MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-OCT. 14, 2009 

            Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, and Clerk Fran Levings. 

            Motion by Don Mishler, second by Dave Fornengo, to approve the minutes of the regular meeting of the Board as printed.  Carried. 

            Treasurer Vicki Elliott presented the Treasurer’s Report.(Copy on file with these minutes)  Receipts for Sept. 2009 were:  Plowing Private Drives- $600.00, Tri Township Disposal District Reimbursement-$300.00 and Interest earned-$24.47.  Fund Balances were: General Fund-$1674.43, Road & Bridge Fund-$23,562.83, Cemetery Fund-$284.30, Fire Protection Fund-$108.34, Fire Hall Fund-$309.07, Cartway, Proffit, Hanson-$1428.41 and Savings Fund-$7,000.00.  CDs- $48,063.19.  Motion by Dave Fornengo, second by Don Mishler, to accept the Treasurer’s Report.  Carried.  Motion by Dave Fornengo, second by Dave Baker, to transfer $3500.00 from the Road & Bridge Fund to the Fire Protection Fund.  Carried. 

            Motion by Dave Baker, second by Don Mishler, to pay the Claims and Payroll as presented by Clerk Fran Levings. (Copy on file with these minutes).  Carried. 

CLERK’S REPORT:

  1. Circulated Tri Township Disposal District 2009 summary.
  2. Announced Pine County Township Officers meeting-Oct. 24, Hinckley
  3. Circulated copy of new letterhead stationery.

 ZONING REPORT:

  1. Land Use Permit # 70 was issued to Gary Montgomery to move a mobile home onto his property.

 OLD BUSINESS:

  1. Update on ditches by Hay Creek Road near cemetery:  Clerk had sent a letter to Carlson Timber Products requesting $400.00 for damages done during logging this summer.  A Carlson employee spoke with supervisor Dave Baker and said they would repair the damage.  When it was done, Supervisor Baker was not satisfied with the work, and the Carlson employee said they would re-do it. Ditches had not been fixed as of this meeting. Dave Baker volunteered to call Carlson Timber again.  It is important that ditches be in good shape before winter.

 NEW BUSINESS:

  1. Discussion of Hessler Lane.  Two property owners on Hessler Lane contacted Supervisor Baker inquiring whether or not Hessler Lane was a township road and thus not subject to snowplowing fees from them.  The supervisors verified that it is indeed a townsite platted road and no plowing fees would be required.  Motion by Dave Fornengo, second by Dave Baker, to add Hessler Lane to the list of township certified roads. Carried. 
  2. Discussion of the gated road/trail west of the Wisconsin state line.  Dave Fornengo reported on conversations he has had with a property owner on this road/trail inquiring about the gate.  The Board reiterated its policy that the first thing property owners should do when this type of concern arises it to attempt to resolve any dispute among themselves.  It that does not work and a property owner is landlocked, he or she a may either (a) work out a legal easement with other property owner(s) or (b) petition the Board for a cartway.  Chair Fornengo will continue to use this policy in any further conversations with property owners on this road/trail.

MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-SEPT. 14, 2009

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo. Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Jared Behm and Todd Elliott.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the August 11, 2009 regular meeting as printed. Carried.

Treasurer Vicki Elliott presented the treasurer’s report.(Copy on file with these minutes) Receipts for August were Land Use Permit- $25.00, PILT-$6189.49, Duxbury Volunteer Fire Dept Reimburse Diesel- $57.80, Interest- $15.31. FUND BALANCES were: General Fund-$2827.13, Road & Bridge Fund- $24,506.26, Cemetery Fund-$394.01, Fire Protection Fund-$108.34, Fire Hall Fund- $309.07, Cartway Fund-$1428.41, Savings-$7000.00 and CDs-$48,063.19. Motion by Dave Fornengo second by Dave Baker, to approve the Treasurer’s Report Carried.

Clerk Fran Levings presented the Claims List and Net Payroll List for approval. (Copy on file with these minutes). Motion by Dave Fornengo, second by Don Mishler, to pay these bills. Carried.

CLERKS’S REPORT:

1. Meeting date change- Because October 12th is a federal holiday, the next meeting will be Oct. 14th. Clerk will post notices in Pine County Courier and on the Website.

2. A community landscaping committee is being set up. Members are Clint Elliott, Marlene Mishler, Peggy Coveau, Mandy Fornengo and Robin Fornengo. Cemetery Sexton Fran Levings will also help. A meeting is planned for Sept. 17th.

3. Motion by Dave Fornengo second by Dave Baker, to send postcard notices reminding last year’s persons of the payment for plowing private drives this winter. Carried.

4. Announced an Enhancement Projects meeting on Sept. 16th.

5. Letter from Census Bureau asking for names of new construction projects in the township.

6. The township laptop is not working really well. Clerk will try to get as much use as possible, but a new one may need to be purchased.

ZONING REPORT:

1. Permit # 69 to Don Schirmer to build a principle dwelling.

2. Letter sent to Doug Ohlrogge about zoning concerns.

NEW BUSINESS:

1. Chair Fornengo received an e-mail from the State Office of Energy Security about grants for local governments to do an alternative energy project. He learned that stimulus money is only available for government entities having a building of at least 5000 sq. ft. We do not meet that requirement.

2. Motion by Dave Fornengo, second by Dave Baker, to hire Jared Behm for the position of Snow Plow Driver for the winter of 2009-2010. Carried.

OLD BUSINESS:

1. Chair Fornengo reported on a letter from the Pine County Soil & Water District asking if there was interest in a meeting about regulations regarding road projects. All 3 supervisors and our road contractor expressed interest. Mr. Fornengo will contact Soil & Water.

2. Clerk directed to send a letter to Carlson Timber Products regarding the poor condition of the ditch after they had worked off Hay Creek Road and asking for a reimbursement of $400.00

ANYTHING ELSE TO COME BEFORE THE BOARD:

1. Chair Fornengo reported that he has received an access code from the Cooperative Purchasing Venture.

2. More road work authorized for 2009: Motion by Dave Fornengo, second by Dave Baker, to add 15 more loads to School House Drive and to leave Creek View Lane order at 5 loads as set up in June, but extra loads if needed. Carried. Todd Elliott reported that most of the work in the eastern end of the township has been done.

MINUTES-REGULAR MEETING-NEW DOSEY TOWN BOARD- AUGUST 10, 2009

Meeting called to order at 7:30 p.m. by Chair Dave Fornengo.  Also present were Supervisors Don Mishler and Dave Baker, Treasurer Vicki Elliott, Clerk Fran Levings, Jason Fornengo, Dominick Fornengo, Adam Fornengo, Al Wolf and Todd Elliott.

Motion by Dave Baker, second by Don Mishler, to approve the minutes of the regular meeting of July 13, 2009, as printed, with the correction of the typing error changing 3 miles per hour to 30 miles per hour on the last page.  Carried.   Motion by Dave Fornengo, second by Dave Baker, to approve the minutes of the Special Town Meeting held on July 27, 2009, as printed.  Carried.

Treasurer Vicki Elliott presented the Treasurer’s Report. (Attached to file copy of these minutes).  Receipts for July include- First ½ of Property Taxes-$11832.93, Cemetery Fund donations-$170.00 (Total donations so far are $365), Land Use Permits- $100 and Plowing Private Drive Fee- $120.  FUND BALANCES are: General Fund-(1217.53), Road & Bridge Fund-$23787.90, Cemetery Fund-$369.01, Fire Protection Fund-$108.34, Fire Hall Fund-$309.07, Proffit, Hanson Cartway Fund-$1428.41 and Savings- $7000.  Motion by Dave Fornengo, second by Don Mishler, to accept the Treasurer’s Report.  Carried.  Motion by Dave Fornengo, second by Dave Baker, to transfer $3500 from the Road & Bridge Fund to the General Fund.  Carried.

CLERK’S REPORT:

  1. The Mail-In Voting request was accepted by the Pine County Auditor.  Public notices will be published 6 weeks prior to the Primary Election next September.  The Clerk will go door-to-door with a sample copy of the envelope and explain the process to all voters
  2. We now have internet access on the township laptop via Chris’ Convenience Store in Sandstone.
  3. The MN state payment for Homestead/Agriculture has been reduced due to an unallotment.
  4. Distributed a handout on the energy policies of the State Auditor.

ZONING REPORT:

  1. Land Use Permits were issued to Jerome Tompkins (moving mobile home onto his property), Dennis Sherman, Jr. (addition to cabin), Richard Blankenship (garage) and Maria Starowoitow (garage).

OLD BUSINESS:

  1. Chair Fornengo reported that the windshield on the truck has been repaired and the name signs for the truck doors have been installed.
  2. Chair Fornengo also reported that work has begun on the bell tower on the grounds of the  town hall,
  3. Chair Fornengo also reported that he has spent several hours on the Internet trying to find grants available to local government units for installing alternative energy projects.  He found many for private individuals, but none for government projects.  He will contact the State Auditor’s office next.  Clerk Levings asked what would be involved with setting up a windmill.  Chair Fornengo said the Board with draw up a plan with advice from someone selling a windmill.  ECE gives credit for this type of activity.  Estimated cost of the program is @ $10,000., so a grant would be necessary.
  4. The township has an opening for a driver for the snow plow truck this winter season. No names have come forward yet.  Dave Fornengo may be available.  Anyone else interested in this position should email the township at newdoseytownship@live.com.
  5. Chair Fornengo has contacted the Cooperative Purchasing Venture company twice to place the township on its list.  He has received no response.

NEW BUSINESS:

  1. Chair Fornengo had received a mailing from the U.S. Census Bureau which he gave to the Clerk.

ANYTHING ELSE TO COME BEFORE THE BOARD:

  1. Discussion of Creek View Lane extension work.  Dave Fornengo said we must get the 2 miles of road registered with Pine County before we can work on it.  Dave Baker volunteered to write a Resolution on the plans for the road.  Todd Elliott Excavating will put 5 loads of pit-run on the first ¼ mile as planned for 2009 and the Board will decide at the September meeting about other improvements for 2009.  Dave Fornengo suggested having property owners meet the supervisors for the 2010 road review next spring to offer suggestions for road work
  2. Dave Fornengo asked for permission to put extra dirt from the bell project on the septic area.  Permission granted.
  3. Dave Baker will call the state Gopher for One about culvert work to be done.
