MINUTES-NEW DOSEY TOWN BOARD REGULAR MEETING-SEPTEMBER 12, 2018

Meeting called to order at 7:30 pm by Chair Dave Fornengo. Also present were Supervisor Beverly Carlin, Treasurer Mandy Fornengo, Clerk Fran Levings, Don Mishler, Ron Mosser and Jeannie Virden. Supervisor Jason Fornengo was absent.

There was no public input.

Motion by Dave Fornengo, second by Beverly Carlin, to approve the Agenda. Carried.

Motion by Dave Fornengo, second by Beverly Carlin, to approve the Minutes of August 8, 2018, with the following corrections- (1) Correct spelling of Jeannie Virden’s name and (2) Replace Supervisor with Treasurer after Mandy Fornengo in Gross Pay report. Carried.

Treasurer Mandy Fornengo presented the Treasurer’s Report. Chair Fornengo questioned why the Fire Protection Fund was so large. Clerk Levings explained that the township levies for this fund, and, over the years, the monies have accumulated. Consensus was to perhaps the change the levy amount for Fire Protection at the 2019 Annual Meeting.

CLERK’S REPORT:

1. Pest control was done at the Town Hall on Sept. 6.
2. Minnesota@Openthebooks.com has made a 2nd request for some township records. Clerk Levings was advised by a MAT attorney in August that this would be a township decision as to whether or not to comply. Clerk received a 2nd email requesting these records again and to note the Statute if we chose to not comply. Clerk was advised by the Board to contact the MAT attorney again.

ZONING REPORT:

1. Levings reported that 7 township properties that she and Septic Administrator Dave Fornengo were reported as having been sold were researched and all are in septic compliance.
2. Dave Fornengo reported on the Pine County Planning Commission meeting that he attended. They are still working on a County wide Zoning Ordinance. Zoning types and sub-types were listed and a spreadsheet has been begun.
OLD BUSINESS:

1. School House Road going West- Chair Fornengo reported that an attorney with the Minnesota Association of Townships informed him that this is a road, but NOT a township road since the township has not done work on it for more than 40 years. Supervisor Carlin said she specifically asked an attorney at the Township Legal Seminar she attended on September 8th and he told her the same thing. Jeannie Virden was told by Chair Fornengo that if she wished to put up a “Private” sign on the road, that would not be a township issue.
2. Road Work Update- McDermott Creek Road, Hay Creek Road and Squib Creek Road have all had work done on them this summer.
3. Culverts- Plans are underway to install a culvert on Rocky Blvd and repair the washout. A culvert will also be installed this year on White Tail Lane and Diana Stellmach’s driveway.
4. NPAHD Report-The District’s Lease with Essentia Hospital requires that the District must give permission to Essentia for any improvements or additions costing over $100,000.00. The District approved a motion granting permission to create an oncology center at the hospital. The Suicide Prevention Seminars are August 13 were very well-attended and well-received.

NEW BUSINESS:

1. MAT District 7 meeting repor3 t- Clerk Levings reported that there are 13 Minnesota Association of Township Districts in Minnesota. District 7 has the largest township population. Access to high-speed internet in critical in District 7. The meeting was held at Anoka/Ramsey Community College which has been named one of the 10 best community colleges in the U.S. Annexation remains an issue with some cities annexing adjoining townships in order to increase city populations. Affordable housing for Minnesota’s aging population is another potential problem.
2. Township Legal Seminar report- Supervisor Carlin attended this event at Rutledge. She reported that Roads, High-Speed Internet and Junkyards were among the issues discussed.
3. Motion by Dave Fornengo, second by Beverly Carlin, to contract again with Bob Brewster for Assessing Services in 2019 for $3490.50. Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD?

1. Don Mishler lodged a complaint against the road work done on McDermott Creek Road. He said the road itself is excellent, but there is an abundance of sod in the ditches. Chair Fornengo responded that he will talk to Roberts Excavating about this.
2. Ron offered to install Diana Stellmach’s culvert if the township contracted with Craig Summerland and then he would do the work. Chair Fornengo said that the Board would think about it.
3. Consensus of Supervisor Carlin and Chair Fornengo to only have road work done on 3 miles of the Kingsdale Road in 2018.
