on page 16, Compliance Inspections on page 18 and Transfer of Properties on page 19

Motion by Dave Baker, second by AJ Fornengo, to adjourn.  Carried.  Meeting adjourned at 10:45 am.

New Dosey January 2015 Board Meeting

MINUTES-REGULAR NEW DOSEY TOWN BOARD MEETING

Meeting called to order at 7:30pm by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo and Clerk Fran Levings. Absent were Treasurer Margaret Coveau and Deputy Clerk Mandy Fornengo.

Motion by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Motion by Dave Baker, second by Jason Fornengo, to approve the minutes of the December 9, 2014, meeting. Carried.

Clerk Levings presented the Treasurer’s Report as prepared by Treasurer Margaret Coveau. (Attached to file copy of these Minutes).

Motion by Dave Fornengo, second by Jason Fornengo, to approve the Treasurer’s Report. Carried.

Clerk Levings presented the Claims List and the Net Payroll Lists for approval. (Attached to file copy of these Minutes). Motion by Dave Fornengo, second by Jason Fornengo, to pay these bills. Carried

CLERK’S REPORT:

  • Filing for township election offices is closed. Dave Fornengo is running unopposed for the 3-year term as Supervisor. Mandy Fornengo is running unopposed for the 2-year term as Treasurer and Fran Levings is running unopposed for the 2-year term as Representative to the North Pine Area Hospital District Board.
  • Motion by Dave Fornengo, second by Jason Fornengo, to appoint Beverly Carlin, Agnes Sexton and Robin Fornengo to serve as election judges and to serve as the Absentee Ballot Board for the March 10th Annual Election. Carried.
  • Update on the CTAS “migration” process- Many account numbers must be changed and the State Auditor’s Office plans to issue more update instructions in a few weeks.
  • The Clerk and Deputy Clerk will present a proposed 2015 budget to the Supervisors at the February meeting.

ZONING REPORT:

  • Reminder- Public Hearing- Feb. 7- 10am- SSTS Ordinance- The Board makes the decision on this, not the voters. The purpose of the meeting is to get input and ideas. When the Board has decided on the Ordinance, it will be published in a summary in the Pine County Courier, then recorded with the Pine County Recorder. A SSTS administrator will be appointed at the Annual Meeting.

OLD BUSINESS:

  • Internet Connection Update- It will be less expensive to purchase cell phones as opposed to a landline telephone. Chair Fornengo is still negotiating on this
  • Supervisor reported that the new State Forester Brian Allshouse had called to introduce himself. He said the DNR has a gravel pit north of Kingsdale that the township may use.

NEW BUSINESS:

  • Motion by Dave Fornengo, second by Jason Fornengo, to approve the 2015 calendar. Carried.
  • Fran Levings reported on the December meeting of the North Pine Area Hospital District Board that she attended. Arlone Township is still exploring its options for withdrawal from the District. The Board now has a website- www.PineHospitalDistrict.com The new planned Health Care Campus has a projected cost of @$20million and has 3 tenants so far- Essentia Hospital, Gateway Clinic and Thrifty White Pharmacy. The Board also has plans for community outreach. Motion by Jason Fornengo, second by Dave Fornengo, to appoint Fran Levings to be the township representative to the North Pine Area Hospital Board until the Township Election on March 10, 2015. Carried.

ANNUAL ELECTION AND MEETING

Notice is hereby given to the qualified voters of New Dosey Township that the Annual Election of Officers and Annual Town Meeting will be held March 10, 2015 in the town hall. In the event of inclement weather, the meeting will be postponed to the 3rd Tuesday of March. Election hours will be 4-8pm at which time voters will elect:
Supervisor            3-year term
Treasurer              2-year term
Representative –  North Pine Area Hospital District   2-year term

The Annual Meeting will begin at 8:15pm to conduct all necessary business as prescribed by law.
