Board of Audit was held prior to the meeting

Meeting of the Board was called to order at 7:55 by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Jason Fornengo, Treasurer Mandy Fornengo, Clerk Fran Levings and Deputy Clerk Beverly Carlin.

There was no public input. Motion by Jason Fornengo, second by Dave Baker, to approve the Agenda. Carried.

Permission granted to Zoning Officer to order a new printout of all New Dosey Township property owners.
Report on “Aggregate Mining” seminar attended by Zoning Administrator Levings and Zoning Commissioner Carlin. (1) Seminar hosted by MN DNR. (2) Purpose was to get information on Aggregate (sand & gravel) mining to local officials (3) Each American uses @10 tons of aggregates/annually. (4) It cost $635 million to build the new St. Croix Bridge. (5) There are 141,700 miles of roads in MN- 50% are gravel roads (6) Construction aggregates are used for 25% of residential construction and for 25% of commercial construction projects. Many more statistics were presented. It was stressed that any gravel pits in a township would be regulated by the town and the county governments.



Clerk Levings presented a draft of the 2018 Township Budget. After studying it, motion by Jason Fornengo, second by Dave Baker, to approve this budget. Carried.
A resolution “Designating the Cloverton Town Hall as the Official Polling Place for the Township” was passed and signed by all 3 supervisors. It will be filed in the RESOLUTIONS binder.

Clerk Levings and Deputy Clerk Carlin reported on the meeting they attended hosted by the Pine County Board of Supervisors. The topic was “Public Safety”. County Attorney Reese Frederickson explained ‘Social Host Ordinances” under which adults can be charge with a misdemeanor if an under-age drinking party is held at their home. Pine County does not have this law yet, but 109 MN cities and 25 counties do. He also stated that in 2017, 1425 cases were filed in Pine County. He further stated that crime in Pine County has decreased since 2014. Sheriff Jeff Nelson said the county has 8 full-time and 4 part time dispatchers. In 2017, there were 26,224 calls for police help (One accident on the I35 can generate over 10 calls) and 4,579 calls for medical assistance. The jail is licensed for 131 inmates and the average daily population is 92 inmates. It costs the county $100/day to house an inmate. The jail has a staff of 42 personnel. There are 31 full time and 4 part time deputies, 6 investigators and 2 K9 dogs

Clerk Levings and Deputy Clerk Carlin reported on the Broadband meeting they has attended. It was hosted by the East Central Regional Development Commission with the purpose of informing state legislators of the need for Broadband in central MN. Some statistics learned include (1) Most households use more than 250 gigabytes/month. (2) The average family now has 13 devices hooked to the Internet. (3) Many Broadband companies will not install cable unless there are 8 houses/road mile. (4) The 3 technologies that provide the Internet (Broadband) are Cellular, Satellite and Fixed Wireless. (5) Fiber cable to a home costs $4,000-$12,000 per house in a rural area (6) 70% of home buyers will NOT buy a home without good Internet service. (7) The Border-to-Border Broadband Fund for grants in now empty. Pine County Commissioner Steve Hallan has been working on this issue since 1999. He is optimistic that one of the 25 new Wireless companies may put in Internet service with no cable necessary.

Dave Baker reported that the Tri-Township Disposal District is purchasing a new garbage truck.
