MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-FEB. 14,2011

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Wes Cemenski, Todd Elliott and Jared Behm.

Motion by Dave Fornengo, second by Dave Baker, to approve the minutes of the regular meeting of January 10, 2011, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report.(Attached to file copy of these minutes).  Receipts were: Plowing Private Drives- $120.00, Property Taxes (collected through 12-31-2010)- $493.68, Interest earned- $6.64, Interest on CDs $309.61 and $169.92.  FUND BALANCES- General Fund-$1287.59, Road & Bridge Fund-$12,295.10, Cemetery/Landscaping Fund-$526.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings Fund-$7119.82 and CDs- $50,393.54.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims List and the Net Payroll List for approval.  (Attached to file copy of these minutes).  Motion by Dave Baker, second by Don Mishler, to pay these bills.  Carried.

CLERK’S REPORT:
1    Clerk and Supervisor plan to attend the MAT short course at the Black Bear Resort on April 1st.

2    The bill from ECE in the amount of $230 for repairs to a  utility pole on the Sexton property was sent to MAT to be paid.

3.    The Board of Canvass for the township election must be comprised of any board members who are NOT running for re-election or serving as a judge.  Dave Fornengo, Don Mishler, and Fran Levings will be the members of the Board of Canvass this year.  The duties of this Board are to match the number of voters with the number of ballots cast and to count the ballots to see that the results are in line with the count of the head judge.

4.  Bridge Inspection Report was shown to Supervisors.

5.  Arna Township Comprehensive Plan was shown to Supervisors and will be filed at the town hall.

6.  Traffic Sign Maintenance Handbook will be filed at the town hall.

7.  Re-typed Calendar of Dates-2011- was distributed.

8.  Clerk was granted permission to store 4 tote boxes at the town hall.  She will make a donation to the Landscaping Fund.

9.  Arrowhead Transit Bus Company now runs 4 routes out to Cloverton.

NO ZONING REPORT

OLD BUSINESS:

  1. Supervisor Baker will call the Hwy. Dept to have flags put up on McDermott Creek Road.
  2. Supervisor reported that Greg Beck, County Forester, has been working with loggers to have small trees removed on Matt Lourey Road.
  3. Brief discussion with operators Wes Cemenski and Jared Behm regarding plowing and snow removal this winter.
  4. Supervisor Baker had a conversation with Mike Kohn, Wetlands Specialist, regarding his report on the Cartway delineation.  Mr. Kohn said he plans to send his report to the township soon.

NEW BUSINESS:

  1. Motion by Dave Fornengo, second by Dave Baker, to approve the agenda for the Annual Township Meeting on March 8th.   Carried.
  2. Motion by Dave Fornengo, second by Dave Baker, to pass a resolution supporting the efforts of the Pine County Board to work on bringing broadband access to this part of Pine County.  Carried.
  3. Motion by Dave Fornengo, second by Dave Baker, to approve the proposed budget as presented by Clerk Fran Levings.  Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Chair Fornengo presented a letter for the Land Stewardship Project.
  2. The Board thanked retiring Supervisor Don Mishler for 9 years of excellent service.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-JAN.10, 2011

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo. Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott and Clerk Fran Levings.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular board meeting of Dec. 13, 2 010, as printed. Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report (attached to file copy of these minutes). Receipts were: East Central Energy Capital Credit Refund- $10.12, Land Use Permit-$25.00, Arna Township-Brushing on Hay Creek Rd.-$100.00, Plowing Private Drives-$360.00, Federated Coops-Overpayment refund-$11.19, Interest-$6.48 and MN State Aide- $222.84. Fund Balances were: General Fund-$6230.79, Road & Bridge Fund-$12,414.91, Cemetery/Landscaping Fund-$526.39, Fire Protection-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings-$7069.82 and CDs-$49,914.01.

Motion by Dave Fornengo, second by Dave Baker, to transfer $50 from the General Fund to Savings. Carried. Motion by Dave Baker, second by Dave Fornengo, to transfer $3500 from the General Fund to the Fire Protection Fund. Carried.

CLERK’S REPORT:

1. The quarterly UI wage detail reports were filed on-line.

2. Worker’s Compensation Audit will be completed and mailed by Jan. 20th.

3. All Federal and State IRS forms and W-2s were mailed.

4. Clerk will have a budget report for the Feb. meeting.

5. Township Election- Margaret Coveau has filed for the Treasurer’s position and Wes Cemenski has filed for the Supervisor opening. Ballots must be printed by Feb. 8th. Motion by Dave Baker, second by Don Mishler, to pay the deputy clerk and deputy treasurer $12/hour for training and $30 for each meeting they attend. Motion by Dave Fornengo, second by Don Mishler, to appoint Dave Baker, Marlene Mishler and Vicki Elliott as judges for the township election. Carried. Motion by Dave Fornengo, second by Don Mishler, to approve the Resolution appointing an Absentee Ballot Board and to appoint Dave Baker, Marlene Mishler, and Vicki Elliott to serve on this Board. ZONING REPORT:

1. A 2010 report was sent to the U.S. Census Bureau.

2. Dave Fornengo informed the Board that logging will be done on his property that abuts township land.

OLD BUSINESS:

1. Two estimates were received for the job of removing a tree from Bill West’s property on an old town road. Vallhalla Co.- $639 and Cemenski Services-$300. Motion by Dave Baker, second by Dave Fornengo, to offer the job the Cemenski Services. Carried.

NEW BUSINESS:

1. Motion by Dave Baker, second by Dave Fornengo, to approve the amended 2011 township calendar of dates. Carried. This calendar will be posted at the town hall and on the township webpage.

2. A brief discussion of possibly putting the township on the Internet resulted in no decision to do so at this time.

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Letter from Pine County Board Chair Steve Hallen asking for input from townships about broadband access is our area. Chair Fornengo will submit information either in person or via phone.

2. Dave Baker reported on a conversation with County Forester Greg Beck seeking permission for logging companies to remove small trees from the Matt Lourey. Mr. Baker had contacted all of the property owners on this road and got their OK with some specific suggestions.

MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING DEC. 13, 2010

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo. Also present were Supervisor Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Plow Truck Operator Jared Behm, and Grader Operator Wes Cemenski.`  Absent was Supervisor Don Mishler.

Motion by Dave Baker, second by Dave Fornengo, to approve the minutes of the regular meeting of November 8, 2010, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report.(Attached to file copy of these minutes)  November and December receipts thus far are:  State Aid-$222.85, Plowing Private Drives-$360.00, Heller Road Brushing Reimbursement- $100.00, Land Use Permits-$50.00, 2nd half of Property Taxes- $14,016,42 and Interest- $5.65.  FUND BALANCES ARE: General Fund-$7312.61, Road & Bridge Fund-$18,690.13, Cemetery/Landscaping Fund-$515.25, Fire Protection Fund-$186.34, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings Account-$7069.82 and CDs-$49,914.01.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

CLERK’S REPORT:

  1. “Filing for Office” notices were printed in the Pine County Courier, on the Website, and two postings at the town hall.
  2. Letter sent to Pam Oslin, 911 coorinator for Pine County, requesting a replacement sign for White Tail Lane.
  3. Consensus of the Board is to pay the clerk and treasurer if they miss a monthly meeting but have done all of the necessary preparation work for that meeting.

ZONING REPORT:

1.  3 Land Use permits were issued:   # 80 Jim & Joe McCarthy- Seasonal dwelling, # 81 John Wess-Addition to mobile home and # 82-Bruce Funk-Storage Building.

OLD BUSINESS:

  1. Chair Dave Fornengo and Supervisor Dave Baker signed the 2010 Road work order as having been completed.
  2. Operators Wes Cemenski and Jared Behm discussed with the supervisors any snow removal issues.  Cemenski said the front tires on the grader are bald.  Clerk Levings said she had received several calls complimenting both operators on their work.  Dave Baker will research the policy on removing trees from a road right-of-way.  Board is considering doing tree removal on one township road each year with Doyle Road being first.
  3. Regarding removing the tree from the Bill West property and town platted alley- Tree removal company contacted by Chair Fornengo is very busy now, but will shoot for the week before Christmas .  Wes Cemenski offered to submit a bid for this job.

NEW BUSINESS:

  1. Motion by Dave Baker, second by Dave Fornengo, to approve the 2011 Town Board calendar.
  2. Supervisor explained the requirement of the Board to file Unemployment Insurance reports quarterly.  The Clerk will download the forms and take care of this.

Chair Fornengo called for a “Moment of Silence” for community members Al Wolf and Jim Wilson, who both passed away recently.
