MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD-MAY 11, 2011

Meeting called to order at 7:38 p.m  by Chair Dave Fornengo. Also present were Supervisors Dave Baker and Wes Cemenski, Treasurer Margaret Coveau, Clerk Fran Levings and Deputy Clerk Robin Fornengo.

Motion by Dave Baker, second by Wes Cemenski, to approve the minutes of the regular town board meeting of April 13, 2011, as printed.  Carried.  Motion by Wes Cemenski, second by Dave Baker, to approve the minutes of the Board of Review and Equalization of April 11, 2011.  Carried.

Treasurer Margaret Coveau presented the Treasurer’s Report.(Copy attached to file copy of these minutes) Fund balances are:  General Fund-($314.45), Road & Bridge Fund-$8661.93, Cemetery/Landscaping- $551.39, Fire Protection Fund-$222.00, Fire Hall Fund-$125.45, Cartway Fund-$2428.41, Savings-$7133.97 and CDs- $50,867.43.  Motion by Dave Fornengo, second by Dave Baker, to approve the Treasurer’s Report.  Carried.

Clerk Fran Levings presented the Claims and Net Payroll for approval. (Copy attached to file copy of these minutes). Motion by Wes Cemenski, second by Dave Baker, to pay these bills.

CLERK’S REPORT:

1.  Reminder of dates:

May 13- Cemetery Cleanup    1 p.m.

May 14- Road Review

June 30th –MAT Short Course (Pre-register at $45

Pay at door $55.)

  1. Clerk will have Town Rental Policy ready for supervisors to approve at June meeting.
  2. Clerk is in the process of culling any old records in accordance with the MN Historical Society recommendations.
  3. Clerk is also going through the Legal Compliance Guide from MAT.
  4. Letters received from Lakes & Pines and Central Applicators.

ZONING REPORT:

  1. Zoning administrator received a copy of a Compliance Inspection regarding sewer on property being sold by a landowner on Tamarack River Road.

OLD BUSINESS:

  1. Motion by Dave Fornengo, second by Wes Cemenski, to postpone any work on dedicating Ox Creek Road as a township at this time.
  2. Regarding Matt Lourey Trail- Supervisor Baker reported on conversations he has had with the Pine County Soil & Water District, the DNR and the state Board of Water and Soil Resources. He learned that to prove that this trail is an existing town road, the township must present a map, minutes of the Matt Lourey Trail hearing, and copies of property owner’s deeds that the trail is indeed a town road providing access to their property. Joe Alberio, Trail & Waterways reiterated their commitment to providing manpower and equipment for the project.  Pine County will provide gravel.
  3. Supervisor set 7:30 a.m. as the time for the Road Review on May 14th.
  4. Supervisor Baker said that MAT informed him that the township would be covered for any road work done in Wisconsin.
  5. Supervisor Baker reported that Alternative Energy Specialist Chris Schmitt would provide consultation for our project at a cost of $75/hour.  Chair Fornengo said the most expensive part of the project will be the grid-tie component. Mr. Baker said he envisioned the project as having 2 solar panels , a grid-tie and going from there.  All 3 supervisors agreed to price components and report at the June meeting. Mr. Fornengo will inquire with East Central Energy about the rebate program.
  6. Discussion of yard damage done to homeowners during the last plowing of drives.  Supervisors will put this on the Road Review and see what needs to be done.
  7. Supervisor Baker distributed copies of the Wetlands Delineation Study.  Current status or the cartway project is to wait for the decision to be made by the Technical Evaluation Panel.

NEW BUSINESS:

  1. Motion by Dave Fornengo, second by Dave Baker, to approve the Resolution Regarding Board Member/Employee Conflict of Interest.  Carried.
