MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-AUGUST 8, 2018

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisors Jason Fornengo and Beverly Carlin, Treasurer Mandy Fornengo, Clerk Fran Levings, Planning Commissioner Don Schirmer, Employee Don Eddy and property owners Jeanie and Phil Verdun.

PUBLIC INPUT: Jeanie and Phil Verdun own property on School House Rd. going west from Tamarack River Road. She said they have owned 120 acres since the 1950s and are planning to homestead on it. A bridge over the Tamarack River on that road washed out in 2017. Someone unknown to them bulldozed and excavated on the river bank and, according to her, made the road worse. She went to the Pine County Recorder’s Office and received a document that says the road was recorded in 1912 as a township road. The Pine County Surveyor, upon examining the document, said it looks to be a 6-mile road. The Verdun’s placed a trail-camera on their property and saw a picture of 4-6 people on 4-wheelers going back and forth on the road. She then asked if the township would consider vacating the road, making it possible for it to become a private road. Chair Fornengo said he would research the issue and report at the September meeting of the Town Board.

Motion by Beverly Carlin, second by Jason Fornengo, to approve the Agenda. Carried.

With an amendment to change the word “tire” on p. 3 to “culvert”, motion by Dave Fornengo, second by Jason Fornengo, to approve the Minutes of July 11, 2018. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report. This report includes Fund Balances, Cash Control Sheet, Latest Bank Statement and List of Receipts.

CLERK’S REPORT:
Beverly Carlin submitted her letter of resignation from duties of Deputy Clerk and Planning Commissioner on July 12, 2018. Clerk Levings swore her in as a Supervisor on July 17, 2018.

ZONING REPORT:
(1) Septic Administrrator Dave Fornengo and Planning Commissioner Don Schirmer reported on a meeting hosted by the Pine County Planning Commission. A new Zoning Ordinance is being developed. Mr. Schirmer said the meeting was very well-attended and he learned the importance of protecting water quality. Many various opinions on “blight” were expressed. Mr. Fornengo reported that the townships have many different concerns and needs. Both of them thought the “work groups” approach was effective at the meeting. Planning Commissioner Dave Baker also attended the meeting.
(2) Zoning Administrator Levings distributed a handout on “Noxious Weeds”.

OLD BUSINESS:
ROADS- (a) Chair Fornengo reported that he attended a meeting with FEMA representatives regarding the damage done by the June storm. A section of Rocky Blvd. and a section of nearby Kingsdale Rd. were washed out. He said we will know in 4-6 weeks if we will be reimbursed . (b) Roberts Excavating has begun doing road work for the township. McDermott Creek Rd. and Hay Creek Rd. were worked on first. (c) Chair Fornengo reported that he responded to a resident inquiring about road work on Coveau Lane and told the person that Coveau Lane was not on the list for work this year. He also responded to other questions that he could understand.
Motion by Dave Fornengo, second by Beverly Carlin, to sell the used printer to Wayne Hessler, who had made an offer of $25 to purchase it. Carried. Mr. Hessler’s offer was the only one received.
NPAHD Report- Levings distributed a 4-page handout that included the Seminars scheduled for August 13, a copy of the primary committees of the District, a copy of the subcommittees, a list of all directors and the government units each represents and a list of the goals of the District.

NEW BUSINESS:
Neither Supervisor Carlin nor Supervisor Jason Fornengo wanted to serve as Vice-Chair, so a coin was tossed. Carlin lost the toss. Motion by Dave Fornengo, second by Jason Fornengo, to elect Beverly Carlin as Vice- Chair. Carried.
