MINUTES-NEW DOSEY TOWN BOARD-REGULAR MEETING-JULY 13, 2011

Meeting called to order at7:30 p.m.by Chair Dave Fornengo.  Also present were Supervisors Wes Cemenski and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings, Deputy-Clerk Robin Fornengo, Don Eddy, Jan Proffit, and Ed Proffit.

Motion by Dave Baker, second by Wes Cemenski, to approve the agenda.  Carried.

Clerk Fran Levings suggested an addition to the minutes of the regular meeting ofJune 8  2011, under Clerk’s Report, # 3, to read: “Supervisor Wes Cemenski abstained from voting on the fee for lawn mowing because he holds that contract”.  Motion by Dave Baker, second by Dave Fornengo, to approve the minutes as corrected.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.  She said that the first ½ of the property taxes had been received, but would not show up until the August report. She also reported on the CDs.  The small CD is @ 2.75% interest with a current balance of $25022.18 and the larger CD is @ 4.75% interest with a balance of $26789.85..  Fund balances are:  General Fund-($2167.92), Road & Bridge Fund-$6073.19, Cemetery/Landscaping Fund- 809.86, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$28.41, Savings Account- $7133.97 and CDs- $50,383.49. (Interest accrued on the CDs will show up on the August report)  Motion by Dave Fornengo, second by Wes Cemenski, to accept the Treasurer’s Report as printed.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval. Motion by Dave Fornengo, second by Wes Cemenski, to pay these bills.

CLERK’S REPORT:

  1. Letter sent to Unemployment Insurance-MN explaining that we have no full time employees.
  2. Resident Al Holter has some creative ideas for the township webpage. Motion by Dave Fornengo, second by Wes Cemenski, to have Mr. Holter work with the clerk on this.
  3. A report from theStateDemographicsCenterlisted the population ofNewDoseyTownshipas 74 after the 2010 census.
  4. Letter from the DNR stating that they will no longer be able to offer Roadside Prairie Planting grants.

NO ZONING REPORT

OLD BUSINESS:      1. Alternative Energy-  Supervisor Baker will contact Kris Schmid inFrederic,Wisconsin, and ask for a “spec” sheet and an outline of  his plans.

  1. Cartway Update- Pine County Soil & Water has approved the mitigation study.  Petitioners are in the process of working with Mr. Baker on a wetlands mitigation application.
  2. Matt Lourey Trail-Supervisor Baker walked the trail with Bill Alberio, Trail & Waterways Specialist, to analyze the beginning of the project as it was approved by a special town meeting last fall.  The DNR will be the Local Government Authority on the project.

4.  Road Work- Chair Fornengo will contact Todd Elliott about getting his share of theMcDermott Creek Roadwork completed so that Ed Proffit can finish the job. Resident Don Eddy offered to help with the work. Mr. Proffit also said that he will put more gravel onMcDermott Creek Roadwhere it crosses Squib Creek.  Supervisor Cemenski asked about trees on the roadway due to the recent storm.  Chair Fornengo responded that the township can cut for safety reasons.  Question raised as to who gets the wood.  Chair Fornengo will call the Arna Town Clerk because she has researched the legal information on this.

  1. Motion by Dave Fornengo, second by Wes Cemenski, to have housekeeper Marlene Mishler purchase a new kitchen sink and the township will reimburse her.  Carried.

NEW BUSINESS:     1.  Motion by Wes Cemenski, second by Dave Baker, to contract with Robert Brewster for assessment services for the next year in the amount of $2970.00 Carried.

  1. Short Course Report by Clerk Levings- Overview of ideas- Clerk should maintain a file for each employee, supervisors are exempt from open meeting law for annual road review and for any review as a group on road work done, board must unanimously pass a resolution allowing for a board member to also be a contactor and said employee must submit an affidavit with each claim for payment stating that to the best of his/her knowledge the price being charged is equal to or less than the market value for the service being provided.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Owner of property at the end ofEnnerstrom Laneshould be asked to move the gate back.  Clerk will get this person’s name and give it to Chair Fornengo.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-JUNE 8, 2011

Meeting called to order at 7:40 p.m. by Chair Dave Fornengo.  Also present were Supervisors Wes Cemenski and Dave Baker, Treasurer Margaret Coveau, Clerk Fran Levings, Deputy Clerk Robin Fornengo, Todd Elliott, Don Eddy and Ed Proffit.

Motion by Dave Baker, second by Wes Cemenski, to approve the May 11, 2011, minutes as printed.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.  (Attached to file copy of these minutes).  Fund balances are: General Fund ($771.75), Road & Bridge Fund-$8235.58, Cemetery/Landscaping Fund- $866.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund- $28.41, Savings Account-$7133.97 and CDs-$50867.43.  Motion by Dave Fornengo, second by Dave Baker to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Distributed a road sign inventory list.  Chair Fornengo is researching the method of compliance for the Sign Reflectivity Mandate.
  2. The clerk and deputy clerk will be attending the MAT short course in Carlton, MN, on June 30th.
  3. Clerk asked for clarification as to whether the lawnmowing job was to be paid via wages or contract.  Motion by Dave Fornengo, second by Dave Baker, to have mowing paid by contract at a rate of $55 f or the town hall grounds and $65 for the cemetery.  Carried.
  4. The “Perpetual Care” fund for the cemetery had donations totaling $315.00 for this year.

ZONING REPORT:

  1. Land Use Permit # 83 was granted to William Harris for the purpose of moving a mobile home onto his property.  The question of a proper setback amount was raised and the Clerk will to the necessary measuring to determine if Mr. Harris needs to move the mobile home back further from the county road.

OLD BUSINESS:

  1. Motion by Wes Cemenski, second by Dave Baker to approve the Road Work Order for 2011.  The work was then divided up and assigned to contractors Todd Elliott and Ed Proffit.
  2. Cartway Update-  Dave Baker reported that he, Robin Poppe (Pine County Soil & Water District representative) and Mike Kohn (Wetlands Mitigator specialist) walked the proposed cartway route on June 14th.  The next step is formal approval by the Pine County Soil & Water District.
  3. Matt Lourey Trail Project-  Dave Baker reported that he, Greg Beck (Pine County Forester), and Joe Alberio (Trail & Waterways specialist) will do a walk-through on June 20th to prepare for the work to be done.
  4. Discussion of the Alternative Energy Project was held over to the next meeting.
  5. Wes Cemenski reported that he had done repair work on 2 properties damaged during snow plowing.  Ed Proffit said he would repair a 3rd property.

NEW BUSINESS:

  1. Consensus was to leave the Town Rental Policy as it it.  The fee is $25 for individuals and no fee for  community groups.
  2. 2. Dave Baker will attend the Soil & Water meeting in Hinckley on June 25th.
  3. 3. A request had been made by one of the housekeepers for a new kitchen sink to be purchased by the township.  Consensus of the Board was to not do so at this time.
  4. 4. Discussion of letter for County Forester Greg Beck regarding an exchange of state and county land in New Dosey Township.
  5. 5. Letter from Robin Poppe, Pine County & Water District, offering to speak at any upcoming town meetings.
