MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING- DEC. 12, 2012

 Meeting called to order by Chair Dave Fornengo at 7:34pm.  Also present were Supervisors Ken Coveau and Dave Baker, and Clerk Fran Levings.  Absent was Treasurer Margaret Coveau.

Motion by Dave Baker, second by Ken Coveau, to approve the agenda. Carried.

Motion by Ken Coveau, second by Dave Baker, to approve the minutes of the Nov. 14, 2012, meeting.  Carried.

Treasurer Margaret Coveau had left copies for the Board of the Treasurer’s Report.  (Attached to file copy of these minutes).  Fund Balances are:  General Fund-$17513.72, Road & Bridge Fund-$30376.60, Cemetery/Landscaping Fund- $271.22, Fire Protection Fund- $2200.78, Fire Hall Fund- $125.45, Cartway Fund- $89.15. Savings Account-$1154.19, and CDs- $43214.55.  Motion by Ken Coveau, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval. (Copy attached to file copy of these minutes)  Motion by Dave Fornengo, second by Ken Coveau, to pay these bills.  Carried

CLERK’S REPORT:

1. 2013 Township Election:    File between Jan. 1 and Jan. 15

Supervisor- 1 yr. term, Supervisor, 3 yr. term & Treasurer 3 yr. term

  1. Presented letter from Brad Bjorkland praising the Board for work done one Creek View Lane.

ZONING REPORT:

1.  Land Use Permit # 94- Kevin Carpenter-        Addition

2.  Land Use Permit # 95- Scott Trenholm-          Cabin

3.  Land Use Permit # 96-Steven Johnson-           Camper w/deck

4.  Land Use Permit #97- Steven Johnson                        Outhouse

OLD BUSINESS:

  1. No road sign update this month.
  2. Leaky roof has not been worked on yet.

NEW BUSINESS:

  1. Supervisor Baker had researched the culvert request for a prospective buyer on Keane Creek.  PineCounty engineer Mark LeBrun said a culvert would cost@ $9-10,000 and the same price for new culvert on Rocky Blvd.  The prospective buyer has withdrawn his bid.  Consensus of the Board is to wait until spring to see what the Rocky Blvd. culvert looks like.

MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-NOV. 14, 2012

            Meeting called to order at 7:30 pm. by Chair Dave Fornengo.  Also present were Supervisors Ken Coveau and Dave Baker, and Clerk Fran Levings.  Absent was Margaret Coveau, Treasurer.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Ken Coveau, second by Dave Baker, to approve the minutes of the meeting of Oct. 10, 2012.  Carried.

Treasurer Margaret Coveau had left copies of the Treasurer’s Report.  ( Attached to file copy of these minutes).  Fund Balances are:  General Fund-$13209.51, Road & Bridge Fund- 23428.46, Cemetery/Landscaping Fund- $60.22, Fire Protection Fund-$792.93, Fire Hall Fund- $125.45, Cartway Fund-$89.15, Savings Account-1154.19 and CDs- $43214.55.  Motion by Ken Coveau, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval.  Motion by Ken Coveau, second by Dave Fornengo, to pay these bills.  Carried.

CLERK’S REPORT:  1. Clerk Levings and election judge Marge Braun went to the Pine County Courthouse on election night (Nov. 6) to count the mailed-in ballots.  New Dosey Township now has 35 registered voters.  26 people voted.  17 votes of Barack Obama and 9 votes for Mitt Romney.

ZONING REPORT:   1. Clerk was notified by township assessor Bob Brewster that 11 property owners had some sort of newer construction on their property since he last assessed their property.  Our township has required land use permits since 2004.  The zoning administrator checked her list of permits granted since then and learned that only 2 of these property owners had indeed applied for a permit.  Letters  were sent to the other 9 landowners.

OLD BUSINESS:

1. Road Discussion- Consensus was that the township roads are fairly good shape.  Chair Fornengo reported on a conversation with a prospective buyer for property on School House Rd.  The person requested some gravel and Chair Fornengo said it would be considered in next year’s road review. Supervisor Baker will research with Pine Soil & Water about putting in a culvert for the person- may be a wetlands issue.

2. Chair Fornengo reported that he still has 6 road signs to install.

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to pass a resolution authorizing Supervisor Ken Coveau to also be an employee of the township.   Carried.
  2. Clerk Levings and Supervisor reported on the Pine County Township Officers meeting they had attended on Oct. 27 in Hinckley.  Highlights included: Senator Lourey saying that homeowners and small businesses were hurt most by the removal of the Homestead Credit.  Commissioner Steve Chafee said that Pine County had a 0% levy increase for 3 years, but in 2012 raised it by 1.5% to offset damage done by the removal of the Homestead Credit.  Commissioner Rousseau said the County gave $$ to flood relief victims. Commissioner Doug Carlson criticized wetland regulations. Sheriff Cole reported on a huge punk rock event held in Ogama Township.  Tim Faust, candidate for State House, said 2 main goals are to restore the Homestead Credit and improve Local Government Aid.  County Auditor Cathy Clemmer said the gas tax formula has been done away with.  Lenny Bonander talked about the new hospital coming to Sandstone.  Kelly Schroder, County Assessor, said 113 Pine County properties were damaged by the June flood.  County engineer Mark LeBrun handed out copies of future County road plans.  Conservation Officer Brent Grunmeir said that a movement is on to encourage young people to hunt and fish.  Chloride on roads is working.
  3. CHAIR FORENGO SAID HE HAS 6 MORE ROAD SIGNS TO INSTALL.
  4. CHAIR FORNENGO PRESENTED SOME MAILINGS-
  5. CONTRACT TO SIGN W/ GRAVEL CRUSHER KIP RYBERG.  5000 YDS/ $3/YD.  CONTRACT WAS SIGNED AND MAILED IN.

MINUTES-REGULAR MEETING-NEW DOSEY TOWNSHIP-OCT. 10, 2012

Meeting called to order at7:30 pm.by Vice-chair Dave Baker.  Also present were Supervisor Ken Coveau and Clerk Fran Levings.  Absent were Chair Dave Fornengo and Treasurer Margaret Coveau.

Motion by Ken Coveau, second by Dave Baker, to approve the agenda.  Carried.

Motion by Ken Coveau, second by Dave Baker, to approve the minutes of theSeptember 12, 2012, meeting.  Carried.

Clerk presented the Treasurer’s Report as prepared by Treasurer Margaret Coveau.(Attached to file copy of these minutes)  Fund balances are: General Fund-$13789.17, Road & Bridge Fund-$24363.96, Cemetery/Landscaping Fund-$120.33, Fire Protection Fund-$5279.50, Fire Hall Fund-$125.45, Cartway Fund-$89.15, Savings Account-$44921.75 and CDs-$42950.14.  Motion by Ken Coveau, second by Dave Baker, to accept the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. Presented a request by a property owner to consider passing an animal control ordinance.  Consensus was the not do so and to encourage residents to work this out among themselves.
  2. Announced a Pine County Township Ass’n meeting inHinckleyon Oct. 27.
  3. Announced that she had completed and returned a PERA survey.
  4. Consensus was to add Matt Lourey Trail N and Matt Lourey Trail S to the Road Certification list- 1 mi. each. Further consensus was to change the length of  township road authority onCreekview Lanefrom .5 mi. to 2 miles.

OLD BUSINESS:

  1. Ken Coveau said he still intends to get work done on the culvert onRocky Road.  He plans to do it after the next township grading.
  2. Dave Baker reported on a conversation he had with Kip Ryberg about crushing gravel.  Mr. Ryberg gave a price of $4/yd.. Motion by Ken Coveau, second by Dave Baker, to have 5000 yds crushed.  Mr. Ryberg said the township could pay ½ this year and the rest in 2013.
  3. Dave Baker will contact Todd Elliott Excavating about putting existing class 5 on top of the pit run to be put onMcDermott Creek Rd.,Kingsdale Rd.,Hay Creek Rd., andSquib Creek Rd.
  4. Discussion on the beaver control problems.
  5. Dave Baker presented a report that Chair Fornengo had prepared on the road sign replacement update.(Attached to file copy of these minutes.)
  6. Motion by Dave Baker, second by Ken Coveau, to sign the fire protection agreement with the Duxbury Volunteer Fire Department for the period from Oct. 2012-Oct. 2013 for a price of   $4500.00 Carried.
