MINUTES- NEW DOSEY TOWNSHIP ANNUAL MEETING- MARCH 10, 2015

Meeting called to order at 8:15pm by Clerk Fran Levings.  Also present were Dave Baker, Marlene Mishler, Anthony J. Fornengo, Jason Fornengo, Ed Carlin, Don Mishler, Robin Fornengo and Beverly Carlin.  Clerk announced that the regular Board meeting for March would be held on March 18, not March 11.  She also encouraged everyone to have coffee & treats.

Head Judge Beverly Carlin read the results of the Board of Canvass.  Dave Fornengo, Mandy Fornengo and Fran Levings each received 12 votes for the respective offices of Supervisor (3-years), Treasurer (2 years) and Representative to the North Pine Area Hospital District.

Motion by Dave Fornengo, second by Beverly Carlin to have Anthony J. Fornengo serve as moderator.  Carried.

Motion by Jason Fornengo, second by Robin Fornengo, to approve the agenda.  Carried.

Motion by John Fornengo, second by Jason Fornengo, to approve the minutes of the March 11, 2014 Annual Meeting.  Carried.

Motion by Dave Baker, second by Jason Fornengo, to approve the minutes of the Board of Review meeting on April 7, 2014.  Carried.

Motion by Jason Fornengo, second by Robin Fornengo, to approve the minutes of the Special Town Meeting on April j28, 2014.  Carried.

Motion by Robin Fornengo, second by Beverly Carlin, to approve the minutes of the Special Town Meeting on October 18, 2014. Carried.

Motion by Beverly Carlin, second by Robin Fornengo, to approve the minutes of the public hearing held on February 7. 2015.  Carried.

Motion by Beverly Carlin, second by Marlene Mishler, to approve the minutes of the Board of Audit on February 11, 2015.  Carried.

Clerk Levings presented the Annual Treasurer’s Report. Fund Balanaces were: General Fund- $5544.65, Road & Bridge Fund- $6755.97, Cemetery/Landscaping Fund- $1292.70, Fire Protection Fund-$6319.94, Fire Hall Fund- $125.45, Savings Account-$1159.54, Driveways Fund-$4975.61 and CDs- $45046.88. Motion by Robin Fornengo, second by Don Mishler, to approve the Treasurer’s report.  Carried.

Vice-chair Dave Baker presented the Annual Chair’s Report.  He gave an overall view of the Red Maple Lane project, mentioned the purchase of a new pickup truck and distributed copies of the 2014 Road Work Order that was completed by  contractors Ed Profitt and Todd Elliot.  Motion by Robin Fornengo, second by Beverly Carlin, to accept the Chair’s report.  Carried.

Clerk Levings presented the Annual Clerk’s report. She presented the 2015 Budget as approved by the Town Board on February 11th.   Motion by Robin Fornengo, second by Anthony J. Fornengo, to approve the 2015 budget. Carried. Motion by Robin Fornengo, second by Don Mishler, to raise the price of a cemetery lot (8 graves) from $400 to $500.  Carried.

Motion by Fran Levings, second by Anthony J. Fornengo, to NOT change the tax levy.  Carried.

Zoning Administrator Fran Levings presented the Zoning report.  A township Sub-Surface Sewage System was passed in February and recorded in the Pine County Recorders office.  Our township issued 11 Land Use permits in 2014.  Motion by Robin Fornengo, second by Beverly Carlin, to accept the Zoning report.  Carried.

Fran Levings, representative to the North Pine Area Hospital District, presented a report  on that agency.  Construction on the new Health Care Campus will begin this fall.  Motion by Anthony J. Fornengo, second by Jason Fornengo,  to accept the NPAHD report.  Carried.

Motion by Dave Baker, second by Anthony J. Fornengo, to authorize the  following pay raises as recommend by the Town Board:  Town Chair raise from $75 to $125/meeting, Clerk raise from $100 to $125/meeting, Treasurer raise from $95 to $100/meeting, Election Judges raise from $11 to $20/hour, and to begin paying office/clerical  work, NPAHD representative, SSTS Administrators, and Housekeeper $20/hour.  Carried.

Motion by Fran Levings, second by Beverly Carlin, to NOT make any changes to the Plowing Private Drives policy. Carried.

Motion by Beverly Carlin, second by Anthony J. Fornengo, to authorize $250 each to Family Pathways, Seven-County Seniors, the Old School Arts Center and the Pine County Historical Society for a contract for services  for 1 year.  Carried.

Motion by Fran Levings, second by Ed Carlin, to renew our 1-year contract with the Duxbury Volunteer Fire Department for a fee of $4500.00.  Carried.

Motion by  Fran Levings, second by Beverly Carlin, to continue banking with Northview Bank. Carried.

Motion by Fran Levings, second by Beverly Carlin, to continue filing all legal notices with the Pine County Courier.  Carried.

Motion by Fran Levings, second by Beverly Carlin , to set the date for the next annual meeting for the 2nd Tuesday in March, 2015. Carried.

Motion by Dave Baker, second by Anthony J. Fornengo, to adjourn the meeting. Carried.

 MINUTES- ANNUAL MEETING- MARCH 11, 2014

Meeting called to order at 8:15 by Clerk Fran Levings.  Also present were Jan Streiff, Don Mishler, Anthony J. Fornengo, Dave Baker, Marlene Mishler, Agnes Sexton and Dave Fornengo.

The Clerk made the following announcements:

  1. Welcome and thank you for participating in democracy tonight.
  2. The Board of Re-Organization meeting will be held March 19 at 7:15pm, followed by the regular Board meeting.
  3. A Green Burial Seminar will be held at the Cloverton Town Hall on March 28.  It is sponsored by the East Pine County Wanderers.  Free with lunch provided.  It will run from 10am -2pm.
  4. April 7 is the Board of Review meeting at 1pm.
  5. There are donated vegetables in the refrigerator for the taking.
  6. Treats & coffee are available.

Head Judge Beverly Carlin read the results of the Board of Canvass:  Jan Streiff received 4 votes for Supervisor- 3-year term and Jason Fornengo received 15 votes for Supervisor. He was elected.  Fran Levings received 19 votes for Clerk- 2 year term. She will remain as Clerk.

Dave Baker nominated John Fornengo to be moderator, with Agnes Sexton seconding the nomination.  John was elected moderator.

Motion by Dave Baker, second by Dave Fornengo, to approve the Agenda.  Carried.

Motion by Agnes Sexton, second by Fran Levings, to accept the minutes of the Annual Meeting of March 12, 2013.  Carried.

Motion by Dave Fornengo, second by Dave Baker, to accept the minute of the Special Town Meeting of September 10, 2013.  Carried.

Dave Baker read the report of the Board of Audit.

Clerk Fran Levings presented the Annual Treasurer’s Report. (Attached to file copy of these minutes).  The township has a total of $74,515.05 in the checking account and investments. Lists of both all receipts and all disbursements for 2013 was distributed.  Levings referred the voters to the ledger of every transaction made in 2013.  Motion by Agnes Sexton, second by Don Mishler, to accept the Annual Treasurer’s Report.  Carried.

Town Chair Dave Fornengo presented the Annual Chair’s Report:

  1. Road work went well in 2013.  We had 2 contractors- Todd Elliott and Ed Profitt.  We applied 56 loads of gravel in 2012 and 100 loads of gravel in 2013. The township still has @ $600-$800 left in County funds in the Matt Lourey Trail project. Don Mishler reported that the culvert still had not been put in McDermott Creek Road. Town Board will demand a “Certificate of Insurance” before hiring any contractors.
  2. The Town Board approved a motion to put a telephone and Internet access in the Town Hall building. Dave Fornengo said he is now a Ham Operator and that the Township needs to be prepared in the event of a State of Emergency.

Motion by Fran Levings, second by Dave Baker, to approve the Annual Chair’s Report.  Carried.

Vice-chair Dave Baker reported that the solar panels are slowly saving money for the township. Motion by Agnes Sexton, second by Fran Levings, to accept the Annual Vice-chair’s Report. Carried.

Clerk Fran Levings presented the Annual Clerk’s Report:

  1. She presented the 2014 budget which was approved by the Board at the February meeting.
  2. The Perpetual Care Cemetery/Landscaping Fund netted $400 in donations from individuals and $743 from the Cloverton Garden Club.  Our cemetery has a Pauper’s Corner where bodies of people from the Twin Cities are buried due to the fact that they have  no survivors to take care of that.  Methven Funeral Home has purchased several graves for this.  Resident Al Holter was granted permission to purchase several grave markers and be reimbursed by the Township.

Zoning Administrator Fran Levings presented the Annual Zoning Report:

  1. 11 Land Use Permits were issued in 2013- 2 pole barns, 6 decks, and 3 cabins.
  2. Motion by Dave Baker, second by Agnes Sexton, to re-appoint John Fornengo and Ed Carlin to the Planning Commission for another 3 years.  Carried.
  3. Pine County has passed an updated Subsurface and Sewage Treatment Ordinance.  Townships have 1 year to get into compliance.  Levings will meet with the Planning Commission and the County Zoning Administrator and the Board on this matter.

Motion by Fran Levings, second by Dave Baker, to not change the levy this year.  Carried.

Motion by Fran Levings, second by Agnes Sexton, to authorize a raise in pay for Supervisors from $50/meeting to $75/meeting.  Carried.

Lengthy discussion of the Plowing Private Drives Policy.  Agnes Sexton said it was an unusual year and that she is very pleased with the plowing this year.  Consensus was to plow both year-round residents and weekenders for next year.  Dave Baker informed the group that Wilma Township only plows driveways after all town roads are plowed and that Arna Township requires a deposit, records the time for labor, and asks for more money if necessary.  Dave Fornengo reported plow truck driver Jason Fornengo as saying that most driveways take 20-30 minutes.  Motion by Agnes Sexton, second by John Fornengo, to add to notice cards that are sent- “all gates must be left open if resident wants the driveway plowed”.  Carried  John also suggested that if money is depleted, we could send a letter to those on the Driveway Plowing list asking for a donation.  Dave Fornengo suggested that the Clerk research the years that  we did not have a separate fund for Driveways to determine how much we took in and how much we spent, then make a transfer from Road & Bridge Fund to the Driveways Fund.  The efficiency of a plow truck versus a pickup was also discussed. Motion by John Fornengo, second by Don Mishler, authorizing the Board to sell the plow truck and purchase a pickup. Carried.

Motion by Dave Fornengo, second by Marlene Mishler, to approve a Contract for Services with the following non-profit organizations in the amount of $250 each:  Family Pathways Senior Services, the Seven County Senior Federation, the Pine County Historical Society and the Old School Arts Center.  Carried.

Levings distributed hand outs on the North Pine Area Hospital District and a discussion ensued.  Dave Fornengo suggested holding a Special Town Meeting to inform the voters by having speakers on the topic, then holding a second meeting at a later date to make a decision.

Motion by Fran Levings, second by Dave Fornengo, to continue with Northview Bank as our depository.  Carried.

Motion by Fran Levings, second by John Fornengo, to continue using the Pine County Courier for our Legal Notice publications.  Carrried.

Motion by Fran Levings, second by Don Mishler, to hold our next Annual Meeting on the 2nd Tuesday in 2015.  Carried.

MINUTES- ANNUAL MEETING-NEW DOSEY TOWNSHIP- MARCH 12, 2013

Meeting called to order by Clerk Fran Levings.  She announced that treats were available.

Those also present were: Marge Braun, Dave Baker, Ken Coveau, Don Mishler, Beverly Carlin, Edward Carlin, Dennis Sherman, David Fornengo, Daniel Lokken and Liz Carlson.

Head Judge read the results of the Board of Canvass: Dave Baker received 11 votes for Supervisor-3-year term and was elected.  Ken Coveau received 11 votes for Supervisor- 1-year term to fill a vacancy created by resignation of Supervisor Wes Cemenski in 2011 and Margaret received 11 votes for Treasurer 2-year term and was elected.

Ed Carlin was nominated to be moderator by Fran Levings.  No other nominations, so Ed was elected unanimously.

Motion by Fran Levings, second by Dave Fornengo, to approve the agenda.  Carried.

Dave Baker read the minutes of the March 13, 2012, annual meeting.  Motion by Ken Coveau, second by Dave Fornengo, to approve those minutes.  Carried.

Dave Baker read the report of the Board of Audit on February 13, 2013.  Motion by Beverly Carlin, second by Dave Fornengo, to approve that report.  Carried.

Fran Levings presented the 2012 Treasurer’s Report by distributing copies of all receipts and claims for the year. She reported that the Township had received a check for @ $29,000 for the sale of land and the township is in good shape financially. Motion by Dave Fornengo, second by Ken Coveau, to approve the annual Treasurer’s Report.  Carried.

Dave Fornengo presented the annual Chair’s Report: (1) He distributed copies of the 2012 Road Work Order & stated that all work was completed.  He announced that the Township had purchased some Class 5 gravel from PineCounty and had Ryberg & Sons crush it.  (2) He reported that the status of the cartway has not changed since last year. Petitioners are expected to purchase credits and have yet to do so.  Clerk Levings reported that in August of this year, notice will be given to petitioners that one year remains for them to purchase wetland credits or they must start the procedure over again.

(3) He reported that the township is in compliance with the Sign Reflectivity mandate.  Fran Levings informed the electors that Dave Fornengo had done the entire project from beginning to end by himself. Motion by Beverly Carlin, second by Ken Coveau, to accept the Chair’s report.  Carried.

Fran Levings presented the annual Clerk’s report:     (1) She distributed copies of the 2013 budget.  (2) She reported that the Perpetual Care/Cemetery Fund had taken in $380.00 and that 2 graves had been purchased for the Pauper’s Cemetery. Motion by Ken Coveau, second by Dave Fornengo, to approve the Clerk’s Report.  Carried.

Zoning Administrator Fran Levings reported 12 land use permits had been given in 2012.  Four were for a shed, 4 for a dwelling, and 1 each for a mound system, addition, outhouse, and the moving in of a camper. Motion by Beverly Carlin, second by Dave Fornengo, to approve the Zoning report.  Carried.

Consensus was to not change the levy.

Motion by Fran Levings, second by Ed Carlin, to raise the pay of township labor from $15/hour to $20/hour.  Carried.

Motion by Fran Levings, second by Ken Coveau, to reduce the fee for plowing private drives from $120 to $100 for the 2013-14 winter season. Carried.

Motion by Dave Fornengo, second by Beverly Carlin, to pay $100 each to the following non-profits organizations for a Contract for Services- Family Pathways Senior Services, Seven County Senior Federation, the Pine County Historical Society and the Old School Arts Center.  Carried.

Motion by Ken Coveau, second by Beverly Carlin, to research the possibility of joining the Hospital District and place it on the agenda for the 2014 annual meeting. Carried.

Motion by Beverly Carlin, second by Dave Baker, to continue banking with Northview Bank in Sandstone.  Carried.

Motion by Beverly Carlin, second by Ken Coveau, to keep the Pine County Courier as our newspaper for legal notices.  Carried.

ANYTHING ELSE TO COME BEFORE THE BOARD?

Consensus was to have the Town Board research the possibility of getting an Internet set-up at the Town Hall and to do so if they think it is a good idea.

Motion by Dave Baker, second by Fran Levings, to set the 2nd Tuesday in March, 2014 at 8:15 for the next annual town meeting. Carried.
